SET OF RULES FOR POISON OAK Public Health Department Formulates Measures for Guidance of Campers Poison oak season is at hand again, with young and old California roaming the country districts during the summer months, and so the state department of public health has formulated a set of rules for combatting this unpleasant plant. Toxic condendrol is the forbidding name which designates the poisonous element in the plant, an element with such violently irritant properties that the slightest trace deposited on the skin is capable of producing severe inflammation. Don't get the idea that you may be one of those fortunate persons who are "immune" to poison oak infection. Experience and experiments indicate that complete immunity does not exist, and many supposedly immune persons have not only been poisoned by carelessly handling the plants, but afterwards have suffered attacks on slightest exposure. Many claim that they can be poisoned by even passing near the place where poison oak is growing. This has not been proven to satisfaction of health authorities, but they do know that smoke from the burning plants will carry the poison and cause severe infection. After coming in contact with the plant, measures to remove the poison are of primary importance. It should be remembered that at first the poison is on the surface of the skin and can be removed by thorough washing and rinsing, repeated several times. Careless washing, however, may serve to spread the poison. Ordinary kitchen or laundry soap which has an excess of alkali is best for the purpose, and hot water should be used. The soap should be applied freely, so as to provide or other combustible structures. SECTION 3. It shall be unlawful for any person, firm or corporation as owner, agent, tenant, lessee or occupant of any building of any lot, within the fire limits of the City of Anaheim, California, to permit rubbish, waste-paper, straw, rags, excelsior, or junk or any other waste or inflammable or combustible materials to accumulate upon any roof, or in any room, basement, hall, closets or light wells of any building or to permit dry weeds or grass or other rubbish to accumulate on any lot or premises nearer than 10 feet of any building or other structure within the fire district. SECTION 4. It shall be unlawful for any person, firm or corporation to maintain or conduct any store, wherein any goods, wares or merchandise composed of combustible materials are kept or offered for sale, unless there is maintained unobstructed aisles not less than four (4) feet wide from the front entrance to rear exit, together with sufficient cross aisles not less than three (3) feet wide each; so as to provide ample passageways therein, provided further that said goods, wares and merchandise shall not be piled up nearer the ceiling of said store room than three (3) feet. It shall be the duty of the chief of the fire department or his assistants to notify in writing the owner, agent, tenant, lessee or occupant of such building, lot or premises in or upon which such accumulations are found to remove same forthwith and the person or persons receiving such notice shall within 12 hours after receiving the same, comply with the requirements thereof. SECTION 5. Provided further, that no person or persons shall make or cause to be made any open fire for burning rubbish or weeds or combustible material on any streets, alleys or sidewalks within the City of Anaheim, California, provided further that no pumps or other devices for handling gasoline, petroleum, crude oils or other ture of (100) degrees out first having obtained mission from the Chile department. SECTION 12. It is for any person, firm or install, maintain, or operate, any tank truck trailer, unless same in clean, and free from faucets and elsewhere. TANK TRUCKS SECTION 13. All wagons containing tanks when used for distribut liquids, shall be of so manlike construction as jeet to the approval of Fire Department, who keep a record of such hicles which shall be with their record number connected to such tank kept locked or have when not in actual use to be so constructed that removed except when closed, and all measure shall be covered or other. Forest Lands Closed to Tourists On accounts of dangerous fire conditions within the boundaries of the Cleveland National Forest located in Orange and Riverside counties the United States Forest Service has found it necessary to prohibit the use of all government lands lined within Orange and Riverside counties; therefore, by the authority of the Regional Forest of San Francisco that part of the National Forest located in Orange and Riverside counties will be closed to all use accept under special permit from the District Ranger at Corona. This closing restriction be came effective July 1,1930. This closing order does not affect the private or government lands located in the following canyons in Orange County: Silverado Canyon to the mine camp, Trabuco Canyon to the closing signs into Trabuco and Holy Jim Canyons, and to the closing signs