Deputies Find Threat Only Woman's Joke
The writer of a threatening note, who turned out to be a woman jokerster, caused a neighborhood near Placentia consternation Monday, until deputy sheriffs arrived and learned that the receiver of the note was being made the butt of a joke.
Deputy sheriffs, who investigated after receiving a frantic call for help, refused to divulge the names of the parties involved, when they learned that the note was written in fun.
The note read:
"Beware of a black man at 7:30 p.m., this eve. He will have eyes like fire and teeth that protrude. Do not notify police or woe be unto you. Have your money ready and nothing else will be said. I mean what I say. Don't scream. Be quiet."
The note was signed with a skull and crossbones, and in the upper right hand corner was a blot of red ink with a note that explained that it represented blood.

For many years the city council has held its regular meetings on the second and fourth Thursday nights of the month, but the board has decided to make a change. An ordinance was introduced Thursday night changing the dates of meeting to the second and fourth Tuesdays of each month. It will be adopted at the next meeting and will take immediate effect.
Recommendation that the city immediately institute proceedings to pave Palm street from Broadway to Vermont avenue was made Thursday night by the Anaheim city planning commission in a communication to the city council. With 90 per cent of the right of way open from the city limits to Costa Mesa and the assurance of county supervisors that the route will soon be open, it is time for Anaheim to align its share of the project, the recommendation said.
Disbursements during the past two weeks were accounted to the council as follows by City Clerk Edward B. Merritt: General fund, $11,631.30; interest and redemption fund, $7,768.87; with a total expenditure of $21,400.11.
Bids for thirty fire hydrants were rejected after a discussion in which the advisability of following market recommendations by different consultants was questioned. It was decided to buy the equipment in open market.
Specifications for a quantity of cast iron pipe totaling more than 17,000 linear feet, in six, eight, and ten-inch diameters, were adopted and bids requested. The bids will also include figuring on 16,000 pounds of fittings. Bids submitted for an order of chlorine gas to be used in the outfall sewer reduction process were referred to the sewer commission. Anaheim's share in the outfall maintenance totalled $20.79 for the month.

Possibility of verbal fireworks developing at the requested appearance of Editor Sam Meyer of the Newport Beach News before the county supervisors Tuesday to explain a recent attack upon the board, dwindled into obscurity when the following situation developed:
1. Editor Meyer had printed a retraction of the articles which stated that Fred Opp of Costa Mesa had appeared before the supervisors to request an appropriation for roadside beautification.

With sorrow pervading the community where he had lived so many years, and with tears dimming the eyes of those who were near and dear to him, the mortal remains of a grizzled veteran of the Civil War were laid away in the tomb at Fairhaven on Saturday morning. Burial services were conducted at the chapel of Backs, Terry & Campbell, where a large concourse of friends gathered to pay a last tribute to his memory. The casket was covered with many flowers and floral offerings sent in by friends from far and near. Rev. Dr. Haywood was called from his vacation in the northern part of the state to conduct the services, and spoke with unusual eloquence of the many excellent traits of the departed. He referred to his long and brilliant record as a soldier and to his many virtues as a citizen of the community.
Percy W. Olds of the Methodist choir with Mrs. Olds presiding at the piano, sang two numbers. "When the Roll is Called Up Yonder" and "Safe in the Arms of Jesus."
Honorary pall bearers, veterans of the Civil War, were A.B. Markle, Capt.J.B. Root, G.L. Van Eaton of Fullerton, J.Keller of Long Beach, Comrade Hahn and Comrade Edwards.
Active pall bearers, members of the American Legion, were Ben Kalbar, Roger Sherman, Joe Elliott, Grant Rude, C.Cramer and Wm.Webb.
Casper S. Troutman was born March 31st 1841, near Bedford, Pa. He died in this city July 23rd, 1929. He was aged 88 years, 3 months and 23 days. Coming west when a young man, he settled in Iowa City, Iowa. At the outbreak of the Civil War he enlisted as sergeant of Company G, 6th Iowa Volunteer Infantry on the 18th day of July, 1861, for a period of three years, or during the war. At the end of this time he reenlisted for another three years. He was discharged from service at Keokuk, Iowa, on the 19th day of July, 1865, by reason of gun-shot wounding in the field before Atlanta. He was severely wounded August 25, 1864 while with Sherman on his march to the sea. He was compelled to use crutches for years after the close of the war. Splinters of a fractured bone were taken from his leg forty years after the arrival.

