State Expenses Growing Higher
Huge Increase In Budget During Present Year
Cost of California's state government reached a new high record mark of $108,644,173.55 for the last fiscal year, according to a statement by Controller Riley.
An increase of more than $18,000,000 in state expenses this year over last is noted by Riley in his annual report.
"For the last five years," said Riley's statement, "This office has annually published cost of government tabulations for the information of the general public and governmental officers.
"It is a challenging fact that during this period—since the first analysis was made for the fiscal year calling June 30, 1924—the annual cost of government in California has increased $44,850,822."
"This is a gain of 70 per cent in five years, an amazing rate of decrease when set down in comparison with the increase in property valuations during the same period, or when computed against population gains."
"For the year just ended, the increase is more than 20 per cent over the preceding year. That also commands attention; for it is the present that gives us most vital concern."
"The question all California citizens must face, dispassionately, without regard to particular problems, is simply this: Can we enable progress and the individual tax payer carry the lead?
"As controller it is my duty to lay the facts before the public. As a candidate for governor, I shall reserve the right of future comment on these tabulations."
Governmental cost by functions is given by Riley as follows: Legislative, $358,825.55—legislature, legislative council bureau. Judicial, $984,532.19—Supreme Appellate and superior courts. Executive, $48,294.90—governor and lieutenant governor. Administrative, $2,825,570.13—department finance, motor vehicle division, division libraries, secretary state, controller, treasurer, attorney general, surveyor general, board equalization, franchise tax commission Regulative, $3,248,107.44—railroad commission, superintendent banks, board of health, corporation commissioner, department industrial relations, various professional boards, etc.
Defensive, $262,689.36—national guard. Constructive, $25,319,205.31—Division of Hainawa. Educational, $35,297,-652.91—Department of education. University of California, teachers colleges, teachers pensions, textbooks. Developmental, $2,387,051.55—Department Agriculture, state fair, etc. Protective, $1,655,332.35—Department Natural Resources, flood control. Benevolent, $1,655,081.67—Department of Welfare veterans homes, etc. Curative, $5,250,-600.2—Department Institutions, state hospitals. Corrective, $1,139,841.98—Preston. Ventura. Extravagant Settings Used in "Dynamite"
Once called by critics the "bizarre Catch B. De Mille," it appears that the producer director is about to reclaim Ursula in "Dynamite" which coincides Monday to the Fox Theatre with his first talking picture.
It is his first picture in four years to present girls, gowns and gayety of the frivolous sort, although his early reputation was made with this type of material.
"Dynamite" is said to have fooled for the eye in two particular sequences, one at a country club, the other in the home of Cynthia, the female lead. The county club sequence finds Kay Johnson and Julia Faye racing in the sensational new "aero-wheels" to determine whether Miss Johnson shall pay $100,000 of $200,000 for Miss Faye's husband, Conrad Nagel!
To provide the dramatic levening for this highly modern situation, Do Mille shows Charles Dickford being condemned to death and later a marriage of Dickford to Miss Johnson on the eve of his execution. How Dickford escapes death and what happens afterward, at a nearby theatre, hangs long in the legis'ature. It is the contention of the fish and gamble officials that the sardines do not run outside the limit where this ship proposes to take fish and that in order to secure fish, those fishing from the ship poach on the state lishing grounds.
The first gun against Boating reduction plans was fired at the action taken against the "Peralta" in October of 1926. This was a concrete ship without motive powers which was towed into Monterey Bay and anchored as a reduction plant. The Fish and Game Commission succeeded in stopping the operation of this plant through legal processes and had a court skirmish with the owners of the "Lake Mirallores" shortly thereafter. Following this action the "Lake Mirallores" departed for northern waters and had not been the source of alarm until its recent reappearance off the southern coast.
According to the statisticians the shortness of the ladies skirts during the past few years have caused quite a run in silk hose.
Vigilant Efforts to Preserve Fish
The floating reduction plant has again raised its head to add to the patrol duties and increase the vigilance of the Division of Fish and Game, which is a state agency that inspects that food fish shall not be used for the manufacture of fertilizer, fish oil, fish meal and other products not used for human consumption.
This fact was brought to attention of the authorities with the second appearance of the tracer "Lake Mirafores" belonging to Stanley Miller, in southern waters off San Pedro and the apparent intention of the operators to take fish out side the three mile limit for reduction purposes.
Immediately upon learning of the proposed operation of the "Lake Mirafores" patrol boats of the Fish and Game Division set out to sea and are carefully watching the ship which, according to reliable reports, was equipped with fish reduction and canning equipment at San Francisco. It is also reported that several tons of sardines have been handled in the plant aboard the ship.
Information reaching the Division offices is to the effect that the ship is still under charter for the transportation of petroleum from San Pedro to bay points, and the last report was that the ship was headed for Martinez with a load of oil taken on at San Pedro.
Officials of the Division insist that the operation of the "Lake Mirafores" as a reduction plant on the high seas is a determined effort on the part of those who seek to use fish only for reduction purposes to defeat the purpose of the law passed at the last session of the
