Competitive Basis For Co-Operatives
Existence Depends on Ability to Face Competition
"Co-operative marketing organizations must face the fact that their very existence depends on their ability to function on a strictly competitive business basis," announced C. P. Earley, general manager of the Mutual Orange distributors, today. "Co-operation is not magic wand nor a secret formula of success, but rather a means when coupled with common sense business principles behind them, by which the rowers of California should be able to better their economic position. Many who have been in close touch with marketing problems realize that the dominant question is not: how much of the commodity a co-operative can control; but how efficiently can it distribute and sell the output which it already has? The fallacious idea of a monopoly of a given farm commodity by a co-operative has been exploded. We are entering a new era in co-operation, an era which undoubtedly will mean better days for the farmer.
"Enforced co-operation, the theory that growers should be forced to affiliate with a co-operative, is not only repugnant to the very basis of American agriculture, but a shortsighted policy which will antagonize rather than organize the producers. Co-operation and coercion, even by law, are diametrically opposed. It is interesting to know that the belief in 100% control and enforced co-operation has been quite generally discarded. The following editorial from a recent issue of the "California Cultivator" indicate the attitude of some of the recognized farm journals.
"We never like to brag about our achievements,' the editor says, 'and thoroughly despise the phrase, 'I told you so.' however, we cannot help feeling mildly pleased at the changed views of most of our co-operative leaders during the past two to three years as regards the essentials necessary to success in co-operative marketing. Although the average income for the 4-H members competing was $46.30, the true value of the Agricultural Club work cannot be measured in terms of dollars and cents. What the 4-H Club Work is, is of more importance than what it does. The work in Orange county would have been worth while if no profits had been made. The ideals that have been achieved were well expressed by Carl Allison of Tustin in th required story accompanying his record book on vegetables: "The club work this year has given me an interest in farming, has taught me how to handle cash, and has showed me some of the many difficulties." 4-H Club work is fundamentally training for future rural leadership and the agove statement indicates that the members are acquiring the necessary fundamental viewpoint and training through the Junior Agricultural Clubs, and as such are worthy of the support being given them by the various communities, parents and leaders in the county.
Farm Advisor Makes His Annual Report
A 106-page manuscript embodying the annual report of the farm advisor has just been completed by Harold E. Wahlberg and his assistants, W. M. Cory and E. E. Eastman, who compose the staff of the Agricultural Extension Service in Orange county. Copies of the report have been submitted to the United States Department of Agriculture at Washington; the College of Agriculture; Berkeley; and the County Board of Supervisors.
This has been one of the most active years of the service since its establishment ten years ago. During that time, according to the report, many effective changes have been made in agricultural practices throughout the country. 'This change was apparent in the discussions of the subject at the Berkeley meetings of the American Institute of Co-Operation last summer, and it was still more apparent in the talks on co-operative marketing at the last Fruit Growers' and Farmers' Convention at Riverside.
'All those who discussed this subject at Riverside agreed that co-operatives must go on a strictly business basis, competing in the markets where necessary, keep their costs of handling and marketing down to the minimum consistent with the quality and appearance of their commodity and at all times strive to return their grower-members at least as much as they could get from independent dealers.
"The ideas of monopolistic control and long term contracts have generally been thrown in the discard and in their stead is coming the one-year or one-crop contract and competition in marketing based on a higher quality product put up to meet the demand of the consumers.
"We have always argued that there was no reason why a co-operative with sufficient volume of goods to keep down excessive overhead cost, should not be able to successfully compete with the independent dealers and to say that it could not was admitting that the independents were either more efficient in their operation or better salesmen. Successful co-operatives have proved that this is not so, in fact, they show that they can operate on a smaller percentage than the independents.
Both Mr. Creech of the Sun-Maid, and Mr. Harlan of the Prune and Apricot Growers, made it clear in their talks at the Riverside convention that they proposed to run these two big co-operatives on a strictly competitive business basis with the constant end in view of returning to their grower-members as good or better returns than they could get on the outside. We believe they can do it and if they succeed they need have little worry about retaining their membership."
Junior Agricultural Clubs Make Money

An income of $5007.17 was made by Agriculture, Berkeley; and the County Board of Supervisors.
This has been one of the most active years of the service since its establishment ten years ago. During that time, according to the report, many effective changes have been made in agricultural practices throughout the country. Some of these changes effected by the Extension Service include better irrigation and fertilizer practices in citrus orchards, thinning of old walnut groves, cowtesting work which has increased the butterfat production of Orange county dairies, more extensive drainage districts, improved grain varieties, more windbreak plantings in wind exposed districts, alkali reclamation, improved poultry management, and many other projects.
During the past year the farm advisor reports that his staff made 1772 farm calls. 3722 farmers called at the office for agricultural information; 95 field demonstrations, 15 agricultural tours, 4 institutes and a total of 393 meetings were held in connection with Agricultural Extension Service work. The total attendance during the year was almost 22,000 persons, according to his reports.
Some of the outstanding activities this year, which are explained in the 1928 report, are the survey of the persimmon industry; the survey of windbreak plantings; the survey of the damage to farms by the St. Francis flood; production cost studies of oranges, lemons, poultry, lima beans and honey for Orange county conditions; Orange County Bankers' Tour; Southern California Avocado Growers' Field Day; Southern California Walnut Growers' Field Day; Southern California Citrus Pest Control School; Southern California Persimmon Growers' Institute and Field Day; Walnut Growers' Extension School; Annual excursion to Citrus Experiment Station; Irrigation investigations; Forest Crew Leaders' School; Junior Agricultural Club Fair; Grain Growers' Field Day; Cattlemen's Field Day; and increased butterfat production. 30 lbs.
Annual Dairy Day Set December 14th
The directors of the Dairy Department recently set December 14th as the date for the Annual Dairy Day for Orange County dairymen. The event is sponsored by the directors of the Dairy Department, consisting of F. H. Finney, Santa Ana, chairman; H. L. Wakeham, Santa Ana; Wm. Segerstrom, Greenville; E. A. Wakeham, Anaheim; L. E. Platt, Santa Ana, and A. H. Ostercamp, Santa Ana.
Since E. A. Wakeham's herd had the highest average butterfat production of those in the cowtesting association, his place was chosen for the occasion.
It is planned to begin the program at 10 a.m., with lunch at noon and conclude in sufficient time in the afternoon to permit those attending to get away to attend to their duties at home.