1. Editor Meyer had printed a retraction of the articles which stated that Fred Opp of Costa Mesa, had appeared before the supervisors to request an appropriation for roadside beautification, and had been curtly refused because of Costa Mesa's vote against the flood bonds.
2. Because of that retraction, the supervisors had nothing further to say to Meyer. They were satisfied, they said.
3. Editor Meyer would not have answered their questions anyway, having brought with him his attorney, Stanley Reinhaus, who advised him that he was not obligated either to appear before the board or to answer questions.
Reinhaus told the board that the subpoena, issued to demand the appearance of Meyer, was due to a typographical error and denied that it constituted contempt He also advised the board that, Meyer being present, the board had the right to question him.
No advantage was taken of the opportunity, however, except that Supervisor George Jeffrey, who had been the principal target of the original newspaper article, observed that "when any body lies about him he wanted to know why." He also remarked that the article placed the board in a bad light.
Fred Opp, who had been mentioned in the article, admitted that it was unfounded on fact.

The program for the forthcoming convention of the California State Firemen's Association, which will be held in Fullerton August 7 to 9, inclusive, has just been announced by R. R. Davis, general chairman, acting for the Orange County Firemen's Association, which is sponsoring the convention.

Raid Wednesday Evening Uncovers $10,000 Still Within City Limits
An Old Barn, bespeaking temperance and calm in all its outward appearances, was found to be the very height of intemperance and action when Chief J. S. Bouldin and some half dozen members of the Anaheim police department investigated it last evening with a search warrant and found a 30,000-gallon still in operation. The barn, standing some fifty feet within an orange grove on West North street, had been under suspicion by the chief for some time, but the desire to catch the bootleggers in actual operation prevented him from making a premature investigation.
The alarm was given about 5:30 on Wednesday afternoon and by 6:00 p.m. the officers had raided the place. The farmhouse kitchen had a table set for supper and the vintages for the evening meal were all in readiness, for the board of supervisors, members of the advisory committee on flood control and attorneys for the Orange county flood control district on Friday replied to statements made recently by Col. S. H. Finley, former supervisor.

The alarm was given about 5:30 on Wednesday afternoon and by 6:00 p.m. the officers had raided the place. The farmhouse kitchen had a table set for supper and the vintages for the evening meal were all in readiness, for the operators of the still had apparently sensed the imminence of their danger and had quietly withdrawn. The house was found to contain a 5-gallon keg part full of wine, and a gallon bottle one-fourth full of some liquor.
In the barn the officers found 25,100 tanks of mash, a copper still of 500-1000 gallon capacity, several cartons of yeast, sugar, and many brand new 5-gallon tins to be used as containers for the finished alcohol. The gill standing about 25 feet in the air would pipe the alcohol into the cans and send the refuse down through a pipe to a 30-foot deep pit outside the barn where the sandy soil would absorb it.
There were over 100 pounds pressure in the still, and had any of the officers struck a match the entire barn would have been blown sky-high, as the gas underneath the still was turned on and not lit.
The operators of the still had leased the farmhouse and barn, ostensibly with a purpose of establishing an incubator in the barn. The owner is away from town settling up the business which he traded for this property.
Although the men have been successful in temporarily evading the officers they are expected to be brought into custody very shortly.
Entire credit for the raid and the confiscation of $10,000 worth of apparatus goes to the local police department and Chief Bouldin.
Big Production By the Insectary
Cryptolaemus Lead the List With An Output of 22,545-000 Insects
The report for the Orange County Insectary for the fiscal year ending July 1, 1929, shows the largest annual production of beneficial insects since the Insectary has been in operation. A total of 23,692,440 Cryptolaemus were produced during this time, of which number 1,146,570 were used for reproduction in the plant. 22,545,870 were liberated in groves infested with Citrophilus mealybug. 14,000,000 of these Cryptolaemus were liberated since January 1, which, at the rate of a single average of 1 Cryptolaemus per tree, and an average of 700 Cryptolaemus per acre, would care for over 200,000 last evening with a search warrant and found a 30,000-gallon still in operation. Finley, former supervisor from Santa Ana, who indicated a belief that pressure had been brought to hear on Paul Bailey, former flood control engineer, in induce him to make a report in favor of lower damsite in the Santa Ana canyon.
The statement was not presented for signatures to C. H. Chapman, supervisor from Santa Ana; C. E. Utt, Tustin; and Donald Dodge, Costa Mesa, members of the advisory committee because they are away on vacations and could not be reached.
It was not presented to J. J. Dwyer of Anaheim, also a member of the advisory committee, because of the fact that he did not vote for the acceptance of the engineer's report.

