Brock’s Recomend For Control of Pests
Horticulture Commissioner Tells Latest Methods of Treating Infected Trees
Horticulutral Commissioner Brock in his monthly bulletin for July, gives the following as the best methods of citrus pest control in Orange county during the season of 1928-29:
Black Scale—Where black scale is the major problem, best results can be obtained by fumigation the latter part of July and August. The minimum dosage used in this case should be 77% at the beginning of the fumigation season. This dosage should be increased as conditions permit; in fact, in all fumigation work the greatest dosage that can be used without injury should always be used.
Single brood black scale should be treated as soon as the eggs have hatched and the young emerged and, if possible, before any of them have reached the stage where they are not easily killed. In the average season this period would be between July 10th or 20th to September 15th. The same applies to the double brood scale except that the second or winter hatch can often be satisfactorily controlled by fumigation timed when the majority of the second brood are in the first stages of development, some time in the months of December, January and February. Individual grove inspections must be relied upon to determine the closing date for fumigation on black scale.

F. M. Brininstool Gives Some Valuable Pointers on Subject
Tribute to newspaper advertising as the most important “lever” in the lifting of business enterprise to higher levels was paid yesterday by F. M. Brininstool, president of the Brininstool Paint company, Los Angeles, Southern California distributors of Barreled Sunlight, in a report on sales increase for the first six months of the current year, in which the disclosure was made that plans are being considered by his and associated organizations for enlargement of production facilities in the near future.
“The first necessity in the building of a successful manufacturing business is production of a uniform high quality product,” he declared in an addenda to the report. "Given this, however, the task is not half completed until such time as you have convinced the public through the well-planned use of advertising, for which the newspaper provides the most important medium, of the outstanding merits of your product. Certainly our experience of the past few months in connection with the marketing of Flex through the aid of Southern California papers has convinced us that there is no substitute for the buying power represented by the readers of the large dailies."
As a result of the campaign conducted by the Brininstool, Bradley-Wise, Technical Oil and Paint, and Magner Bros., companies this year, all of whom are licensed in the manufacture of Flex, the necessity for plant additions has become urgent, the executive stated. It is highly probable, is the expansion program is carried out, that the Southern California units of the concerns will be the ones most vitally affected.

Black Scale With Some Purple or Red Scale—Where black scale is the major problem and some purple or red scale is found on a very few trees, the trees having an infestation of these scales should be spotted out and sprayed with a light or medium oil spray a week or ten days prior to the fumigation timed for black scale control.
Since under normal conditions the summer brood of purple scale does not appear until some time after the appearance of the black scale, it is possible that a single fumigation intended to control both purple and black scales would not be timed to get a satisfactory kill of one or the other, and might even give a poor control of both scales. Our experience indicates that a single treatment for these two scales is not generally satisfactory.
Purple Scale—The most satisfactory kill on purple scale can be obtained by spraying with a medium oil and following within ten days by fumigation with the highest dosage consistent with safety. This so-called "combination treatment" can be given at any time from the first treatment season in July until October with satisfactory results on purple scale. If it is given before the last date for fumigating black scale it will control both the black and purple scale infestations very satisfactorily.
The best single treatment for purple scale where it occurs as a general but light infestation is fumigation. Proper timing of this treatment is the all-important factor. The work must be done when most of the scale is newly hatched and the dosage should be not less than 88% to 100% if the size of the fruit and weather conditions permit. In a normal season a hatch of purple scale occurs in September.
If any early fumigation has been given for black scale, a second fumigation timed from seven to nine weeks later will give a very satisfactory control of purple scale. Winter fumigating and summer spraying have proved unsatisfactory as a control measure on purple scale.
Red Scale—Where red scale exists to any extent on oranges under our present annual system of treatment for scale control, it is usually of the so-called "resistant" type and requires the combination treatment as described for purple scale; otherwise, the best single treatment for the control of red scale has been found to be fumigation during the months of January and February, when a dosage of 100% to 110% may be applied.

