Big Extension Year Just Closed County Agricultural Service Has Busiest Season In closing its twelfth year of rural activities in Orange County, the Agricultural Extension Service has completed its busiest and most successful twelve month period, according to the annual report just issued by Farm Advisor Harold E. Wahlberg. During the 1929 period, a total of 368 meetings were held or participated in by the Extension staff, represented by Wahlborg, W. M. Cory and Eric E. Eastman. 25,912 persons attended these meetings, of which 98 were field demonstrations, 19 auto tours, 5 Extension schools, 50 farm center meetings, and 71 committee and department meetings. 1,650 farm visits were made during the year in response to requests, 3,853 persons called at the Farm Advisor's office for agricultural information; and 2,094 letters were written in answer to specific farm inquiries. It was reported that 163 business men had subscribed for sidewalk Christmas trees and that 15 more were expected to follow suit. These trees will be much larger than those used last year, and each will support a dozen more lights. The boxes are being put in place today, the trees will be planted and decorated, and everything will be in readiness for the first illumination Saturday night. At the usual hour of lighting the streets on Saturday night Mayor L. E. Miller will turn on the current, and the streets will, in an instant, become brilliantly illuminated by thousands of many colored lights. Every night until Christmas these lights will burn. Beginning on Thursday, Dec. 19, all the stores of Anaheim will remain open until 9 o'clock for the convenience of shoppers. Santa Claus will also make his appearance on the street. He will remain on the job until the stores close. The merchants also arranged to give the children a free Christmas theater party the afternoon of December 21 at which time the Fox theatre will present a picture especially fitting to the season and made for children. Santa Claus has been contracted with to be present at the theater door to greet the little guests o f the merchants. Business optimism ruled the meeting Thursday night. "There has been talk of the supposed injury the stock market relapse has done to business, but I tell you it is all talk," declared George W. Reid, secretary of the organization. "Statistics show that less than three and one-half per cent of the people of the country were effected by the drop in stock prices. And no one need fear that three and one-half per cent is sufficient to injure business." "All signs point to a bigger retail and business year in 1930. Hoover's policy of stimulating business has brought millions of dollars into circulation. Right here in Orange county more than $14,000,000 will be spent in construction next year. It is up to the merchant to get busy and do his part." Speakers at the meeting pointed out that other communities have followed the lead taken by Anaheim last year, and have planned elaborate street decorations. The merchants indicated a willingness to make their city as attractive as any in the district. Oil Company Asks Refund of Tax Oil Company Asks Refund of Tax Suit was filed against Orange county Monday afternoon by the Associated Oil company asking judgment through the superior court to enforce payment of a refund for a tax payment and which is claimed was based on a statement of real and personal property presented to the county assessor in which officials inadvertently made an error in the number of barrels of oil produced during a year on a certain piece of property in the county. A claim for the refund amounting to $7823.57, the amount for which judgment is asked in the suit, was presented to the county supervisors last August, who refused to allow the claim on the grounds that they had no authority to do so without a court order. The complaint recites that the statement of real and personal property submitted to the assessor in April, 1928, by the oil company, showed that in the year ending March 1,1928, 486,096 barrels of oil had been produced from a certain piece of property owned in this county, but that this figure was in error and that the actual production was 126,132 barrels. It further claims that the assessed valuation on this basis should be $66,220 and not $255,-200 as assessed on the figure given in error. Taxes amounting to $10,986.50 were paid the assessor on June 20, 1928 based on the incorrect statement of production, and they ask a refund to set the tax at the right figure for the actual production. In an effort to check this county's contribution to stability, employment and prosperity, as urged in President Hoover's nationwide program, the publicity department of the Orange County Builders Exchange has completed a survey which reveals this phenomenal total. It is gleaned from a check of contracts awarded, architects' reports, bond issues voted, projects announced and construction planned in annual budgets. This total figure is aside from all the usual maintenance work to be performed from county funds and by the various municipalities. In arriving at the $14,000,000 total the Exchange survey placed the volume of building in the county through normal development at 54,000,000. The chief basis for this figure was a study of the building permits for the years of 1928 and 1929 in the principal towns in the county. General building of houses, apartments, business and industrial buildings, repairs and alternations