in San Juan Canyon. All parties owning cabins or private land within the closed area will be granted privilege of travelling over the closed area after reaching their private property. This closing order also affects the Black Star Road in Orange County and the Sky Line Drive Road in Riverside County and no travel will be permitted over these two roads during the balance of the summer accept those having a special permit and permits will not be issued, only to those accumulations are found to remove same forthwith and the person or persons receiving such notice shall within 12 hours after receiving the same, comply with the requirements thereof. SECTION 5. Provided further, that no person or persons shall make or cause to be made any open fire for burning rubbish or weeds or combustible material on any streets, alleys or sidewalks within the City of Anaheim, California, provided further that no pumps or other devices for handling gasoline, petroleum, crude oils or other oils shall be installed or used on any street or sidewalks within the City of Anaheim, California, unless specific permission shall have first been obtained from the Board of Trustees of the City of Anaheim, California. SECTION 6. Regulating the construction and use of buildings occupied as garage, clothes cleaning establishments and the storage and use of gasoline in connection therewith. Definitions and miscellaneous provisions: The following terms shall have the following meaning in this Ordinance, to wit: (a) "Chief of fire department" means chief of the fire department of the City of Anaheim, California, or any one of his assistants. (b) "Approved" means approved by the chief of the fire department. (c) "Gasoline" means any product or any hydro-carbon liquid that will flash or emit an inflammable vapor below the temperature of one hundred degrees Fahrenheit. (d) An "automobile" is any motor vehicle using gasoline or distillate for generating motive power. (e) A "public garage" is a building where motor vehicles are kept or stored where a charge is made for use or storage of automobiles. (f) A "private garage" is a building where an automobile or automobiles are kept for private use only, and not rented nor hired out to the public nor any charge made for keeping the same. (g) "Private garages" where more than two automobiles are kept or stored shall be subject to the same requirements as specified for public garages. (h) "Clothes cleaning establishments" shall mean any building or premises where more than one (1) quart of gasoline is kept to be used for cleaning or renovating any clothing or articles or wearing apparel or fabric of any kind including dye works and tailor shops. SECTION 7. For the purpose of this ordinance a tank truck is defined to be any bed, body, frame, chassis, or vehicle propelled by power upon which is mounted one or more tanks used or intended to be used for the purpose of conveying or transporting petroleum or any fluid, liquid, or solid product of accumulations are found to remove same forthwith and the person or persons receiving such notice shall within 12 hours after receiving the same, comply with the requirements thereof. Tank, springs shall be metallic ORDINANCE NO 542 FIRE PREVENTION ORDINANCE AN ORDINANCE OF THE CITY OF ANAHEIM, CALIFORNIA, PERTAINING TO THE REGULATION AND USE OF GASOLINE AND PROTECTION OF THE CITY AGAINST FIRE; PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCE IN CONFLICT THEREWITH. The Board of Trustees of the City of Anaheim Do Ordain as Follows: SECTION 1. It shall be unlawful for any person, firm, corporation, owner, lessee, or occupant to burn rubbish, waste-paper, rags, excelsior, straw, grass, weeds, or any other inflammable or combustible material within Fire District No. 1. SECTION 2. It shall be unlawful for any person, firm, corporation, owner, lessee or occupant to burn rubbish, waste-paper, rags, excelsior, straw, grass, weeds, or any other inflammable or combustible material within the corporate limits of the City of Anaheim, California, at any other time than between the hours of six o'clock A.M. and ten o'clock A.M., and then only at a distance of 15 feet from any build- premises where more than one (1) quart of gasoline is kept to be used for cleaning or renovating any clothing or articles or wearing apparel or fabric of any kind including dye works and tailor shops. SECTION 7. For the purpose of this ordinance a tank truck is defined to be any bed, body, frame, chassis, or vehicle propelled by power upon which is mounted one or more tanks used or intended to be used for the purpose of conveying or transporting petroleum or any fluid, liquid, or solid product of petroleum, or any other explosive or inflammable fluids, liquids or solids of any substance whatsoever. SECTION 8. For the purpose of this ordinance, the term "Tank Truck Trailers" is hereby defined to mean any bed, body, frame, chassis, or vehicle without power of its own, attached to and drawn or towed by some other vehicle upon which is mounted one or more tanks