A "progressive" group of medical men is stirring up interest in certain things that affect the layman directly. One of these is fee-splitting. It is hardly a secret in some cities that the money which a patient pays in a surgical case or to a specialist does not always go in its entirety to the gentleman to whim it is paid. The surgeon or specialist often hands over part of his fee to the family doctor who sent him in the case, and if other doctors have been called into consultation they, too, often make an adjustment. The medical profession holds this practice strictly unethical. And it shows rare candor and honesty when it voluntarily undertakes to bring the whole subject into the open for public debate. Possibly there is some justice in the principle of fee-splitting. The general practitioner who does most of the work on the case may be entitled to as much as the surgeon who takes forty minutes to operate. But, conceding this, there is still another point which will continue to disturb the public. Arctic Explorer Talks to Kiwanis Capt. H. H. Hammer Tells of His Experiences With Amundsen Capt. H. H. Hammer of San Clemente, who was an aid of Roald Amundsen on his Arctic explorations, was speaker at the Kiwanis luncheon Tuesday. On the initial attempt of Amundsen to drift across the Polar ice cap in the steamer Maud, Amundsen himself was cook, Capt. Hammer said. As a cook the explorer was a most satisfactory member of the party, the speaker said. The 'expedition consisted of eight members, all of whom had specific duties on the trip. By keeping busy at their regular work the members did not feel that time was dragging. Because of disaster to the Maud this method of crossing the pole was abandoned in 1922 four years after the start, and it was decided to cross the pole in a plane. Persimmons are as good as any fruit on the market, delicious in salads and in fruit cocktail combinations with one Fullerton Backs Union Oil Company Claims Water Diverted From This Section Is Needed By the City Fullerton is in need of an augmented or auxiliary water supply for protection in case any serious accident should occur to the 16-inch main line of the present system, under the concrete pavement of South Spadra road for a distance of 5,900 feet. It was declared in a report on the Fullerton domestic water situation at the meeting of the city council Tuesday night by William Gillette, water department superintendent. Gillette declared that with the proposed Union Oil company pipe line and reservoir project put in under direction of the city and according to specifications of the city water department, an auxiliary supply for standby purposes and for additional service would be available, giving more fire protection and allowing decreased insurance rates. The report, read by City Councilman O. A. Kreighbaum, was a detailed statement of Gillette's investigation. The city could tie in with the proposed Union Oil company pipe line system, expand the area now being served, increase pressure at all points from a higher reservoir and have a greater supply on hand in two storage tanks in event the supply was cut off. Gillette said. Cost of such attic-in was estimated by Gillette, covering the entire expense of the system which would almost double the reserve protection to the city's water system, at $84,498. Three of these wells are of 12-inch diameter and the other of 20-inch diameter. Their total capacity is 4,326.21 gallons per minute or 6,229,642.4 gallons daily. This water is delivered into a concrete reservoir provided with baffles for the purpose of removing sand, oil and foreign matter brought to the surface by the velocity through the pumping units. In connection with this is a boosting plant of three pumps with a total capacity of 3,318.5 gallons per minute, or 4,778,640 gallons per day. From this reservoir we deliver water to the city through a 16-inch cast iron main, directly beneath a concrete road for a distance of 5,900 feet. "The total output of the booster plant at 4,778,640 gallons per day is slightly above the most efficient carrying capacity of the 16-inch main. The maximum demand on the system for domestic use only is about 40 per cent of the total booster capacity. This is very satisfactory as far as domestic demands may be concerned, but the board of fire underwriters requires a fire flow of 3,500 gallons per minute, 5,050,000 gallons per day, or a maximum demand of 6,960,000 gallons per day, as against the present total output of the plant at 4,778,640 gallons daily." "While the domestic demand is only 1,920,000 gallons per day, or but 40 per cent of the entire output, it is good engineering practice to have a standby of 50 per cent of the peak demand ready for operation in case of a breakdown at the plant." Mr. Hoover's determination to remain far from the national capital as much as possible until March 4 means that the real personnel and policies of the incoming administration will be definitely shaped far from the host of puzzled politicians and gossips of Washington. While the politician who wants something might not exert any greater influence over the president-elect if they are neighbors than he will with hundreds of miles between them, the people have experienced a greater sense of security and peace of mind because of Mr. Hoover's avoidance of notorious political "hatcheries." This law states that Yucca must not be removed from property without the written consent of the owner. Regarding the removal of other desert plants and flowers the county is guided by an amendment to Section 602 of the Penal Code relating to trespass, according to the Automobile Club of Southern California touring bureau. The act is considered as covering the taking of any kind of plant on the land of another without his permission and is interpreted as applying to public lands as well as private property. It reads as follows: "Every person who wilfully commits any trespass by either (a) cutting down, destroying or injuring any kind of wood or timber standing or growing upon the lands of another; (c) maliciously injuring or severing from the freehold of another anything attached hereto, or the produce thereof, is guilty of a misdemeanor."
