Shop Early, and Mail Early, Too
Post Office Department Issues Christmas Instructions To Senders of Gifts
It is one thing to do your Christmas shopping early, and it is another and equally important thing to get Christmas gifts properly mailed and on their way early enough to insure their timely arrival. Uncle Sam's postoffice, air and railway mail service is as anxious to give Christmas givers service as the givers are to receive it.
That Christmas mail may reach its destination on time, the Post Office department has issued the following instructions to the public:
Postage—Prepay postage fully on all mail matter.
Addresses—Address all matter plainly and completely in ink, giving street address or box or rural route number whenever possible. Place sender's return card in upper-left hand corner of address side. Tags should not be used unless necessary, in which case a copy of the address and return card should be placed inside the parcel for indentification if tag is lost.
Packing and Wrapping—Pack articles carefully in strong, durable containers. Wrap parcels securely, but do not seal them except when bearing a printed label or indorsement reading: "Contents: Merchandise. Postmaster: This parcel may be opened for postal inspection if necessary," together with name and address of sender, as sealed parcels not so labeled or indorsed in printing are subject to postage at the letter rate.
Limit of Weight and Size—Parcels may not exceed 84 inches in length and girth combined nor weigh more than 70 pounds if, for delivery within the first, second or third zone, or 50 pounds in any other zone.
Permissible Additions and Inclosures—Parcels may be marked "Do not open until Christmas," this being permitted in order to encourage early mailing.
Seals—Christmas seals or stickers should not be placed on the address side of mail.
Insurance—Valuable parcels should be insured.
Maybe the civil war in China is over at last, or perhaps they have just stopped for a moment to change reels.

Instructions On How to Obtain Plates for 1931 Without Going to Sacramento After Them
Applications by mail for 1931 motor vehicle license plates will be accepted on and after December 1, says Frank G. Snook, chief of the Division of Motor Vehicles.
Upon that date, Snook said, the machinery of the division will be perfected to receive the applications and fees of the more than 2,000,000 California motorists who must have new plates on their vehicles before January 15th.
Applications should be mailed directly to the division's main office at Sacramento.
Counter delivery of plates will begin on December 15.
Snook advised motorists of the state to use the mail order method as this is simpler, easier, and avoids the necessity of a special trip and standing in line.
The procedure to obtain new plates by mail is to enclose the white certificates of registration and the fee in an envelope and mail both to Sacramento. No other application is required.
If the applicant has moved during the year, the new address should be written in legibly on the face of the certificate as the plates are mailed to the address appearing thereon.
Certified checks, money orders and bank drafts will be accepted in payment of the license fee. Currency should not be sent.
The fee for renewal for all pleasure cars, and others weighing less than 3,000 pounds is $3. The single exception is electric cars which pay a fee of $13.
Commercial cars such as trucks, etc., pay the regular fee of $3 and a graduated fee in addition depending upon the weight. These fees are exactly the same as last year.

Smart Comedy At Fox Anaheim Theatre
The widely acclaimed Pathe picture "Holiday," comes to the Fox Anaheim Theatre Friday and Saturday. An Haring, Mary Astor and Edward Everett Horton are starred in this ultra smart comedy drama which is said to be one of the best of the entire year. It had a long run at $1.56 at the Carthay Circle Theatre, Los Angeles.
On Sunday the Fox Anaheim will present Walter Huston, Kay Francis and Kenneth MacKenna in the Parade mount picture, "The Virtuous Sin." It is a romantic drama and in it Walter Huston creates a new and vastly different role from that which he recently did in "The Bad Man."
A double feature bill headed by Victor McLaglen in "A Devil Witten Women," is announced by the Fox Anaheim for next Monday and Tuesday. McLaglen, in this new comedy is back in the army again and still pursuing the girls. The second feature on the Monday-Tuesday program is "Men Of The North," a thrill drama of the Canadian Northwest, starring Gilbert Roland.
George Bancroft's new Paramount picture, "Derelict," will play the Fox Anaheim Wednesday, Thursday and Friday, November 26th, 27th and 28th performances on Thanksgiving Day will run continuously from 2:30 P.M.
Talking Pictures For Home Is Next
Talking motion pictures for the home will be introduced on a national scale within the next few months, according to in formation from Harold A. Laffont, federal radio commissioner.
Radio receiving set and accessory manufactures are preparing to enter this new entertainment realm and begin mass production at once, he said.
"I regard the introduction of talkers for the home as one of the most sensational developments in entertainment in several years," said the commissioner. "Based on radio principles, it is fitting that the radio industry should manufacture home talkie apparatus as an adjunct to their regular production lines."
"The next step, as I view it, is television, although no one can foretell when it will become a practical medium."

If the certificate of registration has been lost, the motorist should make application immediately for a new one, retaining the legal fee of fifty cents.
If the motorist has completed payments on the car during the year and has received the certificate of ownership he should send both the certificates of registration and certificate of ownership and $1 extra for release of legal ownership. A new certificate of ownership will then be mailed the legal owner.
Snook urged motorist to lose no time in filing applications inasmuch as it will be illegal to drive a car within a short time unless evidence can be shown that the motorist has applied for new plates.
Plates for 1931 are exactly the same as this year except that the colors are reversed, orange lettering being on a black background. Dashes between letters and numerals will be eliminated. The size and shape are unchanged.
Spent $15,695 For Care of Children
The days when children were placed in institutions in California, because no one wanted them, are passing.
A tendency to put children in family homes rather than under institutional care is one of the important trends in child welfare, according to the state department of social welfare. More than 6,000 such family homes are now licensed in this state.
Last year Orange county spent $15,695 in caring for children who were without means of support, and a growing percentage of this amount was noted by the department as being diverted from institutions to homes.
"The so-called 'baby farm' is fast disappearing in California," declared Mrs. Anna L. Saylor, director of the department.
"Its elimination has been a long, difficult task, however. Up to the present time we have discouraged care of children in other than institutions, because of the low standard of the average homes caring for minors."

For years attention was paid only to reducing the number of children in a home, to seeing that children of different sexes had separate beds, that the physical equipment of the homes were adequate.
When the state department issued its minimum requirements, among the most important of which was that revenue from children should not be the only income of the boarding family, a tremendous step was made in child protection in boarding homes.
The department has now reached an agreement with most newspapers, Mrs. Saylor said, that advertisements for children to board are accepted only if a permit issued by the authorities can be shown.

An invitation from the Anaheim Cavalry Baptist church to the Rev. E. M. Hulett, of Whittier, to occupy the pulpit until the coming of the Rev. Virgil Ledbetter, has been accepted by Mr. Hulett.
Mr. Hulett was pastor of the First Baptist church of Whittier for ten years, and upon retirement from the pulpit was made pastor emeritus of that church for life. He has since supplied at La Habra Baptist church for four years and for the last month has been preaching in the Anaheim church.