used or intended to be used for the purpose of conveying or transporting petroleum or any fluids, liquid or solid product of petroleum or any other explosive or inflammable fluids, liquids or solids of any substance whatsoever. SECTION 9. For the purpose of this ordinance the words "Jobber's Plants" shall mean a place where any person, firm or corporation is keeping flammable liquids in carload lots or tank truck quantities; and where such flammable liquids are stored in surface tanks and sold at wholesale or dispensed for resale. SECTION 10. For the purpose of this ordinance the term "Public Filling Station" is defined to be any lot, premises or building or any portion thereof which is used wholly or in part for the purpose of furnishing gasoline in open air to motor vehicles. TANKS, TRUCKS AND TRAILERS SECTION 11. It shall be unlawful for any person, firm or corporation to use or cause to permit to be used Los Angeles Street, between Broadway and Chartress and Center Streets between Olive and Helena Streets for the transportation of any truck, tank truck or tank truck trailer containing any explosive material or any gasoline or any product of petroleum or any hydrocarbon liquid, or solid that will emit an inflammable vapor below the tempera- ture of (100) degrees Fahrenheit without first having obtained written permission from the Chief of the Fire Department. SECTION 12. It shall be unlawful for any person, firm or corporation to install, maintain, or operate; or to cause or permit to be installed, maintained or operated, any tank truck or tank truck trailer, unless same is in good repair, clean, and free from leaks at seams, faucets and elsewhere. TANK TRUCKS SECTION 13. All tank wagons and wagons containing tank with faucets when used for distribution of flammable liquids, shall be of substantial workmanlike construction and shall be subject to the approval of the Chief of the Fire Department, who shall inspect and keep a record of such wagons or vehicles which shall be plainly marked with their record number. All faucets connected to such tank wagons shall be kept locked or have handle removed when not in actual use and such handle to be so constructed that it may not be removed except when faucet is tightly closed, and all measurers and faucets shall be covered or otherwise protected. TANK OUTLETS SECTION 14. Tank outlets shall be properly designed and substantially made, and attached to prevent breakage at this point and to permit complete drainage. COMPARTMENTS IN TANK SECTION 15. Tanks up to and including six hundred (600) gallons capacity may be of single compartment type; those in excess of this capacity shall be subdivided into compartments none of which shall exceed six hundred (600) gallons capacity. VENTS SECTION 16. Each tank compartment shall be provided with a %" vacuum, and pressure operating vent and in addition thereto a 2 inch emerger. half of the total number of such fire extinguishers shall be of carbon tetrachloride type. There shall be maintained at all times in every public garage, public filling station, automobile filling station, clothes cleaning plant or tire or battery service at least one additional such chemical fire extinguishers for every additional one thousand (1000) square feet of floor space or fraction thereof, and all extinguishers must be of a type approved by the Underwriters Laboratories Incorporated, and bear their label. SECTION 28. Fire extinguishers of all types must be kept filled with the proper fluid at all times. All extinguishers of the foam type must be properly recharged not less than once each year and date of such recharging shown on the tag attached to each extinguisher. STORAGE SECTION 29. It shall be unlawful for any person, firm or corporation to keep or store, or cause or permit to be kept or stored any gasoline in or about or for use in connection with any public garage or private garage or in any automobile filling station or public filling station or jobber's plant or in any building, lot or parcel of land within the corporate city limits of the City of Anaheim in any manner contrary to the provisions of this ordinances. SECTION 30. All gasoline excepting as provided in section (Jobber's Plants) in quantities of five (5) gallons or less shall be stored in closed metallic containers of a type approved by the "Underwriters Laboratories Incorporated" and bearing their label. Provided, however, that no such container shall be allowed inside any building which is used for the manufacture or storage of explosive substances. No more than two such containers shall be allowed in one building. SECTION 31. All gasoline excepting as provided in section (Jobber's Plants) in quantities of five (5) gallons or less shall be stored in closed metallic containers of a type approved by the "Underwriters Laboratories Incorporated" and bearing their label. proved types, either galvanized, brass or bronze and shall be put together with litharge and glycerine. Any tank used as a pressure tank for forcing gasoline into the