An income of $5007.17 was made by the Junior Agricultural 4-H Clubs of Orange county during the fiscal year which ended on November 1. Deducting the cost of production, the boys and girls made a profit of $1410.24.
There were thirteen projects, or branches of work, undertaken, of which the Bee Raising Contest was most profitable, making a total income of $791.82 with a profit of $371.41. The Poultry Brooding Contest was second with an income of $623.07 and a profit of $230.78. The Doe and Litter Contest was third, with an income of $680.64 and a profit of $223.06. Only two contests showed a total loss—pig feeding and turkey brooding.
The high member in each of the contests is given below with the profit derived from the project:

Changes Expected in Boulder Dam Bill
Leaders of forces both for and against the Swing-Johnson Boulder dam bill indicated willingness to abide by suggestions of the commission for changes in the bill now pending before the senate, but denied reports that a compromise is being negotiated.
Senator Johnson, co-author of the measure and leader of its proponents, said he was prepared to amend his bill along lines suggested by the commission. He minimized the importance of these changes and said he did not believe a substitute bill would be necessary.
Senator Hayden, Democrat, Arizona, who helped with the filibuster against the Boulder dam bill at the last session, said he understood the report substantiates Arizona's contention that the Swing-Johnson bill in its present form is not a feasible measure.
He was not prepared to say he would abandon his opposition if all the commission's objections were met by amendment, but indicated willingness to abide by the commission decision so far as its report goes.
He pointed out the commission was empowered to study only the economic and engineering feasibility of the project while Arizona also objected to it on other grounds.

Senator Smoot, Republican, Utah, another opponent of the bill, issued a statement setting forth the engineers' chief objections to the Swing-Johnson plan, but later withdrew it, saying he would delay comment until the final draft is made public.
The preliminary report is understood to uphold the feasibility of a high dam such as the Swing-Johnson bill provides with engineering changes. It places the cost at $40,000,000 less than the bill and recommends changes in the plan for amortization.
Sugar Beets in Orange County 1928
The harvesting of sugar beets is completed for the 1928 season in Orange county and records available to date indicate that the income to the county from this source will be approximately $657,310.
The average test so far reported is very satisfactory, being 18.42 per cent; and the average yield is nearly ten tons to the acre—9.9958—to be exact. Last year the yield was 8.91 tons. The average price per ton was $8.21 on five-cent sugar.

Prospects for the industry during the coming year are favorable, and all indications are that a larger area will be devoted to the crop than there was this season.

NOTICE IS HEREBY GIVEN that on Monday, December 24th, 1928, at the hour of ten o'clock, A.M., of said day, at the South entrance to the Orange County Courthouse, in the City of Santa Ana, County of Orange, State of California, the Abstract & Title Guaranty Company, a corporation, as trustee under a certain deed of trust executed by Mrs. Freda Sherman, and recorded in Book 79, at page 310 of Official Records of Orange County, California, which was given to secure a promissory note for the sum of Twelve hundred dollars ($1200.00), due ninety days after date, with interest at seven per cent per annum, payable at maturity and if not so paid to be compounded, in accordance with the said deed of trust; and in compliance with a notice of default and demand for sale of the property in the county of Orange, State of California, or to exhibit the same with the necessary vouchers to the said Walter Nelpp at his place of business at the office of Eldon W. Stark, Room 2, Golden State Bank Bldg., Anaheim, in the County of Orange, within ten months after the first publication of this notice.

NOTICE OF SALE OF REAL PROPERTY BY TRUSTEE UNDER DEED OF TRUST
WHEREAS, G. M. SIMPSON and FANNIE C. SIMPSON, his wife, by Deed of Trust dated April 6th, 1927, recorded April 18th, 1927, in Book 41, page 1 of Official Records of Orange County, California, did grant and convey the property therein and herein after described, to Orange County Title Company, as Trustee, to secure among other obligations, the payment of one promissory note dated April 6th, 1927, payable to THE ANAHEIM NATIONAL BANK or order, for the principal sum of $6500.00, due six months after the date thereof, with interest from April 6th, 1927, at the rate of seven per cent per annum, payable quarterly; and
WHEREAS, default has occurred in that the principal due on said note on October 6th, 1927, has not been paid; and
WHEREAS, The Annheim National Bank, owner and holder of said note, heretofore demanded that said Trustee sell property and on August 18th, 1928, duly recorded in the office of the County Recorder of said County, in Book 195, page 68 of Official Records thereof, a notice of said default and of its election to cause said property to be sold and more than three months have now elapsed since the recordation of said notice.