STATE PLANTS TO GO
In view of the current agitation for putting the government into business and industry, the result of the recent primary in North Dakota is of more than passing interest.
State operation of mills, elevators, and banks which have been established in that state has evidently proved disappointing, as candidates pledged to get rid of these enterprises were chosen. In a special dispatch we read:
"Voters decided that North Dakota is in 'deep enough' in its state industrial program. They elected an independent Republican, running on a platform which called for a cessation of state industries.
An independent industrial commission pledged to take the state out of business as soon as possible was also elected. Independents assert that this will put an end to the establishment of mills, elevators and branch banks in competition with private industries."
Still, in spite of the failure which has generally attended such experiments, there are certain groups of politicians who would put all industry under political control, not in the interest of the people, but because political control makes jobs for a lot of parasites who could not succeed in fair competition with their fellow-men.
SALVAGING OLD AUTOS
In many communities the disposition of junked automobiles is quite a problem. While an abandoned automobile has some value as scrap, it is difficult to utilize it economically if it had to be shipped any distance to be melted down.
Where a sufficient amount of this scrap is available, however, it is possible to turn it to account by the installation of a plant to handle it. Such a plant is being erected in Kansas City to melt this material and manufacture it into other products at the rate of 10,000 tons a month. This salvage will tend to overcome the lack of natural ore beds in that vicinity.
Bernard Lcester, industrial representative of the Westinghouse company, who will furnish the electric equipment for the plant, believes that ultimately every state will have an electrically operated steel mill to keep its local supply of steel in circulation.
The aim of modern industry is to see that no material of value is wasted, and this plan for salvaging old automobiles is in keeping with that aim.

Mealybug—Artificial control measures for mealybug have not proved satisfactory and in many cases have had a tendency to prevent the effective colonization of the natural enemies. Growers should correlate the liberation of Cryptolaemus for the control of mealybug with their scale control problem. If the treatment is to be fungalization and additional ladybirds are required, the liberation should, of course, be held off until immediately following the treatment. If the treatment is spraying with an oil spray, it is probable that Cryptolaemus cannot be satisfactorily recolonized in the grove until the oil has entirely volatilized and left the trees. THE SCOTCH HAVE IT
Some clever brain has at last invented a new game or puzzle, which is said to be fascinating as the old familiar crossword puzzle, but with the advantage that it is easier and will take much less time to solve. If this is true, it looks as though crossword puzzles are to have a worthy successor in Schotchograms, which are to be introduced to the world within the next two weeks.
This news will come as a pleasant surprise to all those thousands of men and women who have recently forsaken crossword puzzles as their favorite form of amusement, because the dictionary refused to supply them with any more words to play with.
For the Scotchograms appears to have all the interesting features that made the crossword puzzle such a success. The idea being to make a telegraphed message convey many more words to the reader than are actually written. Brie% Scotchograms are tests of skill in the use of euphonious words. For example, the three words "and I will" in Scotchogram form would be the one word "anile." A complete message using this word would read, "Value loamy fifty economy broke ankle return Saturday," and this translated would read, "Will you loan me fifty on account of me being broke and I will return Saturday."

Municipal home rule, its value and its limitations, will be discussed by Dr. William B. Munro, professor of Municipal Government at Harvard University, and vice-president of the National Municipal League, during a short college course in the science of government announced by the Division of Public Administration of the University of Southern California, Los Angeles, for August 13th to 18th, inclusive.
Modern municipal administration, including relation of the city to the state, the city charter, mayory-and-council form of government, commission plan of government, city-manager plan, and forms and functions of county government, will be covered in six intensive sessions, including lectures and conferences, comprising a survey of the organization and forms of city and county government.
The Division of Public Administration of the University of Southern California is in Eovard Administration Building, 35th and University avenue, Los Angeles, where information may be obtained from Mr. Emery E. Olson, director of the division.