body of the pump must not exceed fifty (50) gallons capacity, and must be of not less than ten (10) gauge U. S. Standard, provided, however, that such pressure tank shall be used in connection with automobile supply stations only, and shall not be used in connection with any public or private garage where such pressure tank be used in connection with any system of any kind where any part of such system is located inside of any building, or portion of any building. Systems under pressure must be designed for six (6) times the maximum working pressure, and installation when completed must be tested to twice the working pressure. Provided further, however, that nothing in this paragraph contained shall be deemed or construed as applying to any pump or device utilizing hydraulic pressure in lifting gasoline, the type and construction of which has been approved by the "Underwriters Laboratories Incorporated" and bearing their label. SECTION 36. All underground storage tanks shall be placed or located to the satisfaction of the Chief of the Fire Department. No such tank shall be located inside the walls or under any building. The fill pipe opening to be located near the curb line as possible, and must not be located within five (5) feet of any door or opening into any building, and must terminate in a metal box or casting and provided lock type cap. Only one fill pipe and box for each tank shall be allowed. No such storage tank shall be connected to another so that contents can flow or be pumped from one tank to the other, except the fifty (50) gallon pressure tank provided for in this ordinance; provided, however, that such pressure tank shall not be connected in any manner with more than one (1) storage tank while in operation. Every supply pipe from tank to pump should have an independent shut off valve so that no more than one (1) tank shall be pumped from at any one time. COMPARTMENTS IN TANK SECTION 15. Tanks up to and including six hundred (600) gallons capacity may be of single compartment type; those in excess of this capacity shall be subdivided into compartments none of which shall exceed six hundred (600) gallons capacity. VENTS SECTION 16. Each tank compartment shall be provided with a %" vacuum, and pressure operating vent and in addition thereto a 2 inch emergency opening normally closed by a fusible plug or equally efficient safety value. VALVES AND FAUCET CONNECTION SECTION 17. All draw off valves or faucets shall have discharge end threaded or otherwise designed so as to permit tight connection with the hose extending to fillpipe. PROTECTION AGAINST COLLISION SECTION 18. Every tank truck shall be provided with properly attached rear steel bumpers. The rear bumpers or chassis extension shall be so arranged as to adequately protect the draw off valve or faucets in case of collision. EMERGENCY AND DISCHARGE CONTROL SECTION 19. Draw off, valves or faucets shall be of self closing type. Every tank truck shall be provided with suitable means for shutting off the discharge of gasoline in case of rupture of the discharge pipe, damage to draw off valves or faucets, or similar emergency and except during delivery operations such shut offs shall be kept closed when tank contains gasoline. LOADING AND UNLOADING OPERATIONS LIQUID EXPANSION SECTION 20. In order to provide for expansion of liquid, no tank or tank compartment shall be filled in excess of 99% of its capacity. SHUT DOWN MOTOR DURING LOADING AND UNLOADING OPERATIONS SECTION 21. During loading or unloading operations, motors of tank trucks shall be shut down, excepting where special cases require the pumping of tank trucks contents to the container. Where such conditions exist the motor of the tank truck shall be stopped during the time necessary for the making of the loading or unloading connection and stopped again when such connection is broken and be it further provided that operator shall not leave valves when loading or unloading. GROUNDING SECTION 22. Tank, chassis, axels and springs shall be metallically connected. UNDERGROUND STORAGE TANKS SECTION 32. Gasoline in quantities exceeding sixty (60) gallons shall be kept stored in an underground tank outside of any building excepting as provided in Section (Jobber's Plant) and the following quantities must be stored in underground tanks whose tops are below the lowest floor or pipe of adjacent buildings: From 61 gallons up to (290) gallons if top of tank is below lowest floor or pit within (2) feet. From 296 gallons up to 550 gallons if top of tank is below lowest floor or pit within (3) feet. From 550 gallons up to 1100 gallons if top of tank is below lowest floor or pit within 5 feet. SECTION 33. All underground tanks shall be set on a firm foundation, and each tank shall be separated as follows: Not less than two (2) feet of well stamped earth or a twelve (12) inch concrete or brick wall extended to the top level of each tank. In no case must as provided in section (Jobber's Plants) in quantities of five (5) gallons or less shall be stored in closed