Chicago Firm Buys Water Companies A Dozen Concerns in Orange County to Be Consoliadted Consolidation of a dozen Orange county water companies under the ownership of the American State Public Service corporation. Chicago, is proceeding rapidly, Nelson Launer of La Habra, who will manage the properties in this section, stated. Approval of the purchase of seven companies in Orange county and one in Riverside county for a total expenditure of $218,925 was given by the state railroad commission, which authorized the issuance of stock by the Orange County Water company to the amount of $231,800 for the purpose. The eight companies represented in the permit granted by the railroad commission include the first unit to be taken over by the Orange County Water company, which is a holding company for the Chicago concern. Launer said. These companies, and the sale price reported to the commission are the La Habra Water company, $153,676; El Modena Water company, $6000; Olive Investment company, $20,000; Stanton City Improvement company, $6000; Bloomington Domestic Water company, $12,500; Los Alamitos Water company, $12,000; Cypress Water system, $7750; Simone Water system, $7000. The Placentia Water company, which has also been purchased by this same group and which is to be included in the consolidation, is in the second unit to be taken over. Launer said. Other companies in this section are now under consideration for purchase by the Orange County Water company, it was said, but the names of the concerns were not revealed. The Placentia transaction with others in the second unit, is said to be awaiting further approval from the railroad commission regarding this portion of the negotiations. This is expected within the next 30 days. Headquarters of the company in Chi- has also been purchased by this same group and which is to be included in the consolidation, is in the second unit to be taken over. Launer said. Other companies in this section are now under consideration for purchase by the Orange County Water company, it was said, but the names of the concerns were not revealed. The Placentia transaction with others in the second unit, is said to be awaiting further approval from the railroad commission regarding this portion, of the negotiations. This is expected within the next 30 days. Headquarters of the company in Chicago has issued orders to proceed with work of building up the smaller companies to provide improved service to consumers. Ample capital is available for development work and the consolidation will mean more extensive improvements and increased service. Launer declared. The American States Public Service corporation already operates groups of consolidated water companies in Washington and Oregon and in the northern part of California at Sacramento. They also operate the Los Angeles Suburban Water company. At least twelve companies are expected to be included in the Orange county group, Launer said. He will be in general charge of operations here with offices in La Habra. His position at the head of the La Habra Water company, largest of the consolidated concerns, placed him in a position to lend valuable experience to the Orange County Water company in the development program planned. It was said. He will continue his office in La Habra. A SAD PLIGHT Mexico is a country of tragedy. The assassination of General Alvaro Obregon, president-elect of the Republic, is one more murder added to the innumerable assassinations with which Mexico's history is studded. Three-fourths of the administrations of Mexico in the last one hundred years have not lived out their constitutional dates, and many of them had no right under the constitution to begin with. On the surface, it seems to us that few things could be more calamitous than the death of General Obregon, under any circumstances, let alone the disturbed condition which will follow the crime which caused his death. While relatively President, Calles' administration has been quiet and peaceful, yet the last two years have been pretty well filled with grievous troubles with foreign investors and a great controversy carried on with the religious organizations and primarily with the Catholic church. Fortunately, our country, which has been on the verge of severing diplomatic relations a number of times, has had a better understanding, due very largely to the good offices of Minister Morrow, who succeeded Mr. Fletcher as our representative in Mexico City. The Mexican constitution does not provide for a Vice-rPresident. The death of Obregon leaves the country without an elected head to take office. A "FARMERS' MARKET" Southern California farm producers will follow with interest the activities of an organization being perfected in San Bernardino for the purpose of establishing a "farmers' market" at which growers may dispose of their produce directly to jobbers, shippers and retailers. Enthusiasts backing the undertaking are already calling it the "San Bernardino Farm Relief Plan" and predicting great things of it. Time alone will tell whether this enthusiasm is going to materialize into tangible results. It seems to be agreed, in theory at least, that the agricultural producer must somehow obtain a better degree of control of his marketing facilities if he is to prosper in this day and age of business and industrial efficiency. Plans for realizing this ambition are numerous—almost anyone, in city or country, is willing to volunteer a solution for the grower's marketing and distribution problems. Various co-operative bodies, too, have made a worthwhile start in helping different agricultural groups to maintain something like a regulation of marketing. The new San Bernardino market, it is understood, will borrow some of the "system" of the "co-ops" and will, like them, insist on careful grading of the products handled to the end of inspiring public confidence in their plan. If the project is what news reports indicate it to be—a movement with grower backing for the benefit of growers—its operation will be watched with sympathetic interest by agricultural producers and public alike. Other similar movements in different parts of the country have met with varying degrees of success, and at times with failure. Maybe the San Bernardino folk have the stuff in them to put their over "big." "LEST WE FORGET!" Good citizens generally will be careful of fire in America's national forests. This may sound like "old stuff," but few people know all of the good reasons for saving the flanks of our mountains from the fire demon's searing touch. Fires destroy trees from which homes are made. They destroy the natural beauty which calls to the tourist and sportsman. They demand the expenditure of huge sums