Costs of Hospital And Relief of Sick Orange County Spent $171,059 On the One and $91,004 On the Other Last Year CHANGING THEIR IDEAS "White Collar" Worker Released from Predicament California counties spent more than $15,000,000 during the past fiscal year in county hospitals and care of the sick outside hospitals. Orange county spent $171,059 in its hospital and $91,004 in "outside relief" work according to the report announced by the state department of social welfare. "The most interesting revelation of our survey has been to find striking differences in expenditures for hospitals and sick relief in the various counties," said Mrs. Anna L. Saylor, director of the social welfare department. "The difference reflects in part the different needs of the counties and in part the greater willingness of certain counties to meet their needs adequately. "Los Angeles county, for example, leads the state by a tremendous margin, with total expenditures of more than $10,000,000, or two-thirds of the state total. San Francisco county is next, with expenditures of about $3,000,000." Counties are rapidly changing their ideas on use of their hospitals, Mrs. Saylor said. The county hospital as a place where the "poor middle class" worker can go has become a reality, she declared, overcoming the belief that such institutions should provide only for the destitute. WAHLBERG Farm Advisor Fall irrigation of walnut and deciduous trees is essential to securing the best condition for growth and fruit development the coming season. The past two months have been warm and dry, and conducive to drying out of the soil mass in which the roots have been active. Many soil borings taken in walnut groves during the past two weeks in Orange county show dry soil condition in the upper three or four feet as a general rule, where irrigation water has not been applied since prior to the harvest. The short harvest season this year has made it possible to get at the job of pruning earlier, which can be cleaned up before the irrigation water is applied. Most growers like to get this out of the way before soaking the orchard. Experience has shown that a good irrigation during the fall or early winter insures a better bud condition and reduces the tendency of dieback in upper tree structure. Although transpiration during the dormant season is low compared with the use of water during the growing season, when the foliage is on, the tree does demand a supply of moisture at this time, and if it is lacking the bud formation is weakened and the new growth is subject to shriveling and reduced vigor. In order to get the maximum efficiency from the walnut tree in way of production and quality, the moisture factor must not be over looked during the period of November and December. It is not safe to depend upon rainfall to supply the necessary moisture. It may come in time and it may not. during the growing season, when the foliage is on, the tree does demand a supply of moisture at this time, and if it is lacking the bud formation is weakened and the new growth is subject to shriveling and reduced vigor. Reports from the Scripps Institute of Oceanography indicate that there is a possibility of below normal rainfall for the 1930-1931 season. Orange Masonic Club At Huntington Beach A. J. Woodworth, vice-president of the Masonic Club of Orange County, announces that the club will hold its next meeting on Wednesday, November 19th at Huntington Beach. The speaker of the evening is to be William McGinnies, secretary of the Scottish Rite bodies at Long Beach. He is well known in Masonic circles as an able and interesting speaker, and a large attendance is anticipated. The subject of his address is "Building." Dinner will be served at 6:45 in the Huntington Beach lodge rooms at a dollar a plate, followed by a program and the address. All Masons in Orange County are cordially invited to attend. WAGES MUST BE PAID If you hire a man to work in California, and fail to pay his wages, all he has to do is notify the State Division of Labor Statistics and Law Enforcement, and his wages are collected. Last month alone a total of $87,644 in wages was recovered for California workers, a gain of 18.8 per cent over the collections in August, according to Will J. French, director of industrial relations. The number of complaints for the month numbered 4,070, as compared to 2,936 in September of 1929, a gain of 88.6 per cent.