have only to maintain their average of the last two years to attain this total. The survey figure also contains the $4,000,000 projected Pittsburgh Plate Glass Co. plant for Santa Ana, regarding which no definite date for construction has been set. Should delay prevail in this project the effect on the total building may not be as great as indicated, for there are many projects not included in the survey because of lack of definiteness, a great many of which are strong probabilities. Among these are Orange county's share of more than $2,000,000 allotted b ythe federal government for roads in 1930 in California. This is a part of the government's $73,000,000 project announced recently at Washington. Other major possibilities are the widening of Seventeenth street, the East Fourth street undercrossing; plant construction for the Vitalite Corporation; the extension of West Fourth street to Fifth street as a western portal to Santa Ana; Orange county's water conservation program; the paving and widening of North Flower street; and the establishment of a college of the Church of the Nazerene in Santa Ana. Among the leading spenders will be the public utilities group. The Southern California Edison Company will have a budget of $1,000,000; the Southern Counties Gas Company, $250,000; the Pacific Telephone and Telegraph Company, $320,000 according to official estimates by the respective managers. More than a half million will go into two highway jobs, the Santa Ana Boulevard, $350,000, and the widening of the Coast Highway Sunset Beach hospital, suffering from a possible fracture of the skull and very near death. Eight Churches Join In Services Community Thanksgiving Service Held at Presbyterian Church Community Thanksgiving service was held Thanksgiving day with eight churches participating.. The service was held at the Presbyterian church with Rev. Thomas H. Walker, pastor of that church, presiding. Dr. Ralph W. Lee, pastor of the White Temple Methodist church made the principal address, the other pastors taking part in the program. The church was packed to its utmost capacity by members of the various congregations, and many who arrived late were unable to gain admission. Invocation was asked by the Rev. Edward Burgi, pastor of the Salem Evangelical church. Scriptural reading was given b ythe Rev. C. C. Root, Christian minister, and President Hoover's Thanksgiving proclamation was read by the Rev. L. T. Barkman of the Calvary Baptist church. Other parts of the program were a vocal solo by Miss Alice Ashley; Thanksgiving prayer by the Rev. E. A. Moody, People's church; closing prayer by the Rev. O. R. Schroeder, Bethel Baptist church; and benediction by the Rev. B. C. Voll, Broadway Methodist church. Dr. Lee Spoke on world affairs, and told why Americans should be thankful this year. Besides being thankful for our personal privileges, he said, we should give thanks because America is the leader in promoting world harmony and understanding. Schools Smaller Districts to Receive Adequate Appropriations In Future Orange county rural elementary schools are vitally affected by an announcement that a campaign to increase state support for rural schools has been started. The one room schoolhouse situated along the country roadside is "starving" at the expense of "palaces" which house high schools of California, according to A. W. Ray, Mill Valley superintendent of schools. Ray is sponsoring the "Marin County Plan" which intends bringing these small schools back into their own, through increased state financial aid. A statewide campaign for an initiative measure to double state funds given rural schools through the "Marin berry Lake and Lake Alpine; Walker Pass—Sonora Pass and Pickle Meadow; Merced River—Snow Flat and Merced Lake; Mono Lake—Tioga Pass, Rhine-dollar Lake and Saddlebags Lake; San Joaquin River—Darwin Creek; Mammoth Pass and Florence Lake; Owens River—Mammoth Rock, Bishop, Big Pine and Cottonwood creeks; Kings River—North, Middle and South Forks of Kings River watershed; Kawaeh River—Mineral King and Giant Forest; Kern River—Whitney meadows, Monache, Round and Cannel Meadows. Plan" is gaining impetus. But coincident with his announcement came rumors from Los Angeles that the California Taxpayers' Association there may attempt to get its "county unit plan" on the ballot in 1930 by initiative. These two plans are diametrically opposed. The "Marin Plan" calls for spending considerably more state money than is now used and the "county unit plan" would cut down on expenses. Some highlights of the "Marin Plan" are: 1. State to increase appropriation from $50 per pupil to $60 a pupil with county's quota reduced from $30 to $20 a pupil. 2. All state money for teachers' salaries, county money for upkeep. 3. Effect increased interest in rural elementary schools, instead of favoring high schools and city schools. The "county unit plan" calls for: 1. Centralizing school districts by combining some 1,200 individual administrative units into about 250 governing units. 