Burena Park News
The Sunday School board met at the home of Mrs. H. H. Haggerty Thursday evening, with seventeen present. Plans were discussed for Rally Day, to be held the first Sunday in October. The next meeting will be held at Anaheim Park.
The families of Mr. Morris and Mr. Hagel from Michigan, have moved into the Sanitarium building.
Mr. and Mrs. L. E. Berkey, Miss Betty Berkey, Mrs. M. S. Berkey and Mrs. J. B. Robison motored to Eagle Rock Friday, to visit Mr. and Mrs. C. H. Berckhan of Brooklyn, Iowa, who will spend a year in California. Mrs. Berckhan is a sister-in-law of Mrs. M. S. Berkey and aunt of Mrs. L. E. Berkey and Mrs. Robison. On Monday a family dinner was given at the home of Mrs. Robison, at which Mr. and Mrs. Berckhan and Miss Mary Berckhan and Miss Marjorie Eerckhan were guests of honor, and other guests were Mrs. M. S. Berkey, Mr. and Mrs. L. E. Berkey, Stanley Berkeley, Elizabeth Berkeley, Miss Hattie Stanley, Mrs. T. R. Payton and sons, Donald and Wayne.
The "Pioneer Boys" returned from a two weeks' stay at Camp Osceola, last Thursday. They were met at San Bernardino by Mr. and Mrs. Manuel Bastady, Mr. and Mrs. Robeson and H. S. Horn. The boys to enjoy this trip were Bailey and Bobby Shaw, Dudley and Jack Lemke, Paul Horn, Gene Moss, Masami Yamachika, Albert Bastady, Russell Knott, Lawrence Robeson and their leaders, Carl and Eddie Bastady.
Mr. and Mrs. W. B. Shaw and sons, Bailey and Bobby, left Saturday for a two weeks' vacation at Mammoth Lake.
While Mr. and Mrs. Ransbottom were on vacation trip in the northern part of the state, Mrs. Ransbottom was taken quite ill. She was taken to the home of her daughter at Bakersfield, where she is reported to be improving.
Miss Violet Johnson and Leslie Lawrence were married Saturday evening at the home of the bride's grandmother, Mrs. M. Johnson of La Mirada.
Rev. George Tingsley, pastor of the Fullerton Christian church, officiated at the al fresco ceremony, held under the succeeding boughs of an luminescent pennner.
Saturday evening dinner guests at the J. B. Robison home were Mrs. Finley Graham, Mrs. Owen Dearborn and sons, Carl and Charles, of Santa Monica, and Mr. George Farnham of the government aviation field near Riverside.

William Krebs Goes to China
Selected as Instructor in Physics At Canton University—Graduate of U.S.C.
William Krebs of Azusa, a graduate of U.S.C., has been selected as instructor in physics at Canton University and leaves this week for the Orient.
He was in town on Monday with his father, Richard Krebs, formerly a well-known resident of this city, arranging for travelers checks and attending to other details of business previous to his departure.
He met many friends here who congratulated him upon his appointment.
He proceeded to Long Beach for a short call upon friends, and departed for San Francisco later in the afternoon.
He will be a passenger upon the President Wilson, which will proceed to Hongkong.
He will travel to Shanghai, and go thence to Canton to take up his duties as instructor in the University.
He was selected from a large field of competitors, the position being one of the most desirable in the Orient.
Canton University has an enrollment of several hundred Chinese students, all speaking English fluently, and all determined to educate themselves for the work that lies before them.
They hold that the one thing needful in China today is education, and Mr. Krebs will be associated with a large faculty in their instruction.

The field is large and growing, and probably many more American instructors will be dispatched to that country. Chinese feel very friendly toward the United States for its uniform kindness to them, and are now preparing to negotiate a treaty with this country.
Mr. Krebs is to be congratulated upon his appointment. He taught physics in the Glendale High school last year, and his engagement by the Canton University is an advancement. He will remain in China two years, and on his return will visit the Phillipine Islands and will also tour Europe before coming home. He is a native of Azusa, unmarried, and is thirty-one years of age. His father was long a resident of this city, coming here fifty years ago when he was only twenty-five years of age. He has been living for a number of years at Azusa, where he is engaged in the orange industry.
