Bill Demands School Statements
Calls for Annual Publication of School Expenses
A bill has been introduced in the state legislature which is full of meaning to those who are interested in the welfare of our public school system. It calls for the annual publication of the expenditures of every school and also provides for the publication of the budget proposed for the following year. If this bill passes each school will have to publish a report of the expenditures made and of the expenditures proposed for twelve months, for the benefit of the taxpayers.
In principle this bill is in accord with the laws requiring the publication of financial statements on the part of other political units and of public officers. The principle that calls for publicity for financial matters in public affairs is deeply imbedded in the law. Every irrigation district, in the state must run a statement of expenditures annually. National banks all over the United States and state banks in California and a number of other states are required to publish statements periodically, usually quarterly. Public administrators and city treasurers in most cities are compelled to publish annual statements. Such reports are eagerly read by the interested public and they go far to allay any suspicions that may exist. In truth they create a more trustful spirit on the part of the public than would otherwise be possible.
The publication of school expenses would go far in creating a greater confidence in our school administrators. Many people are restive under the growing taxation for schools and the question is being continually asked why such increase is necessary from year to year. A public statement showing where this money goes given annually will allay this restiveness and quiet the growing distrust. The bill is decidedly meritorious and it is to be hoped that it will be passed without opposition. The people are entitled to the facts.
SEEKING A CURB
The tremendous expansion in brokers' loans for stock market speculation has drawn official attention in a resolution offered by Senator Glass, co-author of the federal reserve act, calling for an increase in the reserve requirements for federal reserve banks from 3 to 5 per cent on time deposits. The theory back of the Glass measure is that such a requirement would necessitate an increase in the reserves of such banks amounting to $265,000,000, thereby reducing by that amount the money available for use on the New York stock market.
Whether such a step is advisable or practical as a remedy for the evil almost, is open to question; imposition too rigorous restrictions on member banks is not desirable and in the event tend to drive out a sufficient number of strong institutions to break down the whole scheme of the system. Even were the proposal worked out justly from the member banks' standpoint, it would still leave open for speculation purposes an enormous fund of money "bootlegged" in Wall Street by non-member banks.
Every serious-minded person who has noted the vast increase in speculation within the past eighteen months agrees that some way should be found to deal with the situation. Thousands of persons almost wholly ignorant of stock values have been plunging head over heels in margin gambling, grabbing issues at artificial and transient prices and risking sums entirely beyond their circumstances. Even the ones who win are likely, in many cases, to become chronic victims of the "easy money" lust and subjects for every sort of visionary prospect. Aside from the certain fact that a market running on artificial stimulation must sooner or later collapse with unfortunate results, the immediate effect on general business of removing enormous sums of capital for speculative purposes is a very serious matter. When legitimate business and industries are denied proper financing or compelled to pay excessively for it, because of the wholesale diversion of money to loan brokers in the East, great and perhaps lasting injury may befall the country as a whole.
Senator Glass' plan may or may not be practical value. But it is important.

Byrd Wants More California Fruit
Anarctic Explorer Radios For a Fresh Supply
The California oranges, lemons and grapefruit supplied to Commander Byrd by the California Fruit Growers Exchange when he left Los Angeles for the Antarctic, must have lived up to their reputation of being "both good and good for you." An amateur radio operator in Portland, Oregon, received a big thrill a few days ago when he picked up a message from the Byrd expedition in the Antarctic addressed to the California Fruit Growers Exchange. Los Angeles, ordering additional supplies of Sunkist oranges, lemons and grapefruit for the exploring party. Evidently the explorers decided that they needed a continued supply of fresh citrus fruits in preference to receiving their vitamins and other requisites of a balanced diet from other products. The message was also received by one of the radio and telegraph companies and delivered by them.
A reply was promptly sent by radio advising the explorers that Sunkist fruit was regularly sold by the Dunedin New Zealand trade. They were told of shipments now enroute and due at Dunedin of oranges, lemons and grapefruit and that if they had any difficulty securing fresh citrus fruits there the Exchange would arrange for supplies.
Exchange fruit, mostly oranges, but including grapefruit and lemons as well, is sold in New Zealand and Australian markets the year round. At the present time several thousand boxes of Sunkist are exported each month to the wholesale dealers in Dunedin, Auckland, Christchurch, Wellington, Sydney and other markets.
The radiogram from the Antarctic read: "Please enter our order for twenty cases Sunkist orange, ten case grapefruit, ten case lemons to be delivered at Dunedin, New Zealand, to be transported to the Antarctic to Commander Byrd and his party at Little America, Antarctic Continent. They will supply the commander and forty although accurate figures are not yet obtainable, preliminary estimates indicate that California last year spent on state highways approximately $17 for each motor vehicle registered. Including the road funds expended by cities, counties, road districts and federal government, it is believed that the amount will total more than $50 per vehicle for the year. This would mean nearly $100,000,000 expended throughout the state in building, realigning, straightening, surfacing and otherwise improving roads.
While this sum may seem large in aggregate, it is pointed out by the Automobile Club of Southern California that the per vehicle expenditure for roads is not high compared with a survey of state and federal expenditures for highway construction in other states Arkansas was in the lead last year with $162 per vehicle registered; Florida was second with $126, and Massachusetts was lowest with $19.
This wide variation in expenditures per vehicle in the different states is occasioned by the fact that some states are just beginning to realize the necessity of modern roads and are making up for lost time in building them. The states that have had highway programs under way for many years do not require such heavy levies per vehicle.
The cost for last year per vehicle for highway work bears close relation to what has been accomplished previously. California is among the states that has been working over a period of years on a comprehensive highway system that will meet not only the present needs but provide for the future.

No man traveling through the South today will fail to notice that the South of romance and chivalry and ante-bellum days no longer exists, and that the South of the future has appeared upon the scene. The young writers of the South are no longer harking back to the past. They have seen a new vision. The industrial South has begun to loom ominously. The steel industries of Alabama, the textile industries and dairy enterprises springing up everywhere—all indicate that a new day has dawned for the South. The South is becoming more like the North, and I am likeness she is adopting northern attitudes.
This attitude of the new South is to change the whole character of her life. Her politics will change radically. The break in the solid South at the last election marks an epoch. Once broken, it will not again seem impossible to break the solid South. In addition to that, the economic program of the South, becoming more and more that which has existed in the North, will separate them less in the nation's councils. Already the South is asking for protective tariffs. Hitherto only Louisiana looked for a tariff to protect her sugar industry. Now other parts of the South are beginning to make their appeals.
In these changes that are taking place much that has made the South a region of charm will pass away. That will be a real loss 1 hour national life. But the industrial program which has swept over the nation has struck the South. Only a few voices are crying against it. The South wants to share some of that prosperity which hitherto made no appeal. The South is becoming the land of the booster and the hustler. How the old Southerner would resent this new life which has become so drab and monotonous and has been stripped of the fancy and the romance which made the novels of Thomas Nelson Page and George W. Cable not unlike the stories of Scott!
