Protective Tariff State's Mainstay California Will Vote to Elect Hoover on Paramount Issue "Duttered-fingered hands and classroom law makers must not hold the reins of power in the American government during the present era of prosperity, at least." This was the declaration here today of Edwin P. Morrow, former governor of Kentucky and one of the foremost orators of the South, who is touring Western cities on a speaking tour for Hoover and Curtis. Governor Morrow's talk was before the first meeting of the new Republican County Central committee and a gathering of Republican leaders at an Alexandria Hotel luncheon. Governor Morrow, apparently realizing the importance o the tariff issue in Southern California owing to the phenomenal development of the fruit and agricultural industries, took the occasion of his first Southern California talk to answer all of the campaign utterances on the tariff made to date by Governor Smith. Governor Morrow, in one of the most stirring talks yet heard in California during this campaign, denounced the vague stand of Governor Smith on a tariff policy and questioned the wisdom of turning the reins of government over to a "traditionally free trade party under the leadership of a man who is so indemnite as this man Smith." Governor Morrow said, in part: "Prosperity is the fundamental issue of this campaign. In the life and manner of life of every man, woman and child within the borders of these United States, this issue of prosperity is paramount. Let us concede that under the last seven years of Republican regime, the United States has enjoyed an ever increasing prosperity, an ever rising standard of living. The question then arises shall that regime be continued or shall we taken another road? Shall the Democratic party be given power for the next four years in the hope that it will not only maintain the level of prosperity enjoyed in the past seven years, but raise that level? I maintain that America is at the" If you believe in protective tariff as a source and mainstay of prosperity, will you trust the economic fate of this nation for the next four years in the hands of a traditionally free trade party under the leadership of a man who is so vague and indefinite as this man Smith on the subject of tariff, remembering that in so doing you will throw out of power and leadership the party which has traditionally, consistently, and emphatically supported the principle of protective tariff over a period of sixty years." Today's first meeting of the Republican County Central committee was arranged by the Southern Hoover leaders in honor of the new committee members. Mendel B. Silberberg, campaign director for Southern California, presided at the luncheon. Christian Science Lectriocast Residents of this vicinity will have an opportunity to hear an authorized lecture on Christian Science on Tuesday, October 2, from 12:10 to 12:50 noon, when Salem Andrew Hart, C. S., of Cleveland, Ohio, delivers a lecture on Christian Science which will be broadcast over Radio Station KFI (640 kc.) from Philharmonic Auditorium, Los Angeles, and/or the auspices of Tenth Church of Christ, Scientist, Los Angeles, with the co-operation of other Churches of Christ, Scientist of Los Angeles. Mr. Hart is a member of the Board of Lectureships of The Mother Church. The First Church of Christ Scientist, in Boston, Massachusetts. On the one hand lies the straight road of Republican administration with its proved ability to attain and maintain prosperity; on the other hand lies the fork in the road which we may label Democratic Administration. "Senator Joe Robinson, Democratic candidate for vice-president, in his speech of acceptance, made the assertion that 'it is time for a great economic adventure.' Those words sent a chill of foreboding to the very marrow of my bones. I know all too well what a Democratic, 'economic adventure' means in the homes of the common people. It means breadlines. It means strikes and lockouts. It means hunger, unhappiness, and the haunting fear of want stalking the lives of millions of our citizens. I cannot forget the great economic adventures represented by such ebbbooleths as Greenbackism, sixteen to one, populism, free trade, and the so-called "competitive tariff." A great economic adventure means the tinkering by inadept and amateurish correspondence-school mechanics with that most delicate machinery by which prosperity is maintained in this country. I shudder to think of the consequences that might occur should the reins of government be placed in the hands of incompetent, blundering, though well-meaning, theorists and classroom law-makers. "'Butter-fingered' hands must not hold the reins of power. "The tariff which now protects some twenty-five million jobs must be preserved at all costs. The Republican party has been the party of protective tariff since its origin—in fact it inherited that policy from its political predecessor, the Whigs. The Democratic party is historically and actually