Water District Names Engineers Three Eminent Men Appointed To Act as Board of Review The Board of Directors of the Metropolitan Water District has announced the appointment of three engineers who are to serve as a Board of Review and whose duty it shall be to select the route to be followed by the Colorado River aqueduct. The engineers who have been selected and who have accepted the appointments tendered them are: A. J. Wiley, consulting engineer of Boise; Idaho; Richard R. Lyman, consulting engineer of Salt Lake City; Thaddeus Merriman, chief engineer of the board of water supply of New York City. Appointment of these three internationally known engineers as members of a Board of Review was made by the Board of Directors on the recommendation of its committee on consulting engineers, headed by Professor Franklin Thomas of the California Institute of Technology. Authority has been granted the Board of Review to retain such expert advisors as may be deemed necessary properly to pass upon the highly specialized aspects of the problems involved in the selection of the Colorado River aqueduct. Selection of the three members of the Board of Review was made by the directors of the district only after the most exhaustive study of the qualifications of recognized engineering authorities. In the course of this investigation the American Society of Civil Engineers was consulted. The engineering Board of Review for the Metropolitan Water District will have the grave responsibility of selecting the most practicable and economical route for the Colorado River Aqueduct. BOARD OF SUPERVISORS The board met in regular session. Present, Supervisors Willard Smith, chairman, C. H. Chapman, John C. Mitchell, Wm. Schumacher, George Jeffrey and the clerk. Demands on the County of Orange were allowed as read. Bids were opened for the $4,000 issue of 5% bonds of the Diamond School district, and said bonds were sold to the First National Bank of Santa Ana for par and accrued interest. Petition of W. Townsend, et al., to vacate and abandon a portion of that certain public alley located in the Fourth Road district, was presented and set for hearing September 17, 1923, at 10 a.m. Notice to be given by publication in the Orange Daily News. Spraying and fumigating licenses were ordered issued on recommendation of the horticultural commissioner. Bond on Map Tract No. 602 was authorized approved and Map Tract No. 602 was accepted as Official Plotting. Walker street and De Long street were accepted as shown. Lots A, B, C and D are not accepted as public highways. An order was made for change of street lights in the Laguna Beach Lighting district. A resolution was passed endorsing the purchase of a tract of land in the vicinity of Victorville, San Bernardino county, for a proposed Prison Farm for first offenders. The insurance of J. C. Lamb, tax collector, was ordered reduced from $75,000 and $100,000 to $7,500 and $10,-000. The purchasing agent was directed to purchase a Ford Commercial and a Heavy Road Disc for the road dept. The petition for the formation of a sanitary district at Capistrano Beach, was ordered referred to the district attorney. The chairman and clerk were authorized to sign the Esamew with the Pacific Electric Railway Co. to widen Main street, Yorba Linda, between Front street and Puente avenue, and same was ordered placed on record. In the course of this investigation the American Society of Civil Engineers was consulted. The engineering Board of Review for the Metropolitan Water District will have the grave responsibility of selecting the most practicable and economical route for the Colorado River Aqueduct. It will be supplied with all of the engineering data that has been collected in the course of the six-year survey program carried forward by Los Angeles and district engineers. They will be required to pass upon the merits of every possible aqueduct route including gravity routes and those routes which require pumping lifts. Selection of the three engineers on the Board of Review was made in accordance with certain principles adopted by the board as a basis upon which to proceed. 1. It was decided that the Board of Review should consist of three engineers, the smaller number being favored in order to give what is believed to be a better working group. 2. It was decided that of the three members of the board, two should be from the West, with special knowledge of western water problems, and the third member should be from the East and be a man recognized as pre-eminent in the field of water works engineering. 3. It was decided that the states of California, Arizona and Nevada should be excluded in considering candidates for membership on the board appointed to select the route. It was felt that any engineer residing in these state might be regarded as a prejudiced authority. The outstanding qualifications of local engineers are recognized and it is expected that their services will be utilized at later stages of the project. 