Boy Scouts to Give Great Exposition Los Angeles Preparing For Its Second Annual Show At a meeting presided over by E. B. DeGroot, chief Scout executive, Boy Scouts of America, Los Angeles Council, and attended by Commissioners from all districts, plans for the second annual Boy Scout Exposition were unfolded. The exposition, which has become an annual affair, will be held March 25, 26, 27, at the Los Angeles Chamber of Commerce. Additional room has this year been secured to take care of the increased interest and number of interesting exhibits expected to be placed by the Boy Scouts of the city. According to Mr. DeGroot, the exposition will this year result in even more than just an exhibition of Boy Scout Merit Badge work. "While last year we confined ourselves, and the booths, to an elaboration of the work connected with the securing of the high awards of merit badge work," Mr. DeGroot said, "this year we expect to lay before the public practically everything connected with the Boy Scout movement, a movement that has resulted in thousands of boys and adult leaders entering this most fascinating work—the work of developing the latent talents of the boys themselves, coupled with the natural expansion of the field of usefulness of the parents and adult leaders, which, in itself, is no small field. Like the airplane during the war when it took ten men on the ground to keep one ace in the air, the adult leaders back of the Boy Scout program form a formidable army in itself—all willing workers, in fact unpaid workers who give of their time and talent without stint." "We plan to lay this great project, in all its branches, before the public," Mr. DeGroot went on to say. "This year we will include work other than just the Merit Badge exposition. This accounts for the change in name, and the addition of another day and night session than was last year included." Beginning at 2 o'clock Monday, Mar. 24th and lasting through Tuesday and Wednesday on the damage done by frost to citrus fruit are ordinarily not of any great value," says Marvin B. Rounds, Los Angeles county Farm Advisor, "but in some districts it can be figured with a fair degree of accuracy. In Fernando Heights the growers now believe that the cold weather did less than one per cent damage to oranges and perhaps around five per cent harm to lemons. In San Gabriel valley, where citrus plantings are chiefly of oranges, the loss runs quite low. In other sections where there is less protection the loss is greater, but nowhere desirous. About 50 per cent of the citrus acreage in Los Angeles county is protected, and in such district no appreciable loss was suffered. "The frosted fruit, as a matter fact, will not injure the industry in general, and in some individual instances may be beneficial. The frasted oranges are usually those on exposed branches, small and at best of lower grading quality than the larger, better fruit which was sheltered by yleaves. Much of this damaged fruit probably would have been culls anyhow." On the effects of the latest rainfall, Mr. Rounds says he "presses" that the impossibility of giving any statistics makes it perfectly safe to say that it was another "million dollar rain." The rains this winter, he says, have been well distributed so that agriculture has received the maximum benefit. He added, however: "This last precipitation was not sufficient to penetrate the soil deep enough to enable citrus or deciduous fruit growers to forego irrigation. It has been of benefit to vegetable growers and has put planting soil in good shape." Walnut Orchards Must Be Irrigated Better be safe than sorry in the walnut grove. An international flavor is expected to be lent the affair by the many foreign Boy Scouts troops and exhibits which are expected to be entered. Chinese troops, Mexican troops, Japanese troops; and exhibit of many foreign troops, now in New York, may, it is said, arrive in time for rthe opening. A troop of Boy Scouts from Mexico City is expected to be able to arrange to come in time for the opening. Practically all of the 71 booths, representing that number of phases of Boy Scout work, are now under construction by various troops scattered throughout the city. These booths will gradually display the work connected with the study and application of important features of Boy Scout Merit Badge work. This demonstration in the form of a graphic display, in which complete models and actual life size displays are built, is a valuable and instructive work, an amazing thing to people who have the idea that a Boy Scout is only a little fellow in short pants who helps old people." The program, as tentatively outlined at the meeting, calls for the opening day to be devoted to visiting troops, notables, cowboy movie stars, public officials, etc. Tuesday is to be known as visiting council's day, international visitors' day and service club day. Scouts from as far north as Santa Barbara and Bakersfield, east to San Bernardino and south to San Diego, will be invited to participate. The last day Wednesday, will be award day, with many valuable prizes and badges to be awarded troops and individual Scouts for work accomplished during the past year, together with booth awards at the exposition itself. It is expected more than none famous Boy Scout will be presented with the highest award possible in the Boy Scout movement. Service clubs and other organizations throughout the city are said to be prepared to give of their time and talent in the furtherance of this valuable contribution to the life of the boys of this nation. Nothing will be overlooked with scoutmasters, the nucleus around which every Boy Scout troop directly functions, working day and night to help their boys place before the public as great an exposition as it is humanely possible to do in order that this same public may be made aware of the scope of Scouting in this country. In heavy soils, where no winter irrigation has been applied, walnut groves are not moist below two and one-half or three feet from rainfall. In medium loam soils, without winter irrigation, moisture is not down over four feet from winter rains. In light loam and sandy soils, the rainfall has gone down as much as five feet. The last rain we had brought from 6.8 to 1.25 inches of rainfall to various parts of the county. This did not much more than revet the surface which had dried out from previous rains. Whether or not we will have rains in sufficient quantity between now and the growing season to do any good is extreme. The suggestion for an all-California arboretum at the state exposition grounds was made by Justus E. Cracer and Harold J. McCurry, directors of the Agricultural Society, and was adopted at the society's annual meeting this week. All counties in the state will be invited to send a tree or shrub, the selection to be left to the supervisors and horticultural commissioners. Plantings will be made during the next two months and the trees will be appropriately designated as to species, as well as the names of the counties contributing them. It is proposed to dedicate the trees during the 75th annual State Fair and Western States Exposition next September, with each county holding a dedication ceremony at its tree. ANAHEIM GAZETTE problematical. No one can prophecy what will happen. It is better to be on the safe side and protect the grove against drought, than to be sorry later. Another factor in favor of irrigation at the present time is that many walnut growers can get gravity water now at cheaper cost or can get water from irrigation districts during this season without conflict with citrus growers. COOLIDGE AND HOOVER The transition of administration from Coolidge to Hoover will occasion less of a ripple on the surface of public affairs than any change in the presidency for many years. While Mr. Hoover was not exactly a political progeny of Mr. Coolidge, it is generally recognized that the incoming administration will follow more or less closely along the Coolidge lines of policy. Mr. Hoover's political backers are largely of Mr. Coolidge's "crowd." The new president is perhaps a trifle less conservative, but in such fundamental matters as tariff, taxation and business policies he is in practical accord with his predecessor. There will be many new faces in the cabinet and there will be a certain proportion of the Coolidge jobholders replaced by Hooverites. But on the whole, the administration will be "regular" in personnel and program. The Coolidge administration and the Coolidge personality are difficult for contemporary observers to appraise with any accuracy. Mr. Coolidge himself is credited with saying, upon his sudden succession to President Harding that he would not undertake to be a "great president." By comparison with executives who have presided during critical periods and others who have obtained fame through constructive acts of large importance, Mr. Coolidge will not attain the status of the "grant." Yet his administration, we believe, has been quite satisfactory to the great majority of Americans. It has not been spectacular, but it is generally conceded to have been safe. In a sense the Coolidge regime has been rather negative than positive; but few suggestions of progressive or constructive nature have emanated from the White House during the past seven years.