of money and much unpleasant, dangerous work. But beyond that, in Western America, at least, they strike directly at the greatest industries—farming. Fires divest our mountains of moisture-conserving trees and thickets, and create an irrigation problem which is an important one in this arid land of ours. Forest officials, with pencil and paper, have figured in an interesting way the actual value of tree and brush-covered mountain slopes to the people of the valleys down below, and thus translated into dollars and cents, the rocky hills assume a new dignity and importance... We believe that we are well within the facts when we say that General Obregon had the confidence and good will of a greater number of people, both in Mexico and out, than has President Calles. However, they were friends, each carrying out the policy of the other, and General Obregon had formally made declaration upon the religious issue which pglaced him directly in line with President Calles' policy in that respect. It was generally believed that President Calles, in following Obregon, was not as diplomatic in his office as was the General. It is possible that President Calles will call a special election under the circumstances, but we do not believe it to be likely. It is more probable that he will simply declare that an emergency exists and continue to administer the affairs of the government. The opponents of General Obregon for the nomination were killed as they led open rebellions against the government several months ago in the pre-election days. The death of Obregon removes from the field all those of whom mention has been made as possible successors to President Calles. Mexico's regular condition is that of revolution. It is like the man's horse down in Kentucky, whose regular gait was running away. The crime, as all crimes do, injures all the people, and in this instance it harms the Mexican people more than they now realize. Confidence, their stand among the nations of the world, their ability to have influence in counsel, justice itself within their borders, are all predicated on orderly government. But beyond that, in Western America, at least, they strike directly at the greatest of industries—farming. So let every man who likes progress and prosperity remember that one little careless act this summer in our forests may cost his state and nation a large sum, directly for fire fighting, and a still larger sum, indirectly in loss of brush and trees from the highland watersheds. MORE OIL SWINDLERS In a recent issue a leading oil journal sounds a warning against a new crop of oil stock swindlers now springing up as a result of the wave of speculation which is sweeping the country. Since the successful prosecution of fake oil promoters at Fort Worth in 1923 this particular brand of swindler has been lying rather low, but he is now emerging in great numbers. By the most plausible and seductive advertising the ignorant sucker is being induced to "invest" in beautifully engraved stock certificates, in the hope of becoming part owner of a roaring "gusher." The American Mining congress, reputable oil concerns, bankers and others are doing what they can to warn the public against these crooks, who play upon the credulity of the publisher but so long as these warnings go unheeded the suckers must pay for their folly. It is a true saying that "a fool and his money are soon parted." And no one can facilitate the parting morally than a silk oil stock swindler. We will never get an ideal candidate for office until some politician evolves the "liberal dry" candidate. S. H. Finley, of Santa Ana; H. H. Hale, Anaheim, and A. N. Saxton of Orange, were elected to the board of directors at the annual meeting of the organization held yesterday in Riverside. The association is active in connection with the interests of Orange, San Bernardino and Riverside counties in water conservation. Cuttle, with E. O. Rickard and C. J. Ketting of Riverside, were placed on the board from that county while George S. Hinckley, J. C. Jones, and J. W. Cutick were selected to represent San Bernardino county. ORDINANCE NO. 501. AN ORDINANCE OF THE CITY OF ANAHEIM CREATING A PLANNING COMMISSION AND DEFINING ITS DUTIES. The Board of Trustees of the City of Anaheim De-Ordain as Follows: Section 1. There is hereby established a City Planning Commission. MEMBERS Section 2. The City Planning Com- Excepting the Secretary, the members of the Commission shall not receive any compensation for their services and said board of Trustees shall fix the compensation, if any be paid to the Secretary. MEETINGS Section 5. The Commission shall meet at least once a month and at such times and places as they may fix by resolution. Special meetings may be called at any time by the President or three members of the Commission by a written notice served upon each member of the Commission not less than three hours before the time specified for the proposed special meeting. Four members of the Commission shall constitute a quorum for the transaction of business. Said Commission shall cause a proper record to be kept of its proceedings. DUTIES Section 6. Said City Planning Commission shall have power: (a) To recommend to the proper officers of said City, plans regulating the future growth, development and beautification of the city in respect to its public and private buildings and works, streets, parks and vacant lots. (b) To recommend to the proper officers of said City, plans consistent with the future development of said City in order to secure to said City and its inhabitants sanitation, proper service of all public utilities and transportation facilities. (c) To make recommendations to any public authorities or any corporation or individual of said City with reference to the location of any proposed buildings, structures or works. (d) To recommend to the proper officers of the said City the approval or disapproval of any maps or plats of subdivisions of land. Every such map or plat shall, prior to its final approval or disapproval by the proper officers of said city, be submitted to said Commission for its recommendations to be endorsed thereon to such officers. (e) To do and perform any and all other acts or things necessary to properly carry out the provisions of this Ordinance. FURTHER DUTIES OF COMMISSION, INCLUDING ZONING Section 7. Said Commission shall cause to be made at the direction of said Board of Trustees a map or maps of the City or any portion thereof, including adjacent territory lying outside of the corporate boundaries of said city, also, any proposed widening, extension, closing or relocation of any street or highway or any change in the plan of said City as the Commission deems advisable.