metallic containers of a type approved by the "Underwriters Laboratories Incorporated" and bearing their label. Provided, however, that no such container shall be allowed inside any building which is used for the manufacture or storage of explosive substances. No more than two such containers shall be allowed in one building. SECTION 31. All gasoline excepting as provided in section (Jobber's Plants) in quantities in excess of five (5) gallons and not more than sixty (60) gallons shall be stored in an approved portable safety tank or buggy and each such tank or buggy shall be a type approved by the Underwriters Laboratories Incorporated and bear their label, and sold tank or buggy to be mounted on non-metallic tired wheels, equipped with a pump fitted with a hose attachment not to exceed eight (8) feet in length.. The gasoline shall be pumped into the reservoir or tank of the motor vehicle from such portable filling tank or buggy only when said vehicle is on private property, and such portable tank or buggy must be, at all times, so located that same can be readily removed in case of fire. No tank or buggy shall remain upon any sidewalk, parking, alley, court or street, for a longer period than is necessary for filling same from a tank wagon, truck or trailer used for the transportation of petroleum or its products, and each such portable tank or buggy shall have attached thereto one "Underwriters Approved" carbon tetrachloride pump type fire extinguisher. No portable tank or buggy shall be located below the first floor of any building. Not more than two such portable filling tanks or buggies will be allowed in one building. UNDERGROUND STORAGE TANKS SECTION 32. No portable tank or buggy shall be located below the first floor of any building. Not more than two such portable filling tanks or buggies will be allowed in one building. SECTION 31. Every such storage tank shall be provided with a one (1) inch diameter vent pipe. Such vent pipe shall extend up to at least twelve (12) feet above the ground level, and if attached to a building shall extend one (1) foot above the eaves or fire wall, upon the outside of the building to which it is attached, or if the walls of such buildings are of masonry construction, then the vent pipes may be embedded in the center of such outside walls when the inside wall is well plastered, and all vent pipes shall be capped at the top with a double return bend, the openings of which shall be covered with brass or copper wire mesh of at least thirty (30) mesh. In case the eaves of the firewall are raised or anything is placed near the vent, such vent must be raised above same. If fill pipe exceed two (2) inches inside diameter, the vent pipe shall not be less than one and one quarter (1¼) inch inside diameter. All piping shall be run as directly as possible, and should be pitched to the supply tank without sag, and must be carefully protected against injury through breakage, expansion or contraction, jarring or vibration. SECTION 38. It shall be unlawful for any person, firm, or corporation to fill or cause permit to be filled, in whole or part, any such storage tank with crude oil, petroleum, or their products, or byproducts or any other hydrocarbon liquid that will flash or emit an inflammable vapor below the temperature of one hundred (100) degrees Fahrenheit, except from a tank wagon, tank truck or trailler, by means of a metallic lined hose with metallic connections throughout. Provided, however, that nothing in this section contained shall be construed as applying to the filling of portable gasoline bullets or storage tanks, the capacity of which is not greater than sixty (60) gallons in the event that such gasoline buggy or storage tank is properly grounded. No fire or open light shall be allowed in the vicinity, and all openings to fill pipes are to be kept locked except when in use. SECTION 39. Where all space under sidewalk is used for basement purposes, the top of storage there under shall be trucks shall be shut down, excepting where special cases require the pumping of tank trucks contents to the container. Tank trucks shall be equipped with drag chains long enough to reach the ground at all times. SMOKING SECTION 24. It shall be unlawful for any person to smoke on any tank truck or tank truck trailer or within twenty five (25) feet of any tank truck or tank truck trailer. DISPENSING SECTION 25. It shall be unlawful for any person, firm or corporation maintaining or operating, causing or permitting to be maintained or operated to discharge any gasoline into any container excepting as provided for proper storage within this ordinance and only between the hours of sunrise and sunset. SECTION 26. It shall be unlawful for any person, firm or corporation to fill wholly or in part or cause or permit to be filled wholly or in part the supply tanks of any motor vehicle with gasoline while said vehicle is on a public street, public park or passage way used by the public, except from an approved metal container in quantities not to