Vaccination Is Not Compulsory Secretary of Public School Protective League Explains the Law Explanation of the state school laws regarding vaccination was given by Emily Wood, secretary of the Public School Protective League, a visitor in Fullerton. Miss Wood declared that the league did not intend an attack on physicians or health officials, but merely to aid parents to understand the law. In commenting on the matter, Miss Wood said: "The attention of the Public School Protective League has been called to the fact that children in public schools are being vaccinated and immunized. While any parent has, of course, the right to have his or her child vaccinated or immunized, it should be thoroughly understood that there is nothing compulsory in this procedure, and that it cannot be insisted upon either for admission to or attendance in any public school in California." "In 1921, after a statewide vote on the issue of vaccination, in which it was shown that a substantial proportion of the people are opposed to this practice, the legislature amended the law to provide that control of smallpox be under direction of the State Board of Health and that no regulations on the subject may be made by local school or health authorities. Since that time parents have been free to say whether or not they desire to have their children vaccinated, and under no circumstances can a child be compelled to be vaccinated." "The Public School Protective league has no interest in the merits of vaccination," Miss Wood declared, "but it believes that every parent should know the law in regard to the matter. To most people vaccination carries with it" Ten Lectures On Family Welfare To Be Given at Hall of Records, Santa Ana, Beginning February 16 A course of ten lectures, outlining some factors in family welfare will be given by the Orange County Tuberculosis Association as a health education program. The course covers the following subjects: 1. Heredity and environment. 2. Psychology of sex instincts and habits. 3. Hygiene — ductless glands and problems of youth. 4. Biology—film 3 reels—"The Gift of Life." 5. Problems of family life—emotional and physical. 6. Sterilization and contraception. Laws and follow-up. 7. Health habits. 8. Nutrition. 9. Health education in schools. 10. Health education in high schools. Co-operating with the Orange County Tuberculosis Association are the Orange County Health Department and the Santa Ana city schools. The lectures are of interest to nurses social workers, teachers and parents. Included in the series, the film, "The Gift of Life" will be shown. This gives the story of life from the biological view-point. The story of growth instead of the emotional side is necessary for the building of healthy attitudes. Most of the lectures will be given by Dr. Nadina Kavinoky, who is doing an outstanding work with the Los Angeles county public health department. To accommodate teachers and nurse the lectures will be given on alternat Saturday mornings, beginning February 16th, from 10 to 12 a.m., in Court Room No 3, Hall of Records, Santa Ana. The lectures are free. If you are interested in childhood you cannot fail. Income Tax Filing Period Announced As has been customary in past years, Collector of Internal Revenue Galen H. Welch, will station his deputies throughout the Southern California district to assist income taxpayers in preparing their annual report of income. This service, which is without charge to the taxpayer, commences February 18th and continues until midnight March 15, 1929. All single persons are required to file a return whose net income is in excess of $1,500, or whose gross income exceeds $5,000. All married persons are required to file a return whose net income is in excess of $3,500, or whose gross income exceeds $5,000. All corporations and all partnerships must file returns regardless of the amount of income. Every individual who pays out during the calendar year salary, wages, interest, rent, royalties or commissions to a single person in excess of $1,500 or to a married person in excess of $3,500, is required to report the payment on forms obtained from the collector. The law compels a penalty to be asserted upon returns filed after March 15th. The main office of the Collector of Internal Revenue is located on the second floor of the Federal Building, Temple and Main streets, Los Angeles. The office hours are from 8:30 a.m. to 4:30 p.m. daily, except Sundays. Saturdays, from 8:30 a.m. to 1:00 p.m. Branch offices in Los Angeles city will be located as follows: Wilshire-Western District association, 230 South Western avenue, February 18th to March 15th.
