Wilderness Areas in National Forests Three Tracts Set Aside for Primitive Preservation To insure the preservation, their primitive condition, of typical rain and forest areas of California, to guard against their development exploitation by modernized recreational features, S. B. Show, chief of the Orchid district, United States Forest Service, announces the setting aside of seven separate tracts of National wetland, embracing a total of over one-half million acres, as "wildness" areas for the use and enjoyment of all the people. These areas will be preserved in a "wild" state in the that they will not be developed and building or opened to any form permanent recreational occupancy permit. The grazing of livestock however, be permitted and in years one, if economic conditions warrant, timber cutting or water power depletion may be allowed by the Forest Service. The national forests of California in a portion of the last frontier of United States," said Mr. Show. We are now conquering and subduing wild areas by highways and mechanical means of transport and by the congregation of great leaders of people who bring with them the social and mechanical devices of present-day civilization. In so doing we stray in large degree the attribution which make these areas unique of kind and cause them to command love and veneration of men. New Department For State Planned Bill Pending to Establish Bureau of Commerce Orange county producers, distributors and consumers will receive the benefits of a state department of commerce, patterned after the National Department if a bill before the California legislature is passed. Although the National Department of Commerce was used as the model, the measure has been designed to meet the needs of California. Assemblyman Bradford Crittenden of Tracy is the author of the proposed act. Economic and efficient distribution, marketing and sale of products of the state would be the chief aim of the department. A campaign to discover existing markets and creation of a demand for California products would occupy much of its attention. The measure is sponsored by the farm bloc of the state legislature, which feels that the farmers have not received the advantages which they might if a state agency of this type were created. Despite the fact that they are instigating the measure, the farm bloc claims that it will be of mutual benefit to the distributor and consumer. The organization and operation of cooperative associations for improving relations and service between the producer, the dealer and the consumer is provided for in the act. Fate of the proposal is somewhat uncertain. Although Gov. C. C. Young originally provided for a department of commerce in his reorganization program, he recently abandoned the idea and substituted a department of investment regulation. The new department did not meet with the approval of two farm groups among the lawmakers. They claimed that the farmer was being subordinated to the business interests of the state. After searching for a satisfactory solution it was decided that a department of commerce along the lines of the national department would best meet their needs. Governor Young has not issued anyWith nine of the projected 36 Richfield-Neon beacon towers come—actually a fourth of the lumber chain which will interlink with light Pacific Coast, Mexican and Canadian borders—work is started at once on three more, announced by Bert Heinly, general agent of Highway Communities. These three new locations are V Santa Paula and Castiac, the latter Ridge Route community at the section of the state highway and Paula boulevard. During the last week it was annexed, Max Gordon, property buyer for interests involved (Highway Companies, Inc., Richfield Oil Company, Electrical Products Corporation) trained sites at Grants Pass, Rose Valley and Eugene, all in Oregon. The first sites acquired outside of California. Ideal service stations, catering comfort of the motorist, have been plated at the base of the Neon bench in Capistrano, Palm City and Deauville. Similar stations, beautifully designed Spanish mission style, are under construction at Santa Rosa, Chula Lake. The next stations planned, accord to William Cotrel of the Richfield Company, will be at Merced, San Luis Obispo and Paso Robles. The "Great Richfield Way" became the two borders will represent entirely—including ideal roadside service and comfort stations and lowers—an expenditure for 36 rover villages of approximately 200,000. Plans for the hotel are being plated by Merrill & Wilson; no announcement has yet been made. Cost to Growers of Combatting Pests Four Million Dollars Annually Is the Toll Citrus growers of California spend around four million dollars annually to combat the insect pests of their orchards, according to R. S. Woglum, entomologist of the California Fruit Growers Exchange, who was one of the speakers at Chaffey Junior College of Agriculture at Ontario. Citrus pest control began boast 1880, shortly following the introduction of the navel ornament to California and the coming of the railroads, sttaed Mr. Woglum. Most of the important citrus pests have been present since that early day, although resistant black and red scale, which represent distinct problems from the original forms, have made their appearance more recently. The citricola scale and Argentine ant appeared about 1907, and citrophilus mealybug as recently as 1912. The fact that these pests have nearly all been present for a long time, but are nevertheless limited to certain defined areas of the state where they cause economic damage, was clearly pointed out by means of charts. The climatic factors limiting them to certain parts of the state are temperature and humidity. For example, the citrus thrips and citricola scale are problems only in the hotter and drier interior citrus districts, whereas black scale, purple scale, and mealy bugs are far more serious along the cooler and more humid coastal regions. Mr. Woglum discussed fumigation and spraying for the various citrus pests. He declared that there are many factors at work now which influence or largely regulate the practices of citrus pest control and that the importance of these factors often differs greatly between different citrus districts. In fact, it was shown that effective pest control must be based on locality, and consideration given to such factors as the economic pests present, their biologies and comparative importance, the factors of possible weather influence, natural enemies, The next stations planned, accord to William Cotrel of the Richfield Company, will be at Merced, San Francisco and Paso Robles. It has been estimated that the annual cost of sickness, nurses, doctors, and loss of wages in the U.S. States amounts to no less than 1 million—more than automobile cost of upkeep and good roads come. The human capital of our population exceeds that of our material wealth than five times, but in cases of sick or accidents and death we do not the same serious attention accord fire insurance. A report says that the pay of the average college professor is only about one-third what it should be.
