More Candidates For Governor
Either Richardson on Fitts Will Come Out Against Young
Fitts or Richardson- Which; if either, is to be the second opposition candidate to Governor Young at the Republican primaries next August?
Nobody's willing to hazard a guess just now, because he'd probably be wrong. But it's no secret that the recent power斗争 between the former governor and the Los Angeles district attorney over the coffee cups at San Francisco has fired the imaginations of political observers.
"I'll have a definite announcement within a few days," said Fitts to newspaper inquirers.
"Friend William Richardson will be a candidate for governor," predicted Harry Lutgens, publisher of the San Rafael Independent and former private secretary to Richardson, in a statement to United Press.
"It Controller Ray L. Fitty continues as a candidate Richardson's success will be all the more assured. Fitty is tarred with the same Hiram Johnson brush as the incumbent, and has sat allently by as a member of the governor's tax commission while state expenditures have pyramided. The Johnson machine leaders are split and this will all work to the benefit of Richardson."
Meanwhile Governor Young just smiles when asked to comment on the doings of this "opposition," and replies that he's too busy keeping his nose to the executive grindstone.
What would happen, particularly to the Young candidacy, if Mayor James Rolph of San Francisco should decide to enter the gubernatorial brawl is difficult to say. Some observers persist in saying that Governor Young might do a Calvin Coolidge and not choose to run. Others think Rolph's entry would strengthen Riley's chances. But "Smiling Jim" is not to be counted out of the picture, according to his close friends.
Former State Senator Harry Chamberlin of Los Angeles is just about ready officially to announce his candidacy for the post of lieutenant-governor. This gives rise to the question: What will this do to the candidacy of Lieutenant-Governor H. L. Carnahan? When he was appointed by Governor Young, Carnahan is understood to have agreed to succeed himself. But at the same time there was an understanding that the administration would not stand in the way of the retiring lieutenant-governor, Buron Fitts, if he should seek to regain the office after two years as district attorney at Los Angeles.
Now that it is generally understood that Fitts is considering the race for governor, the "deal" is presumably off. Meanwhile, Carnahan's reticence in committing himself has left the field wide open.
Walnut Department Closes Busy Year
The annual report of the Walnut Growers Department of the Orange County Farm Bureau shows an active year just closed, according to J. A. Smiley, chairman, in addressing the Farm Bureau directors recently. Besides cooperating with the Agricultural Extension Service in field demonstrations on irrigation practice, pest control and pruning, several major projects were carried on including two Walnut Growers Schools at Anaheim and Tustin, a Walnut Growers Field Day, and the economic studies on the cost of producing walnuts under Orange county conditions. Two walnut blight control plots were established at the Irvine and Mahury ranches to test the effect of bordeaux spray, 8-4-50 formula, on the disease.
As a result of numerous meetings and tours in the past few years, about 65% of the walnut crop in Orange county is now cured in dehydrators. The balance is still sun dried in open trays.

The Coiling Moth campaign carried on in cooperation with the Horticultural Commissioner's office has resulted in efficient control where spraying recommendations were practiced. Reports from the various packing houses in Orange County indicate that the average infestation will approximate less than one per cent as compared with 12 per cent last year. Door cracks from untreated orchards this year in infected areas show as high as 30 to 35 per cent infestation.
The next Southern California Walnut Growers Institute will be held in Ventura County on February 15, 1930, according to decision of the Inter-County Walnut Growers Department, that met recently at the California Walnut Growers Association.
The new officers for the Inter-County Walnut Department are: Frank Tetley of Riverside, chairman; and Lee Braucher, California Growers Association, secretary.
A program committee for the Ventura Institute was named as follows: M. Collier, Ventura; Vincent Blanchard, Ventura; and Harold E. Wahiberg, Santa Ana.
Smiley reported that the department has asked the Experiment Station to conduct a cost study on better walnut harvesting methods. A tour of walnut growers will soon be scheduled to visit the fertilizer plots established by the Experiment Station.

Forest Service Has Come of Age
California District Established Twenty-One Years Ago
The California District of the U.S. Forest Service has come of age, according to report of District Forester S. B. Show. Twenty-one years ago, in December, 1928, the San Francisco headquarters of the national forests of the state had its beginning on the twelfth floor of the First National Bank Building at the corner of Post and Monkton streets. Theodore Roosevelt, a staunch supporter of the forest conservation movement, was then president, and Glifford Pinchot, a member of the famous president's "Tennis Cabinet," was chief forester at Washington. It was Pinchot who issued the order establishing the California District headquarters.
The first land to be set aside in California for forest conservation purposes was the San Gabriel Timberland Reserve in southern California, created by presidential proclamation in 1892. This reserve covered 555,000 acres and was the nucleus of the California national forest system which has been expanded to 18 Federal forests covering one-fifth of the land area of the state.
The early day "forest reserves," as the national forests were then called, were first administered by the Department of the Interior, but were not placed under any form of supervision until 1897. In 1905, the "reserves" were transferred from the Department of the Interior to the Department of Agriculture and placed under the immediate administration of the Bureau of Forestry. In order to deal on the ground with local forest problems, inspection districts were organized in the West by the Bureau in 1907. These were later changed to administrative units known as national forest districts, one of which was the California District, including the Federal forests in California and in a small portion of any year during the state's activities in forestry.

Early Detection Aids In Cure
Post-mortem examination are often regarded as the final word in determining the presence of diseases in animals although such examinations are valuable the tuberculin test used in the eradication of bovine tuberculosis is actually more reliable than the customary post-mortem for determining the presence of tuberculosis according to Dr. John R. Mohler, chief of the Bureau of Animal Industry, United States Department of Agriculture.
"The tuberculin test indicates the presence of the disease but does not show the progress which the infection has made within the body." Doctor Mohler states. "Hence in the early stages of the disease it is entirely possible for an animal which is actually infected with tuberculosis to slow no visible signs on either ante-mortem or post-mortem examination."

The results obtained thus far in systematic tuberculin testing show the effectiveness of this means for eliminating infected animals. During the last 12 years more than 1,500,000 tuberculous cattle have been removed from herds in the United States and more than 2,000,000 herds have been freed of the disease.
SCARLET FEVER
Scarlet fever is again rampant through California, according to a report by state director of public health, Dr. Walter M. Dickle.
More than twice as many cases were reported during the first ten months of 1929 as were noted for the entire year of 1928. A total of 12,816 cases have occurred in the state this year to November 16.
Fortunately the disease is of a mild type, as a relatively low number of deaths have accompanied the increase.
Severe damage may result in later years through complications caused by scarlet fever, Dr. Dickle said.
