Placentia and Yorba Schools Will Merge Yorba Children-Henceforth to Attend Placentia Schools Following presentation to the board of supervisors, Tuesday, by R. P. Mitchell, of a petition for the merger of the Yorba elementary school district with the Placentia union elementary school district, the board took action leading to official approval of the annexation. The date of the hearing was set for 11 a.m., April 15, and the notice was ordered advertised legally for the required two-week period. The petition was signed by the members of the board of trustees of the Placentia district, following a conference of the two boards with Superintendent Mitchell last week. The additional amount of the Yorba district's valuation of $1,077,960 will give the Placentia district third place in valuation in the county, being exceeded only by Santa Ana and Huntington Beach. The combined total for the district will be $14,685,235. According to the terms of the agreement, each district will be held responsible for bonds issued before the merger. The bonded indebtedness of the Yorba district in July, 1929, was $18,000, maturing in 1946. This money was expended for the modern three-room building constructed in 1921. Outstanding bonds for the Placentia-Richfield district total $27,000 and are due in 1934 and 1937. Current expenses, which amount to about $6200 per year for the Yorba school, will be taken over by the union district. There now are 72 pupils attending the Yorba school, with 16 from the district already attending the Placentia school. There are at present three teachers for the eight grades. While nearly 100 per cent of the patrons signed the petition to merge with Placentia, a chance will be given for protests to be entered after the legal notice has been printed by the board of supervisors. His announcement, making the fourth entrant for the office of sheriff, follows: "Having been solicited by many people from different parts of Orange county to become a candidate for the office of sheriff, I have, after due consideration, consented." "Serving the fourth district for eight years as constable, I am familiar with the duties of an officer, and feel qualified to fulfill the duties of sheriff of this county. "I do not use liquor and am in sympathy with the rigid enforcement of all laws, and if elected sheriff—this county will have as my deputies—men paid by the tax payers of Orange county to enforce the laws—only those who do not use liquor and are in sympathy with law enforcement." "The tax payers are entitled to prompt and effective service from their servants, at all times and at the smallest cost consistent with the efficient management of the sheriff's office. The application of the most modern prison methods will, after due consideration, be applied in the handling of the prisoners and the management of the county jail." His place is gradually being taken by a new type of leader, developed in the high schools and colleges of the country offering courses in vocational agriculture. Vierling Kersey, state superintendent of public instruction, is an enthusiastic proponent of scientific instruction for prospective farmers. California is among the foremost states in this branch of education, and Kersey is determined to continue and enlarge facilities for this sort of instruction. "We have been told through the press and on the public platform that one of the chief difficulties with agriculture in recent years is an absence of trained leadership," Kersey said. "Too many leaders are men who have failed to make a success of their individual efforts in farming or its allied activities." "The farmer who through his own industry, efficiency and production and careful use of credit has been able not only to make a living but frequently to build a reasonable fortune, is seldom chosen as a leader." "It may be that he is too engrossed in his own business to give much attention to discussion of relief measures or to the organization of cooperative agencies to handle his products." Hope for the future is seen by Kersey in the young men of today who are gaining knowledge in schools of the underlying forces on which agriculture is built. "It is impossible for one to observe activities of students in vocational agriculture without a very definite feeling that from this group will come a type of agricultural leadership different from district. Morgan, chief of the division of research and statistics in the state department of education, said that much attention was paid at the convention to California's methods in this matter. An organization to study the subject was formed at the convention, to be known as the Council on School Building Problems. William John Cooper, federal commissioner of education, and former state superintendent of public instruction here, will hea dthe council. The country is to be divided into nine districts, according to Morgan, with California, Nevada, and Arizona comprising the far western group. "Under Andrew P. Hill, Jr., chief of our state bureau of schoolhouse planning, California has an enviable position in this field," declared Morgan. "Most ofthe states represented at the convention have only begun on the project, which we have furthered for many years. Intense interest was shown in our methods by those present and the council was the outcome of this inquiry. "Purpose of the council is to bring together information which will result in improvement in buildings of rural school districts. Taxpayers money throughout the United States is undoubtedly being thrown away in many cases through inefficient planning. "California has the situation well in hand and our plans will be drawn upon extensively by the council. School architects are to be called in for conference and explanation of these plans." The first meeting of the far western group will be called soon in Los Angeles, Morgan said. Read, recently appointed by the California Newspaper Publishers' Association as head of its new bureau of service and exploitation, has been named acting manager of the association's San Francisco office, succeeding Walter A. Yarwood, resigned. Announcement to this effect was made here by John B. Long, general manager of the association, who was in Sacramento on business connected with the state. Long also announced expansion of the San Francisco office into larger quarters, at 358 Holbrook building, 58 Sutter street.