exceed two (2) gallons. FIRE EXTINGUISHERS SECTION 27. There shall be maintained at all times, in every public garage, public filling station, automobile filling station, clothes cleaning plant or tire or battery service station, or jobbing plant having a floor space of less than five hundred (500) square feet at least two chemical fire extinguishers of carbon tetrachloride or foam type; each extinguisher containing not less than two and one half gallons of chemical if of foam type, or not less than one quart if of the carbon tetrachloride type. All underground tanks shall be set on a firm foundation, and each tank shall be separated as follows: Not less than two (2) feet of well stamped earth or a twelve (12) inch concrete or brick wall extended to the top level of each tank. In no case must the top of each tank be less than four (4) feet below the surface of the ground and measured from the grade level of nearest street. No such storage tank or tanks, or any piping used in connection with same, shall be covered with earth or any other material until after they have been inspected and approved by the Chief Engineer of the Fire Department. SECTION 33. Not more than six (6) such underground storage tanks of any capacity shall be allowed in connection with any one public garage or public filling station, automobile filling station; not more than one (1) tank shall be allowed in connection with any private garage. SECTION 34. Not more than 24 cylinder oil storage tanks shall be installed in connection with any public garage, auto filling station or public filling station and shall be installed to the satisfaction of the Chief of the Fire Department. SECTION 35. All underground storage tanks shall be constructed either of galvanized steel, basciclound hearth steel, or wrought iron of the following minimum gauges; U. S. Standard, and each tank shall be of a type approved by the Underwriters, Incorporated, and shall bear their label stamped or marked according to the capacity of each tank as follows: 61 to 285 gallons No. 14 gauge; 285 to 1100 gallons shall be of No. 12 gauge and stamped "12 gauge." All joints of tanks shall be riveted and soldered, riveted and caulked, brazed, welded or made tight by some equally satisfactory process. All tanks shall be thoroughly coated on the outside with tar, asphaltum or other suitable rust resisting material. Tanks must be fitted with fill pipes, suction pipes of galvanized standard full weight wrought iron or steel pipe, entering the tanks through properly reinforced openings at top of storage tanks, and all connections must be standard ap- ever, that nothing in this section contained shall be construced as applying to the filling of portable gasoline bugles or storage tanks, the capacity of which is not greater than sixty (60) gallons in the event that such gasoline buggy or storage tank is properly grounded. No fire or open light shall be allowed in the vicinity, and all openings to fill pipes are to be kept locked except when in use. SECTION 39. Where all space under sidewalk is used for basement purposes, the top of storage there under shall be at least four (4) feet below the basement floor directly under the sidewalk, and must be placed close to the retaining wall of the street. A brick or concrete wall not less than twelve (12) inches in thickness shall be constructed around and between such storage tanks. Such wall shall extend from bottom of tanks up to the basement floor, and the space between the top of the tanks and basement floor shall be filled with earth and the earth covered with a concrete floor. PUMPS SECTION 40. Every underground storage tank maintained in connection with a public garage, private garage, automobile filling station, public filling station or private filling station shall be connected with an automatic closing valve pump or other device; every such pump or device shall be approved by the "Underwriters Laboratories Incorporated" and bear their label or pumps shall meet the approval of the chief Engineer of the Fire Department after the manufacturer having made written application furnishing cuts, blue prints and specifications for desired equipment to be installed and subject to inspection and final approval after inspection. SECTION 41. Filler faucets must be of anti-drip type, of bronze, brass, or other non-spark producing metal. Valves to have ground seats or the equivalent, and if of the cook type, to be provided with stops to indicate open and closed positions. SECTION 42. Filter or water separator, if used, must be of substantial construction, to be designed to contain as small a quantity of liquid as practicable and installed so as not to bring undesirable strains or connections. SECTION 43. All pumps shall be galvanized, brass be put together with line. Any tank used for forcing gasoline pump must not ex- placed and installed on private property and so located that the motor vehicle whose tank is being filled shall also be on private property. SECTION 44. Whenever any pump or device, approved