Defective Hearing Detected By Phone
Many Interesting Facts Learned At Bell Laboratories
Many interesting facts about hearing have been found at the Bell Telephone Laboratories in New York. With vacuum tube oscillators and special telephone receivers to produce pure tones, many tests of various kinds have been made.
The faintest sounds that the human ear can hear are exceedingly weak, but these have been measured at various pitches over wide limits. The loudest sounds which can be heard without pain have also been determined, and an enormous range has been found between the faintest and loudest sounds which the ear is capable of hearing. At a pitch of 1000 cycles (or complete vibrations) per second, which is about two octaves above middle C on the piano, the intensity range of the ear is so great that the energy in the loudest bearable sound is ten million million times the energy in the faintest audible sound.
The lowest pitched note that the ear can hear and the highest were determined approximately. The lowest is about 20 cycles and the highest is about 20,000 cycles. This mide pitch range amounts to about ten octaves.
It is often asked whether the ear is more sensitive for low or high pitched tones. The experiments answered this question, on the whole, in favor of the high pitched tones, for it was found that the most sensitive region was from 1000 to 5000 cycles, between which limits the sensitivity was about the same.
The ear sensitivity of persons with defective hearing was also studied, and an accurate method for obtaining the proportion of the hearing lost and retained was found. Instruments called "audiometers" for making these tests were perfected and are now used by many ear specialists.
These studies of hearing were part of a general investigation of the clearness of speech on telephone connections. Much has been accomplished, and the scientists and electrical engineers are carrying on the work to make further advances.
THE WAR BLAME
Ten years have gone by since the war ended, and the question as to who was responsible for the great World War is still as much alive as when the German treaty commissioners signed on the dotted line of the Versailles treaty under duress accepting sole responsibility for Germany. Perhaps the most exhaustive study yet made of the whole question is that just brought out by Prof. Sidney Bradshaw Fay in two large volumes.
Professor Fay holds that the war became inevitable sooner or later when the European nations began to form alliances. First came the alliance of Germany, Austria, and Italy—a most unnatural pact so far as Italy was concerned, and which she speedily broke when the crisis came. This was in 1882. Then came the Franco-Russian Alliance in 1894, followed by the Anglo-French entente in 1904. These alliances meant that anything that affected one of these powers would involve all the others. The aim of Russia to get control of Constantinople, the push to the East of the part of United Germany, and the annexation of Bosnia by Austria were bound to create friction. The assassination of the Austrian crown prince was simply the match for the tinder. Germany may have been the immediate cause. But it was bound to come some time. Since the collapse of the Russian empire we have learned the sinister part played by the Romanoff government in the great tragedy.
In the meantime, the Versailles treaty has become a mass of contradictions and impossibilities. Its revision is the

BUSHARD HEADS PHARMACY FROSH
Carrying on to the University of Southern California the popularity for which he was known in Anaheim High school, Francis "Chance" Bushard has become the president of the freshman pharmacy class. Francis, together with Herman Schaeffer and Don Eisenbauer, all of the high school class of '28, is enrolled in the College of Pharmacy at S.C. While in Anaheim he was prominent in dramatics, having taken the lead in the senior play. He was yell leader for two years and held many positions in various school societies.
Bushard is a pledge to the Phil Delta Chi, national pharmacy fraternity, and will become initiated into that organization this spring along with his pledge brother, Herman Schaeffer.

SPRAYING SAN JOSE SCALE
The tmle to control the San Jose scale in apple orchards is during the dormant season, advises the U.S. Department of Agriculture. Summer sprays must of course be much weaker than dormant sprays in order to avoid injury to the foliage and fruit, and thus they only partially check the scale insects. Thorough spraying in the dormant season with a two per cent or three per cent lubricating-oil emulsion should clean up bad infestations. If the trees are incrusted with the scale it is advisable to make two applications, the first in the fall as soon as the leaves have dropped, and the second in the spring before the buds swell to any extent. Soft water should be used in the spray if possible, but if hard water must be employed a weak Bordeaux mixture at the rate of ¼-¾-50 should be added to the spray to prevent breaking down of the emulsion. The sprayer should be cleaned with a caustic soda solution before using an oil emulsion. To kill the scale the trees must be completely coated with the spray and days should be selected when the wind will not interfere with the work. The hose should be of sufficient length so that the spraying of a given tree may be accomplished thoroughly before leaving. Care should be taken not to conduct spraying operations when the temperature is so low that the spray will freeze on the trees, and emulsions and other spray materials should be kept where they will not freeze.
INVESTMENTS ABROAD
According to the latest figures, American investments abroad have been raised to the enormous total of $3,139,799,400. Germany is the greatest borrower. Government, state, municipal and corporation borrowing show Germany to have $7 issues out, totaling $1,152,731,400, over half the total amount we have invested in Europe. France comes next with $400,545,000, and Italy third with $274,508,000. Bearing a fairly high interest rate, it means an enormous flow of gold into this country from foreign investments. Some one has said that these loans will never be repaid. Though they run for a definite period of years, in all probability the loans will have to be renewed when they expire. This is not so bad as it seems on the face of it. Most of the business of the world is done on credit. There is not enough ready money to meet all the needs of exchange. Scarcely a business of any importance today is being conducted without bank credit.
There is no occasion for worry because of the large borrowings which the above figures denote. On the contrary, there is much of encouragement in the situation. There are not a few who believe that the World War would never have found us on the side of Allies if we had as much money invested in the dominions of the Central Powers as in the dominions of the Allies. Where there are obligations to debtor to creditor it is of interest to both to continue harmonious relations. The danger is, that where countries which have large borrowings are weak, they may lose a great deal of the sovereignty by reason of the control of the creditor over the debtor. That has been the source of danger to the governments of Nicaragua, Haiti, Santo Domingo, China, and some other small or weak nations.
Over $3,000,000,000 is a good deal of money, but when we think of the billions wasted in the carry on of the World War, the amount seem very small. Much better is it to use the money for the promotolof of the arts of peace than for destruction and the fomenting of lasting hate.

Poultry Tour
Requests have frequently been made for the Agricultural Extension Service to arrange a tour outside of the county. W. M. Cory, assistant farm advisor in charge of poultry work in the county, announced that such a tour had been programmed for Saturday, December 22. Those attending are to assemble in front of the Hall of Records by 8:30 a.m. Bring your lunch and a cup if you wish coffee. Coffee will be provided.
Stops on this tour will include the George Richardson poultry ranch at San Gabriel and the Lumbach ranch at Pasadena. Both of these men have been in the game for many years, making it a successful business venture. Thus those attending will have access to a fund of information.
No reservations need be made except to be on hand Saturday morning by 8:30 with your lunch.
