Meat Inspection Benefits Consumer
State Board of Agriculture has New Law In Preparation
All meat consumed in California will be state inspected, if a plan proposed by George H. Hecke, state director of agriculture, is made into law.
Meat inspection in the state is now in an unsatisfactory condition from the official viewpoint, according to Hecke, with three different systems in use.
The new idea would cost the state approximately $200,000 a year, he estimated, but would be of benefit to both producer and consumer.
Briefly, Hecke's plan would have the state pay half the cost of a uniform, regulated inspection, extending throughout the state. Every city, town and rural slaughter house would be under state control in its operations. Meat from anyone of these plants could be sent to any other part of the state, under authority of the state service.
Speaking of present conditions, Hecke said:
"We now have three different systems of meat inspection. Federal inspection exists in seven plants and is compulsory where meat is to be shipped to other states. State inspection is carried on in 127 plants, self supported by fees for service, and these plants may ship products to any other part of the state. City and county inspection is maintained by several cities and counties, from which the product cannot be generally shipped about the state."
"Many slaughter houses, mostly small, primitively constructed and with little equipment, operate in rural districts without inspection except for occasional visits when complaint is made to the department of agriculture. These houses are frequently conducted in an unsanitary manner."
Hecke believes a general public demand is calling for state meat inspection. A large portion of the state outside of large cities wants the state to certify to healthfulness of all meat products not federally inspected, he said.
The subject was thrashed out at the last legislature with no tangible result. Hecke commented on this lack of action as follows:
"Sharp difference of opinion as to inspection systems, alred in the last legislature, is due principally to the fact that many interior cities and counties, having no meat inspection systems of their own, have ordinances permitting only sale of meats and meat products bearing state or federal stamps. As a result, slaughterers operating under inspection systems of large cities are not permitted to transport and sell their products in many other cities and counties of the state."

Money Expended For Education
One Third of State Appropriations For Schools and Child Welfare
California has a heavy financial interest in its children—proven by the fact that approximately $40,000,000, or one-third of the state's annual expenditure—is spent on education, child welfare and care.
Adults groan at the heavy burden of taxation placed on them, but forget that for at least the first 20 years of life the government is paying $40 for each family in the state, that children may have all advantages of modern civilization.
State Controller Ray L. Riley has prepared a compilation of various channels into which the state pours these millions each year.
Education is the most expensive item on the list, according to him. The state's contribution to elementary schools is fixed by law at $30 per unit of average daily attendance. Last year it amounted to $18,879,389.
High school costs come next, with their support also fixed by law at $30 per unit of average daily attendance. A total of $5,988,217 was spent there during the past year.
Is the junior college, costing the state $465,100, all this money being derived from mineral lease revenue.
Then comes the University of California, on which was expended $6,750,-248 last year. Another $2,037,219 represented cost of various state teachers colleges. California Polytechnic school required $228,093 and the School for Deaf and Blind children $295,435.
Children handicapped in some way are provided by the state with special training, that they may face life on a more equal basis with their fellows.
Funds up to $100 each are given physically handicapped children and this cost the state $98,574 last year, with a further expenditure of $12,038 to enforce educating of these children. Those with defective speech were given supplementary education, costing $8,834.
Completing the picture-of-education costs are the following items: Overhead of the state department of education, $167,949; cost of vocational education and rehabilitation, $274,222; and state contribution to teachers' pensions, $548,385.
Orphan aid cost the state $1,308,379 last year. Two homes for care of feeble-minded children cost $903,430. Support of three homes for delinquent children required $1,169,350. The state departments of social welfare and public health spent $86,807 in administration of various work done by them for children.

School Buildings Cost Half Billion
Educational Structures Most Beautiful in the World
California has the most beautiful school buildings in the world!
This is one of the first comments of well-informed educators from the east, who for the first time motor down the paved highways of the state, viewing the modern, attractive architecture of the schools and their well-landscaped grounds.
The day of old-time, rough-board shack for educating children is past. Common sense is now governing school-house planning, according to Vierling Kersey, superintendent of public instruction.
California has nearly a half billion dollars invested in its school structures alone, according to latest estimates. Orange county which ranks 5th among the 58 counties of the state, alone has invested a total of $10,081,940 on its school houses.
Much of the credit for the attractive and efficient schools now being erected goes to Will C. Wood, former superintendent of public instruction, who originated the idea of a state division of schoolhouse planning, which now supervises construction of all new schools.
Wood's request to the legislature in 1927 said: "The planning of school buildings is a highly specialized and technical business. The inexperienced school architect sometimes wastes as much as a quarter of the cubic contents of a building in such extravagances as hallways and stairways of unnecessary dimensions."
The legislature complied with the request, and Andrew P. Hill, a competent school building architect, was placed in charge.
"Last year we checked about $5,530,-689 worth of school building construction," says Hill. "These were located in 36 counties. The plans actually passed on for final construction total 168. The saving made to the taxpayers of California is not measurable in dollars and cents."
Los Angeles, with school buildings aggregating $69,885,284 in value, led the counties of the state, with San Francisco and Alameda second and third.
Next highest counties in point of school building value are: Fresno, $10,-503,875; Orange, $10,081,940; Kern, $8,096,000; Santa Clara, $8,021,504; San Diego, $7,861,811; and San Bernardino, $7,667,123.
According to the Times, the New York weather broke seven records in 1929. Well the New York stock market did worse than that.