Since certain individuals and a newspaper for whatever motives have seen fit to attack the sincerity and good intentions of the board of supervisors,the advisory board,the attorneys ofthe Orange County Flood Control District,the make this statement to you. This statement is made for the reason that we with you are deeply and chiefly concerned with the welfare of the county in securing adequate flood control and conservation of water,and in justice to this cause we cannot sit idly by and allow you to be misinformed or misled.
Throughout the Flood Control District's investigation lasting nearly two years,我们 all recognized that the problem before us was one of high consequence,tobe settled by us for generations to come.As the investigation proceeded,every phase ofthe problems uncovered by surveys,engineering,geological and legal reports was given close attention in an open-minded way,and decisions were reached uponthe data and advice presented to us-by menofrecognized integrityand abilityandofhighstandingin theirprofessions.

All sightseeing trips are under the supervision of the Ladies Auxiliary of the Orange County Firemen's Association.
The different entertainments in the various towns are furnished by the Chamber of Commerce and the Fire Department of each city.

Captain Marcus Andrade, efficient officer of the police department, left yesterday for a two weeks' leave of absence and will pass his vacation with friends and relatives in San Jose.

The report for the Orange County Insectarium for the fiscal year ending July 1, 1929, shows the largest annual production of beneficial insects since the Insectarium has been in operation. A total of 23,692,440 Cryptolaemus were produced during this time, of which number 1,146,570 were used for reproduction in the plant. 22,545,870 were liberated in groves infested with Citrophilus mealybug. 14,000,000 of these Cryptolaemus were liberated since January 1, which, at the rate of a single average of 1 Cryptolaemus per tree, and an average of 700 Cryptolaemus per acre, would care for over 20,000 infested acres.
The estimated total acreage of citrus in Orange county infested with Citrophilus mealybug is approximately 45,000. Of this amount over 40,000 acres were inspected and graded by the district inspectors during the period from February to May, inclusive. Of this total nearly 7,000 or over 17% was found to have a heavy infestation, over 13,000 acres or 33% of medium infestation, and the rest graded light, or trace only.
In spite of the fact that the 1928 production was higher than usual, the winter hold-over of Cryptolaemus was apparently very light, which together with other conditions, permitted many heavy infestations to appear this spring. The Insectarium was taxed to capacity. Most of the infestations are satisfactorily reduced at the present time, but there still remains a few obstinate cases which have not responded quickly as desired for commercial control. In most of these heavier infestations additional Cryptolaemus have been liberated in an attempt to seep up the control.
In addition to the Cryptolaemus produced at the plant, approximately 11,000,000 of the new Australian parasites, Coccophagus gurneyi and Tetraenum pretiosus, approximately 3,000,000 of the Dipterous predator, Diplosus, and a small number of the small lady bird Pullus and the Australian Chrysopid or lacewing, have been liberated.

First of all, our aims and objects and instructions had in mind the one big purpose: that is, to work out a plan for the good of all Orange county. No instructions were given to any engineer or any other persons connected with the investigation to favor any site or any person's views or any organization's views. In general the instructions insisted that whatever damms were designed must be the safest known to the engineering profession. Safety was of paramount importance, regardless of any other considerations.
In all sincerity, we say to the people of Orange county that we, the undersigned, throughout this investigation and in the adoption of our official report to you and in the submission of bonds to you, had no preconceived plan but entered the investigation and proceeded throughout with open minds, seeking the best plan for Orange county.
Further, we say to you that we as individuals and as parts of the Flood Control District organization, attempted no influence of any sort upon any engineer, geologist or other person connected with this investigation in order to secure any decision of any kind, and in particular we did not use any influence of any kind to secure or seek a decision in favor of any location of any dam at any site anywhere.
Further, we say that we as your fellow citizens and as men, give you our word that any statement or insinulation of influence for ulterior or self motives in the flood control investigation such as have been made in the past few days, is unjustified by any facts that we know of, and is declared by us to be wholly untrue.
This statement could not be presented to Supervisor C. H. Chapman of Santa Ana, C. E. Utt of Tustin and Donald Dodge of Cost Mesa, for the reason that they are away on vacation trips and could not be reached. It was not presented to Mr. J. J. Dwyer for the reason that he did not sign the engineer's report.

Show Announced
The premium list for the Seventh Annual Orange County Dahlia Show
the widely known floral event sponsored by the Buena Park Woman's Club,
has been announced by the chairman of exhibits, Mrs. L. T. Wilsey. The show will be held September 29 and 21.
The grand sweepstakes prize, a silver loving cup, donated by Buena Park business men, will be given the exhibitor who is awarded the most points for entries of dahlias. The cup must be won three times for permanent possession.
The community prize of a silver trophy is given the community which displays the best basket of 18 blooms, any type.
A silver loving cup will be awarded for the best exhibit of garden flowers (artistic arrangement and number of varieties considered).
Blue ribbons will be given for all first awards and red ribbons for second place.
The program for the show will be in charge of the Kiwanis Club for one day, and under the direction of the Woman's Club on the second day.