4. In studying the qualifications of nine fifty candidates considered for appointment on the board, the following qualifications were taken into account: (a) professional standing; (b) technical ability; (c) experience with western conditions; (d) knowledge of similar problems; (e) age; (f) ability to work with others; (g) industry and thoroughness; (h) soundness of judgment; (i) probability of unbiased analysis of facts; (j) rating as a specialist; (k) originality; (l) availability for continuous study. The following is a brief outline of the engineering experience of the three named on the Board of Review: A. J. Wiley: Mr. Wiley is a resident Boise, Idaho. He has been actively engaged in engineering and construction work since 1883. He is a member of the Boulder Dam commission of consulting engineers appointed by Secretary of the Interior Wilbur to supervise the construction of Boulder Dam. Since 1902 he has been a consulting engineer on major projects with collector, was ordered reduced from $75,000 and $100,000 to $7,500 and $10,000. The purchasing agent was directed to purchase a Ford Commercial and a Heavy Road Disc for the road dept. The petition for the formation of a sanitary district at Capistrano Beach, was ordered referred to the district attorney. The board adjourned to September 3, 1929, at 10 a.m. The crow is best known by its depressions on corn and other crops, on poultry, and on wild birds, but it is unfair to condemn it entirely since it makes warfare on insect pests, according to the Biological Survey of the U.S. Department of Agriculture. Insects supply about one-fifth of the crow's menu, which includes some of the worst pests with which the farmer has to contend, such as grasshoppers, caterpillars, white grubs and May beetles. Though crows should be destroyed where they are doing damage, indiscriminate killing of them is unwarranted, in the opinion of the Biological Survey. Wiley: Mr. Wiley is a resident Boise, Idaho. He has been actively engaged in engineering and construction work since 1883. He is a member of the Boulder Dam commission of consulting engineers appointed by Secretary of the Interior Wilbur to survey the construction of Boulder Dam. Since 1902 he has been a consulting engineer on major projects with the Department of the Interior. In 1977 and 1928, he was consulting engineer to the British Government in connection with large irrigation and water works projects in India. He has a wide and varied experience in designing and construction of west irrigation and water works projects from 1918 to 1925 he was construction and designing engineer on the Don Pet Dam and power plant for the Turbine and Modeste Irrigation District. From 1924 to 1927 he was consulting engineer on the Exchequer Dam and water plant project, the San Joaquin Water Storage District, the Merri-Irrigation District and the Oakdale Irrigation District Melones Dam. Richard R. Lyman: Mr. Lyman is a resident of Salt Lake City. From 1896 to 1922 he was professor of civil engineering at the University of Utah, and several years was dean of the university's college of engineering. In 1925 he was a member of the Engineering Board of Review for the Utility District of Chicago and of the Ambia Basin Board of EnGineers in the U.S. Reclamation Service. Maddeus Merriman: Mr. Merriman is a resident of New York City and is chief engineer of the Board of Water Supply for the City of New York. As acting engineer of the New York water supply system, Mr. Merriman is the directing head of three aquaculture systems and a water works system is required to meet the needs of more than 7,000,000 persons. Early in his career, Mr. Merriman a lecturer on engineering at Le-University. He has served with United States Isthmian Canal Commission and on the Nicaraguan Canal Mission. Prior to his appointment chief engineer of the entire New City water works system several ago, he was chief engineer of the Still Water Supply System for New York. Arthur R. Briggs estate, a corporation under a certain deed of trust executed by Emma Mathis and E. O. FEDERAL FARM BOARD Following a number of conferences with officials of the American Cotton Growers' Exchange, the Federal Farm Board has tentatively agreed to make certain financial advances to cotton cooperative associations of the south to assist in the movement of this year's crop. These associations are now able to obtain loans from the Federal Intermediate Credit Banks to the amount of 65% of the value of the cotton. The Federal Farm Board proposes to loan an additional 25%—a total of 90% for the two government agencies—on cotton on which a definite value has been fixed by hedging in the future market. The total volume of advances of this sort to be made by the Federal Farm Board will be limited only by the actual requirements of the cotton co-operative associations. It is expected that the sum involved for this year's marketing operations will run somewhere between $5,000,000 and $10,000,000. The effect of the secondary loans by the Federal Farm Board will be to permit the co-operative association to make final settlement with the member-grower when the latter desires to sell his cotton, without forcing that cotton onto the market at a time when buyers may already be oversupplied. From the Federal Intermediate Credit Bank and the Federal Farm Board, the association will receive advances equal to 90% of the fixed value.
