Northern California Is Planting Navels
Many Acres to Be Set to Trees Above Sacramento
Northern California will witness a tremendous increase in the planting of Washington navel oranges in the next few years. This is the opinion of A. D. Shamel of the United States Department of Agriculture, who has been working for a number of years at the citrus experiment station of the University of California in the development of better citrus fruits.
Shamel believes that the thermal belt of the Sacramento valley is destined to see the greatest future development of any part of California in the planting of this early ripening variety of citrus fruit.
The belt extends from the Fairoaks and Orangevale section of Sacramento county northward to the Oroville district, a strip approximately 100 miles long and varying up to 20 miles in width.
"The Washington navel orange crop, which had its start in Riverside almost by accident in 1871, has grown to the point where it brought in $40,000,000 last year to the growers."
"In the south, we have been attempting to develop a late-ripening Washington navel. In this section we want an early ripening fruit, a crop that can be harvested for the Thanksgiving and Christmas markets." Shamel said.
"We have recently found at Redlands a Washington navel orange that ripens in October. With fruit developing normally in this section in November and December, careful selection of such an early ripening variety, of the highest quality, would result in building an industry here of tremendous value."
Must Make Returns On Realty Transfers
Galen H. Welch, collector of internal revenue states, that investigation by upper body of Congress, the Senate, was provided to represent the state rights contingent, and the number from each state in the Senate is the same.
There has been no apportionment since 1910 and Congress steadfastly refuses to obey the Constitution and make reapportionment. The reasons for this failure are several. One is that there has been a change in the density of the population in various states so that some states would add materially to the number of representatives in Congress while other states would remain stationary and some actually lose. Strange to say, the Constitution bears no weight apparently with the members of Congress when it comes athwart the possibility of their state losing some members in the national body. These men, without any consideration of the intent of the Constitution or of the injustice of carrying on under present conditions, and the failure of millions of people to be represented in Congress equitably refuse to do their duty. Moreover, the congressmen are fearful, even when one or more congressmen are to be added in some states, that the readjustment of the lines of congressional districts will so change the equilibrium as to possibly throw them into a district of the opposite political conflict from what it now is or maybe put two present congressmen together in one district or put a powerful county in their district which will demand representation.
From whatsoever reason the members of Congress were prompted, they have just taken action that means the postponement of reapportionment again. It will mean that California, with tremendous increase in population, is denied additional representation and that some of our eastern states and middle western states which have actually lost numerically in population will continue to have the additional representation in Congress. If this failure were in a city council, action could be brought by a taxpayer to mandamus the council to perform the constitutional act which it is the sworn duty of the members to do. But there is no legal method to force one of the co-ordinate branches of our state or federal government to perform its duty under the Constitution. Must Make Returns On Realty Transfers
Galen H. Welch, collector of internal revenue, states that investigation by his deputies has developed the fact that during the year 1927 a large number of profitable real estate sales and exchanges were made in Southern California, but upon which no return was made to the government for income tax purposes.
"A large force of deputy collectors are now engaged in checking realty transfers," said Mr. Welch, "and I would strongly urge all taxpayers who have neglected to make proper returns to cover profitable transactions in real estate during 1927, to at once file an income tax return to cover, and save themselves penalties and trouble and the internal revenue department much unnecessary work."
Returns filed before June 1 will save the taxpayers considerable additional penalty.
The collector further suggested that as a matter of precaution, any taxpayer who sold or exchanged real estate during 1927 which was not included in his income tax return, and is in doubt as to proper procedure get in touch with the collector's office at once and secure free advice.

CONSTITUTION IGNORED
The Constitution of the United States provides that every ten years following the census there shall be a reapportionment of the members of Congress, which apportionment shall be based on the new census, to the end that representatives in Congress shall carry out the design of the Constitution as a representative body, not representing the states, but representing the people. NOTICE INVITING SEALED PROPOSALS OR BIDS FOR PRINTING AND ADVERTISING
Notice is hereby given that sealed proposals or bids will be received by the City Council of the City of Anaheim at the office of the City Clerk of said City, up to Thursday, the 14th day of June, 1928, for furnishing of all printing and advertising for the City of Anaheim for the year commencing June 1, 1928, and ending June 1, 1929.
All of said printing and publishing shall be done in conformity to the specifications thereof, which said specifications are marked and designated "First amended Specifications for printing and advertising for the City of Anaheim," now on file in the office of the City Clerk.
Such proposals will be received as follows:
First: For all advertising to be done by said City required by law to be published in a daily newspaper published within said City.
Second: For all advertising not required by law to be printed in a daily newspaper, but required by law to be printed each issue for a definite period of time.
Bidders shall state in their bids whether or not such bid is based upon an estimate for publication of advertising in a daily or weekly newspaper, and shall designate therein the name and address of such newspaper.
Fourth: For job printing required by the City of Anaheim, according to said specifications and according to forms and specimens on file in the office of the City Manager of said City.
Should the job printing required exceed the estimate therein set forth, the compensation for such job printing in excess of said estimate shall be at the same rate as that mentioned in the bid for such estimate.
Fifth: Separate bids will also be received for printing notices of street improvement required by law and also for printing such notices in connection with publishing notices and resolutions.
WHEREAS, the Board of said Savings, Loan Association of Anheim 12th, 1927, exercised its trained in said note and resolution on said day of said loan was then laid out and that the withdrawal date of all shares of said pledged as collateral secured payment of said note was that said Board of District resolution did thereupon sum of $156.80 to the price note; and
WHEREAS, said Savings Building Association of declared the whole principal sum of said note thereon as aforesaid, sums secured by said note now due and payable, mandated that said Trust premises granted by said to accomplish the object therein expressed; and
WHEREAS, said Savings Building Association of on February 2nd, 1928, office of the County Orange County, California above mentioned brief and notice of its election property described in Trust to be sold by said Title Company, in accordance provisions of said Deed satisfy the obligations set Deed of Trust, which now and of election to sell recorded in Book 131, pages Records of said Orange.

The City Council reserves the right to reject any and all bids, or any part of any bid, and may accept bids separately for advertising required by law to be published in daily newspapers, for advertising not required by law to be printed in a daily newspaper, but required by law to be printed each issue for a definite period of time, and may accept bids for City job printing independently from said City advertising, or as a part of the same bid.