type safety can, portable tank or buggy, storage tank, or any piping used in connection thereto that is now installed and in use, or may after the passage of this ordinance be installed or used, may become defective in any manner the owner or leasee shall repair or replace, or cause to be replaced or repaired the same at once to conform with the provisions of this ordinance. JOBBER'S PLANTS SECTION 45. Every jobber's plant shall be equipped with one forty (40) gallon portable foam type chemical fire extinguisher or the equivalent thereof for every four surface tanks maintained with a capacity greater than (1100) gallons each, in addition to the (2½) gallon foam type extinguishers provided for in this ordinance. SECTION 46. The filling of metal barrels and (5) gallon cans for immediate shipment shall be permitted providing an approved storage shall be provided with fire protection as set forth within this ordinance and such storage or gasoline shall be limited (1100) gallons. All other surface storage tanks for flammable liquids other than crude petroleum shall be placed at least one tank diameter from those boundaries of the parcel of land upon which the tanks are built which are also boundaries of adjacent and adjoining parcels of land which may be built upon. Surface tanks for crude petroleum shall be placed at least two tank diameters from those boundaries of the parcel of land upon which the tanks are built which are also boundaries of adjacent and adjoining parcels of land which may be built upon, but in no case less than fifty (50) feet. Each surface storage tank of (1100) gallons capacity shall not less than ten feet above ground level and shall be installed to the satisfaction of Chief of the Fire Department. All electric motors used for such purposes shall be of the non-sparking or explosion proof type. All loading or unloading of filling racks, spur tracks, or pipe lines shall be electrically bonded and grounded to permanent moisture, all tanks, tank trucks, tank cars or receptacles shall have a grounding device attached thereto before loading or unloading or filling operations are commenced. SECTION 48. It shall be unlawful for any person, firm or corporation to construct or maintain or cause or permit to be constructed or maintained any jobber's plant within zones set aside as fire districts No. 1, 2, etc., excepting that nothing in this section shall be deemed or constructed as applying to any jobber's plant open for business at the time of the passage of this ordinance and during the continual maintenance of such jobber's plant while same is in good working order; provided further, however, that all additions, alterations, repairs, shall be made in strict obeyance of the provisions of this ordinance. It shall be unlawful for any person, firm or corporation to construct or cause or permit to be constructed for the purpose of storing or dispensing of gasoline, any jobber's plants within five hundred (500) feet of any school, theatre, hotel or any public assemblage. DUTY TO ENFORCE SECTION 49. It shall be the duty of the Chief Engineer of the Fire Department to see that the provisions of this ordinance are complied with, and for that purpose, he is hereby empowered and authorized to enter any building used as a public or private garage, automobile or public filling station and all parts of any such garage or filling station during the time same may be open for business. SECTION 50. It shall be unlawful for any person, firm or corporation to Every such storage with a one (1) pipe. Each tank under (1100) gallons capacity shall be equipped with relief valve or vent to conform with requirements provided for underground storage tanks. All platforms and stairs used in connection with surface storage tanks shall be constructed of non-combustible material. Every jobber's plant shall have all surface storage tanks surrounded by a dyke. The capacity of said dyke shall depend on the kind of flammable liquid kept in the tanks enclosed therein, and the aggregate capacity of all tanks enclosed by said dykes. Dykes surrounding tanks which contain crude petroleum shall have a capacity which is 20 per cent greater than the aggregate capacity of all tanks within said dykes and shall be equipped with approved flarebacks designed to turn back a wave caused by tanks rupture of boll over wave. Sald dyke shall be located not nearer to the shell of any of the enclosed tanks than the diameter of the largest tank enclosed and in any case not less than 50 feet. Dykes surrounding tanks which do not contain crude petroleum shall have a capacity of not less than the capacity of the largest tanks within said dyke. All dykes surrounding surface storage tanks shall be of sufficient strength to withstand the pressure which would result if the enclosureers were entirely filled with liquid with a specific gravity equal to that of water. SECTION 47. All surface tanks including tops shall be constructed throughout of open hearth steel or of wrought iron of a thickness in accordance with the