Having completed his elementary work in Seattle, Washington, John M. Mattis, better known to his friends as Jack, is now in his third week of naval air instruction at the U.S. naval air station in Pensacola, Florida, where he is one of fifty young men comprising the class of "Reserve Student Officers."
In this class with Mattis are 23 Annapolis men, as well as students from Harvard, Massachusetts Tech., Columbia, and University of Southern California.
The Pensacola air station is probably the largest seaplane base in the world, comprising an area a half mile square covered with hangars, barracks, shops, schools, and warehouses, and lined on two sides by the seaplane beaches. There are also two land plane fields for land plane training. There are usually about 60 planes above the fields, all containing government students. Along the beach are several high towers from which signals are displayed to control the courses by which the planes are flown. As wind conditions vary, so are the courses changed. Each plane is constantly covered by powerful telescopes in the towers, and in case of accident instruct speedy crash boats to the spot of the mishap. These boats are located at different points along the bay and are specially constructed with crash gear for use in case of crack-ups.
This week marks the beginning of actual flying instruction. For the first fifty hours, there is stunting and formation in training-type land planes. After that, training is carried on in bombing and torpedo seaplanes, and the 250 hour flying instruction ends in fast pursuit planes. The flying instruction also includes scouting and observation.
Student life at Pensacola, though difficult, is interesting. The Reserve Students all enjoy officers' privileges on station and at the country club nearby which elevate them above the regular men. The men and officers dress in white as the climate there is a tropical one. There is a large station library and moving pictures are held outside

Orange county authorities accepted the reported challenge that it could do nothing to prohibit carrying of passengers to the Johanna Smith, notorious gambling ship off the coast of Newport Beach. District Attorney Z. B. West, Jr., presented to the board of supervisors an emergency ordinance which the board was expected to pass upon and which would prohibit water taxis from carrying passengers to the ship.
Mayor Marcus Johnson of Newport Beach, stated that the possibility of calling a special council meeting to cope with the situation was being considered. The county ordinance cannot prevent operation of water taxis and their agents within the limits of incorporated cities, West explained.
"If it is humanly possible we will stop the operation of this ship off the Orange county coast," said West, recalling that open boasts were reported to have been made to the effect that he could do nothing abou the situation.
Four speed boats were carrying passengers from Newport Beach to the Johanna Smith, where the gaming tables, roulette wheels, dice games and other forms of gambling were reported to be under way. According to reports there is no liquor on board the vessel and no one is permitted to bring it on board with him.
Actual curbing of the luring of patrons to the ship by speed boat operators appeared to rest with the Newport Beach authorities. It is said that a special meeting of the city council could be called for the purpose of drafting an emergency ordinance, and this matter is being considered. Such an ordinance, like that of the county, would invoke the police power in order to prevent what authorities regard as a menace to the health, morals and public integrity of Orange county.
The ordinance drafted by West would impose a fine of 50 for violation or imprisonment in the county jail for six months. Violation of the ordinance was made a misdemeanor.
The Johanna Smith first was reported to be operating off the county coast Saturday night and Sunday, when the water taxis did a lively business in transporting clients back and forth from the gambling palace.
A permit to operate a speed boat, granted to a Mr. Campbell by the city clerk of Newport Beach in the regular routine of his business, was a subject of comment today. A member of the council has let it be understood that the clerk could have no legal reason for denying the permit, and that it was a matter on which the city council had not taken action.

FISH CANNERIES
SOON TO START
Two new fish canneries will soon start operating in the Southern California district, according to information furnished the Terminal Island office of the Commercial Fisheries Bureau of the Division of Fish and Game.
One will operate at Newport where W. I. Turk, former president of the Southern California Fish company, and Ben Nicholson, formerly superintendent for Turk, have taken over a plant that was operated during the war.
It is planned to can mackerel, sardines, and all fish that can be secured for canning.
At Hueneme in Ventura county, Herbert Stafford, formerly of the Stafford Packing company of Wilmington, will start operations soon. Mr. Stafford has moved the canning and fertilizer plant from Wilmington to Hueneme and will can mackerel, sardines, albacore and tuna, it is stated.
RETURNING FROM HAWAII
Mr. and Mrs. Fred A. Backs and their daughter, Miss Florence Backs, return tomorrow from a five weeks' tour of the Hawaiian Islands. They are arriving at San Pedro on the good ship City of Los Angeles. Letters that have come from there state that the trip was most interesting and enjoyable, with plenty of action during the entire twenty-four hours of each day. A party of friends will drive to the beach to meet them.
