Legislature Must Favor Agriculture
Ralph Taylor Appeals for Votes for Proposition No. 1
A sympathetic legislature has never been more needed by agriculture in California than at present, with at least five major problems awaiting legislative solution. Ralph H. Taylor, executive secretary of the Agricultural Legislative committee, declared in appealing for support of the Federal Reapportionment Plan.
"What would you think of our army if in time of war it was controlled by the enemy?" Taylor suggested.
In the economic war between producer and consumer that is exactly what the farmer will be doing if he hands over control of the law-making body of the state to the three big urban counties," insists the agricultural secretary, likening the strife looming between the great agricultural producing counties and the consuming centers of population to actual warfare.
The city legislators will never take the financial tragedies of the producer seriously, in Taylor's opinion, and this necessitates the preservation of farm district control in the senate by the ratification of ballot Proposition No. 1.
The prosperity of agriculture means the ultimate prosperity of the state as a whole, for California is and always will be essentially an agricultural state.
The pressing legislative problems vitally affecting the agricultural interests of the state are sketched as follows by the secretary of the Agricultural Legislative committee, which represents a majority of the farmers of California:
1. The water problem—the adequate and economic distribution of water for irrigation; reclamation of the Sacramento Valley from flood dangers, and the reclamation of the San Joaquin Valley from its semi-aridity; local projects demanding assistance in the Santa Clara Valley, Santa Ana Valley and other regions; the securing of water where and when the farmer needs it at a price which he can pay. And in
Advertising Sunkist Plans Outlined
Newspapers, Magazines and the Street Cars to Be Used
The objectives of next season's Sunkist advertising campaign, plans for which have been approved by the board of directors of the California Fruit Growers' Exchange, are three-fold and remain the same as for the past twenty-one years, according to W. B. Geissinger, Sunkist advertising manager.
These objectives are: First—To increase the total demand for citrus fruits; second—to increase the preference for California fruit especially Sunkist; third—to improve distribution and merchandising by promoting through the trade better displays, reasonable margins and rapid turnover.
With each seasons advertising plan we endeavor to improve the technique and strategy of our attack and also intensify the efficiency of the various media used in the program," said Mr. Geissinger.
"Next year as during the current season we will employ three primary media to reach the 120,000,000 consumers constituting this market. These are magazines, street cars and newspapers, the first media reaching a circulation of class appeal and the latter two, street cars and newspapers, having mass appeal and circulation.
"The Sunkist trade work plans will be based upon a program similar to that carried forth during the current season with possible additions to personnel in some of the more important markets. Added to the personal activities of Exchange dealer service men will be the extra co-operation rendered the Exchange by the merchandising service departments of the Street Railways Advertising company and of the magazines and newspapers which cooperated during the current season.
"The educational work with domestic science classes, nurses training schools and other groups of the technical and professional field will be carried forth next season on lines similar to the past year's activities."
With the bumper crop of both such sum being the ample promissory note and a interest on delinquent cost of recording notice, the further sum of $500 under said deed of trust her sum of $250.00 at a total of $4109.74, and WHEREAS, in accordance provisions of Section 2 Code of the State of Redlands Building-Loan owner and holder of trust deed, did, on the June, 1928, cause to be office of, the County Range County, California to be filed in the office Registrar of Orange County a notice of such default to cause the property said deed of trust to beance with the provisions isly said obligations, v default and election to recorded in Book 174. NOW THEREFORE, given that W. T. Bill by virtue of the author them as trustees, will seize to the highest bidden ful money of the United 14th day of November, M. of 11:00 o'clock A.M. of City Hall in the City County of Orange, State all of the interest compy by said deed of trust in following described situate in the City of Orange, State of Cali as follows:
Lot Three (3) in Traffic map recorded in Book Miscellaneous Maps, Range County, California or so much thereof as shall seem necessary t
And in these efforts the farmer must compete with aggressive municipal interests which are seeking water and power from the same sources for their own use.
2. The adjustment of the peach situation to protect the peach growers in their struggle to get a fair price from the canners.
3. The agricultural need for state guaranteed pure seed, in the effort to secure which the farmers were defeated at the 1927 session by the city blocs.
4. The need of a co-operative plan to assure the raisin growers of the use of the complete rasin crop at a fair price in the future.
5. The prune problem, finding markets for the surplus prune crop and the co-operative marketing of it to the financial betterment of the growers.
These are the major issues, but the agriculturists are facing a multitude of others, any one of which affects the monetary future of thousands of farmers, according to Taylor.
JUVENILE TRAFFIC OFFENDERS
We read much these days about the necessity of motorists watching out for children, to avoid tragic accidents which may result in serious injury, perhaps death, to some youngsters. The burden is placed upon the motorist, who is told that it is up to him to exercise care.
There is also another side of the matter—the necessity of parents teaching children that they must obey certain laws and regulations which provide for their safety and that of their elders, even if compliance means the curtailment of juvenile pleasure to a certain degree.
We have in mind chiefly the youngsters of 10 years old and upwards, who scoot around the city streets on bicycles, day and night in a reckless harum-scarum manner. At night many of them have no lights on their bicycles and even when they have, they do not hesitate to cut in front of passing cars, scaring the drivers half to death. Again they are often as unmindful of the rights of pedestrians as the most reckless motorist.
These youngsters are old enough to know better. Certainly they are old enough to heed the counsel of their parents, and the latter should see that it is given them. If the law places a burden upon the motorist where tiny tots are concerned, it also places one upon the parents' "smart" ones.
OLYMPIC GAMES
By CNPA Service
In financing the staging of the Olympic Games in 1932, California, it is pointed out by those having the enterprise in hand, is in the position of being able to borrow several million dollars of invested money from Los Angeles without having to pay interest or pay back the principal.
This money is represented in such permanent facilities as the Coliseum, swimming pools, gymnasiums, tracks and training fields that will serve the purposes of the Olympic Games.
Mecause of this but $1,000,000 state aid for the Olympic Games is sought as compared to the $5,000,000 extended for the holding of the Pamana-Pacific International Exposition, much of which money went into temporary structures.
The state's appropriation for the Olympic Games, which was voted almost unanimously by the legislature and which, to be made available, must be ratified at the coming election through "yes" votes for Proposition No. 2, will be largely applied to extensive preparations over a period of three years toward insuring that the games will be staged on a scale that will draw multitudes of people from over the world to California.
Such preparations, according to officials of the California Tenth Olympiad association, should be well under way. They will require elaborate and painstaking organization of an administrative force that will have in hand the ordering of numberless details of the many departments arranged through hundreds of organizations in forty-six foreign nations.

These youngsters are old enough to know better. Certainly they are old enough to heed the ounsel of their parents, and the latter should see that it is given them. If the law places a burden upon the motorist where tiny tots are concerned, it also places one upon the parents of these "smart-Aleck" youngsters.
The parents may say it is up to the police. It is, to a certain extent, but we cannot have police at every corner. And as a usual thing, parents of youngsters who are summoned to court because their offspring have run afoul of the law, are more inclined to be swayed by sympathy for their children and antagonism against the police than they are by their duty as good citizens.
What has been written here relative to bicycle riders, also applies to those who operate "ecooters," or small wagons. Many a time we have seen youngsters dash madly along the streets or the sidewalks form a real menace to elderly pedestrians and exposing themselves to the dangers of traffic.
This particular phase of our traffic problem is as important as imposing speed limits and other traffic regulations upon the motorists, and the burden without argument, rests largely with parents. If they would aid in preventing tragedies which may bring heartaches to their families, they must impress upon the youngsters the necessity of staying within the law.