2. Eliminating the smaller schools by providing transportation for students in outlying districts to a central school. Should the propositions appear on the ballot in 1930 it will give an opportunity for the people to decide just what sort of rural schools are desired in California. The poverty of the smaller school has often been stressed by educational leaders, but no definite plan for improving conditions has ever been attempted. Some of Anaheim's leading melody makers both vocal and instrumental, were on the program, and Z. B. West, district attorney of Orange county, made an eloquent address. The death of lodge brothers, he said, should not be received with sadness but with a renewed resolve to carry on the ideals to which all Elks have subscribed. "Let us put into practice, right here in Orange county," the real charity of which we talk. Let us live so that when the time comes to enlist our names on the tablets of love and memory, a radiance may reach out inspiring others to follow in our footsteps," he said. Designed as a memorial and tribute to brother Elks, who have passed on, and as an inspiration to the living to perpetuate the order's highest ideals, the impressive ceremony opened with a selection by the Elks orchestra and a vocal solo "Minor and Major" by Miss Freda Lumsdon, Mrs. Kate E. McCullah furnishing the piano accompaniment. The officers of the lodge then conducted their ritualistic service followed by a reading "Thanksgiving Night," by Mason Henry; a whistling selection, "Nightingale and the Rose," by Miss Dorothy Winters, accompanied by Miss Florence Winters, and a solo, "Song of the Soul," by Mrs. Walter Ross, accompanied by Margaret Olds. Altar exercises by the lodge officers opened the final section of the program which featured a piano solo, "Lotus Land," by Miss Hazel Filer; District Attorney West's address; a vocal number, "Arla," by Mrs. J. J. Farley, Miss Anita Shepardson accompanying and piano numbers, "By the Sea," and "From a Wandering Iceberg," by Miss Juanita Bromfield. Singing of "Auuld Lang Syne," by the assemblage, and benediction by the lodge chaplain, brought the ceremonies to an impressive close. Anaheim May Have Federal Building Four Orange county cities will have post office buildings at some time in the Names on the Junior College Protests will be Counted at High School Although the persons circulating petitions throughout the Anaheim high school district, protesting against annexation to the Fullerton Junior College district report little opposition, it is not yet known how many names have been secured. All the petitions, however, will be brought in and submitted to Principal J. A. Clayes on Saturday. The names will be checked at his office, and if there are not sufficient, the petitions will again be circulated. Twenty per cent of the voters in the district, or about 1500 names, are required. If it is found checking them that the required number of names have been secured the petitions will be submitted to the county clerk who will verify them and if a sufficient number of legal voters have signed, he will certify to the correctness of the petitions and present them to the board of supervisors. The board has set December 17 as the date for the hearing, and after accepting the petition as legal will call an election in the district and fix the date thereof, giving every voter an opportunity to favor or reject the proposition. Similar petitions are now being circulated in the Brea-Olinda high school district. Sentiment there is not as one-sided as it is here, but it is believed that the required number of names will be secured to insure an election. Mrs. Terry Returns From Trip to Mexico Mrs. Nellie E. Terry returned on Thursday last from a trip to Mexico taken in company with the Los Angeles Chamber of Commerce Good Will Tour. There were one hundred and fifty-seven in the party, eleven being from Orange county. Mr. and Mrs. James Tuffee of Placentia and Supervisor and Mrs. Jeffrey of Orange were among those from this county. The trip consumed eighteen days and was thoroughly delightful. The party was elaborately entertained at Mexico City where they met our Ambassador, Dwight W. Morrow. Stops were made at Mazatlan, Guaymas, Tepic, Cuernavaca and many other delighted places. Anaheim May Have Federal Building Four Orange county cities will have post office buildings at some time in the immediate future, if congress gives favorable consideration to a bill introduced Tuesday authorizing an appropriation of $215,000,000 for federal buildings in cities throughout the country. The cities that would benefit under the program are Anaheim, Huntington Beach, Fullerton and Orange. The sum is in addition to $248,000,000 already authorized for such buildings. Provision for the postoffice building in Santa Ana is made in the latter appropriation. The bill introduced Tuesday authorizes the expenditure of $115,000,000 in the District of Columbia, and distribution of the balance to other communities. It is estimated the $1,000,000 will be sufficient to provide post office buildings for all cities having postal receipts of $20,000 or more annually. POSTAL RECEIPTS Pastmaster Whitaker reports an increase in postal receipts for the quarter ending Saturday of $360 over the same period last year. November receipts were $3850.29, a slight decrease from the same month last year. A warning against the practice of placing holiday stickers on the face of packages was issued by Whitaker. Stickers should be placed on the back of parcels, according to instructions issued all postal officers in the nation. Foreign mail will be returned to the sender if stickers are placed on the face. "Never address a package on two sides," Whitaker further instructed. "It confuses clerks in every office the parcel must pass through." Early mailing of parcels was also asked of Anaheim residents by the postmaster.