following requirements, no open tank shall be used; Horizontal or vertical tanks of not over 1100 gallons capacity. Capacity Minimum Thickness in Gallons of Material 351-560 No. 14 U. S. Gauge 561-1100 No. 12 U. S. Gauge DUTY TO ENFORCE SECTION 49. It shall be the duty of the Chief Engineer of the Fire Department to see that the provisions of this ordinance are compiled with, and for that purpose, he is hereby empowered and authorized to enter any building used as a public or private garage, automobile or public filling station and all parts of any such garage or filling station during the time same may be open for business. SECTION 50. It shall be unlawful for any person, firm or corporation to fail, refuse or neglect to permit the Chief Engineer of the Fire Department or his duly authorized representative or any of his deputies to enter and examine any building or enter on any premises used as a public or private garage, automobile or public filling station or any part of any such garage automobile or public filling station during the time same may be open for business, or to interfere in any manner with said Chief Engineer of the Fire Department, his duly authorized representative or any of his deputies in the performance of their duties. FINES SECTION 51. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punishable by a fine of not more than five hundred ($500) dollars or by imprisonment in the City Jail for a period of not more than six (6) months or by both such fine and imprisonment. SECTION 52. Each and every such person, firm or corporation shall be deemed guilty of a separate offense for every day during any portion of which any violation of any provision of this ordinance is committed, continued or permitted by such person, firm or corporation and shall be punishable thereafter as provided in this ordinance. CONSTITUTIONALITY SECTION 53. If any section, sentence, clause or phrase of this ordinance is for any reason held to be unconstitutional, such decision shall not affect the validity of the remaining portion of this ordinance. The City Council hereby declares that it would have passed this ordinance, and each section, sub-section, sentence, clause or phrase thereof, irrespective of the fact that any one or more other sections, sub-sections, sentences, clauses or phrases be declared unconstitutional. SECTION 54. All ordinances, or parts of ordinances, in conflict with the provisions of this ordinance, are hereby repealed. SECTION 55. The City Clerk of the City of Anaheim shall certify to the passage of this ordinance, and shall cause the same to be printed and pub- SECTION 47. Gauge Horizontal and vertical tanks over 1100 gallons capacity: Tanks of this class shall be of such material and so constructed as to have a factor of safety at least 2.5 with hydrostatic head figured with water. The tensile strength of the steel shall be taken as 55,000 pounds per square inch and the shearing strength of rivets shall be taken as 40,000 pounds per square inch. All tanks shall be electrically grounded by resting directly on moist earth or otherwise electrically grounded to permanent moisture. Tanks that do not rest upon the ground directly shall have foundations and supports of non-combustible materials except that wooden cushions may be permitted under or within ten feet of any surface storage tank. All surface storage tanks shall have a valve located near the tank in each pipe line entering same. Where two or more tanks are cross connected there shall be a valve near each tank in each cross connection. All piping used in connection with surface storage shall be of standard full weight iron or steel, with malleable iron or steel fringes. No rubber or other packing shall be used. If unions are used at least one face shall be of brass, with close fitting conical joints Litharge and glycerine or shellac shall be used on pipe joints. Piping shall be protected against mechanical injury and be rigidly supported. Pumps delivering or being supplied from surface tanks shall be provided with valves on both suction and discharge ends of pump, and in delivering to tanks a check valve shall be installed to prevent flow of liquid from tank to pump. Said pumps shall not be propelled by any internal combustion engine unless such engine is equipped with solidly piped exhaust from a point It would have passed its ordinance, and each section, sub-section, sentence, clause or phrase thereof, irrespective of the fact that any one or more other sections, sub-sections, sentences, clauses or phrases be declared unconstitutional. SECTION 54. All ordinances, or parts of ordinances, in conflict with the provisions of this ordinance, are hereby repealed. SECTION 55. The City Clerk of the City of Anaheim shall certify to the passage of this ordinance, and shall cause the same to be printed and published once in the Anaheim Gazette, a weekly newspaper printed, published and circulated in the City of Anaheim, and it shall take effect from and after its final passage, and be in full force.