the party of free trade. "We have had slack periods of low tariff, tariff for revenue only, competitive tariff and, as affecting certain commodities, free trade. On the graphs and charts portraying the prosperity levels of this nation, those periods of low tariffs have coincided with the lowest periods of hard times. Low tariff has been in the economic history of this nation synonymous with hard times. American industry was on the verge of paralysis under the operation of the Underwood Tariff in 1914, on the eve of the outbreak of the World War. CRANE, Proprietor ANAHEIM GAZETTE Choosing Directors For Federal Bank In accordance with the provisions of Section 4 of the Federal Reserve Act, as amended, forms for use in the nomination of candidates for the position of Class A and Class B Director of the Federal Reserve Bank of San Francisco are now being distributed among the stockholding member banks of the Twelfth Federal Reserve District (comprising the States of Arizona, except the five southeastern counties, California, Idaho, Nevada, Oregon, Utah and Washington). Each of the twelve Federal Reserve Banks in the United States is conducted under the supervision and control of a Board of nine Directors, divided into three classes, designated as Classes A, B, and C. Class A consists of three members, usually bankers, chosen by and representative of stockholding banks. No officer or director of a member bank is eligible to serve as a Class A Director unless nominated and elected by banks which are members of the same group as the member bank of which he is an officer or director. Any person who is an officer or director of more than two member banks is not eligible for nomination as Class A Director except by banks in the same group as the bank having the largest aggregate resources of any of those of which such person is an officer or director. (See below for grouping of member banks). Class B consists of three members chosen by the stockholding banks who, at the time of their election, are actively engaged in their district in commerce, agriculture, or some other industrial pursuit. No Director of Class B may be an officer, director, or employee of any bank. Class C consists of three members designated by the Federal Reserve Board in Washington. No Director of Class C may be an officer, director, employee, or stockholder of any bank. One Class C Director, who must be a person of tested banking experience, is designated by the Federal Reserve Board as Chairman of the Board of Directors of the Federal Reserve Bank and as Federal Reserve Agent at the bank. Thus six of the nine Directors of a Federal Reserve Bank are elected by the member banks and three are appointed by the Federal Reserve Board in Washington. Al Smith may be for something stronger but we bet he would be satisfied with one-half of one per cent majority in the electoral college. B. West, Jr., looking at two sides of a difficult problem. The creation of a district, including several counties and a large number of cities, presents a question which needs some investigation, it was decided when the matter came before the board of supervisors. Santa Ana, Orange and Anaheim have signified their intentions of voting on the question of entering the district. Fullerton has decided not to put the question to its voters. The problem facing the county hinges on its right to order the proposition placed on ballots for the three cities when they have not made a formal request for this action. A letter to Col. S. H. Colonel Finley pointed out that Pasadena has been given the authority to call the election and suggested that this situation might carry automatically the provision for the county to place the proposition on the ballots. The election has been set for November 6 on the general ballot in order that the expense of a special election may be avoided. WOMEN LEGISLATORS The 48 states chose at their last elections 126 women to represent them in the various legislatures. As this is less than three for each one of the legislatures, the opponents of feminism can feel that the country is still safe. Weihen suffrage was a jolt to many old line politicians. It was like asking a business man to take on a large new set of customers, whose demands he did not comprehend. The old stand has often failed to produce the goods the women call for. The politicians met the institution with smiling courtesy, and graciously took the women into their counsels. But the work to be done had often been fixed up at a preliminary male caucus. In due time the women will have their own back room meetings, and there will be some man there, too. No doubt the election of November 6 will place many more than 126 women in the various legislative halls. Some alarmists may think the foundations of the republic will be shaken by the alleged emotional outbursts of the women. But the multitude of husbands who always take their wives' advice before doing anything, were at last accounts reported perfectly calm.
