Flood Waters Must Be Stored in County
Supervisors and Advisory Board Define Their Attitude
W. S. Post, state engineer, is expected to report on July 1 the results of tri-counties surveys on the Santa Ana river basin made by the state. The two Orange county bodies, the supervisors and advisory board, which met Thursday, took a firm stand in setting forth the principles they will favor as the basis of the report.
Paul Bailey, water conservation engineer of Orange county, informed the group that the state's report was scheduled for filing in July, and asked that a policy be determined on which he can stand, as representative from this section in conferences with the other counties on the state report.
Water was again recognized as the essence of prosperity in this section in the discussion which followed, culminating in the passing of a resolution in which this county's position was set forth. Bailey pointed out that two possible plans might be adopted in the state investigation, one providing for a dam here and one for a dam to the north. None of the proposals for a structure outside this county would place a dam further south than Riverside, he said.
Bailey explained that there is only meager data from which to determine how much water would percolate to ranchers here in case a barrier was placed to the north. If an equall division of water were attempted, he said, it would be impossible to make a computation as close as 50 per cent correct as to what would happen to Orange county's water supply as a result of placing a dam in Riverside or San Bernardino counties.
What Orange county will demand is its rightful share of the flood waters which heretofore have been escaping to the ocean, according to the opinions expressed.
The resolution passed Thursday, which will be forwarded to the boards of supervisors in Riverside and San Bernardino counties.
Touring Parties Find Many Scenic Spots
Few motorists who travel the Ridge Route are aware of the fact that a short side trip leads to a mountain region of great beauty. Leaving the Inland route just south of Lebec, a good dirt road leads through Frazier canyon to Frazier Mountain Park district. As far as the eye can reach, range after range of chaparral covered mountains surround the motorist and soon a beautiful valley is reached, wooded with genuine white oaks and pinion pines. The white oaks are a welcome sight to easterners who have not been "back home" for some time.
Here in Frazier canyon the Lord's Candle (Yucca) flourishes, and when in bloom presents a very beautiful spectacle. From a base of dagger-like leaves, an upright column of cream-colored blossoms, 10 to 15 feet in height, reaches upward, resembling a candle. In the early days the Indians used the yucca as food, roasting the young stalks.
The country surrounding this park is replete with historical interest. Several god mines, opened in 1880, are still in operation and further up the valley are some borax mines, the borax coming out in such a pure state that very little refining is necessary. From Frazier canyon a side road branches off into Cuddy valley, where is located a large cattle ranch. Cuddy valley lies in the Topatopa mountains, surrounded by several prominent peaks, all more than seven thousand feet in elevation. The higher reaches of the mountains are covered with heavy timber, and in recent years have become very popular for summer homesites.

Whereas, the counties of San Bernardino, Riverside and Orange in cooperation with the state of California have undertaken to work out to their mutual benefit, for the Santa Ana river and its tributaries, a plan of reservoir construction and operation and of water spreading that will control floods and affect the complete conservation of water now wasted into the ocean during the flood season, and
Whereas, the supervisors of Orange county and their citizen's advisory committee believe that it is for the best interests of all three counties that such a plan be devised and are desirous of assisting the work to a successful conclusion, and
Whereas, the engineering investigations preparatory to working out such a plan have been under way for the past three years by the state engineer in consultation with an advisory committee of three engineers, one appointed by each of the boards of supervisors of the three counties, and
Whereas, the collection of data and information necessary for working out such a plan has proceeded to the point where preliminary consideration is being given to the formulation of this plan, and
Whereas, this plan will seriously interfere with the rights to flow in the Santa Ana river now vested in the citizens of Orange county if it does not conform to certain principles, and
Whereas, the burden of initiating legal action to preserve these rights should they be encroached upon by this plan, and likewise the burden of initiating legal action to secure their allotment of water conserved by this plan, should it be interrupted in its course before reaching Orange county, will devolve upon the citizens of Orange county, and
Whereas, the principles that will protect the rights now vested in the citizens of Orange county and that will insure the receipts of their allotment of waste water conserved under this plan, will also permit the control of floods suitably to the needs of each county and affect the complete conservation of all waste water of the Santa Ana river at the least cost, and
Whereas, some of the proposals for inclusions in the plan placed before the advisory committee to the state engineer do not conform to principles that will protect the rights now vested in the citizens of Orange county.

Deputy United States Internal Revenue Collector Alas P. Yorick went into the Los Angeles office of his dentist one day last week to have a tooth filled. After the patient had climbed into the operating chair and had had his jaws properly pried open so that he could not talk, the dentist proceeded to remark that it had not been necessary for him to file an income tax return for 1927. His gross income, he stated had been over $5000 for the year, but after deducting $5500 allowed by law because he was a married man, and $800 more because he is the father of two dependent children, and $800 more representing the loss sustained by the sale of some stock in the Surrothing Oil Company, he was exempt from the payment of income tax, so made no return and the doctor seemed rather pleased over the fact.
As soon as Deputy Collector Yorick was released from the doctor's chair, and was able to articulate again, he proceeded to quote the law on the subject, which provides that every individual whose gross income for the year 1927 was $5000 or more must file an income tax return, no matter what his net income and no matter whether married or single. Deputy Collector Yorick also called attention to the fact that the law provides that all individuals "who willfully fail to pay income taxes or make returns" shall be liable to a fine of $10,000 or imprisonment for one year, or both.
The dentist of this little story is a highly reputable member of his profession and of course had no intention of trying to evade the law, but it is needless to say that he lost no time in filing a belated income tax return and thus squared himself with Uncle Sam.
This experience gave Deputy Collector Yorick an idea, if his own dentist whom he knew to be an honest and intelligent man did not know the tax law, perhaps there were other professional men ignorant of the law also, so he, together with a large number of his fellow deputy collectors, is now engaged in calling upon all of the professional men in Southern California to assist them set themselves straight with the federal government.
The moral to this little story—if you have been delinquent in sending in your income tax returns for 1927—is DO IT NOW and save yourself possible penalty and much inconvenience.

1. That the quantity of water now percolating from the channel of the Santa Ana river and its tributaries in any season under present conditions into the several subterranean basins along their courses, including the Orange county coastal plane, to which water the lands overlaying the several subterranean basins are entitled by law to continue to percolate into their respective basins, be not disturbed, and that the times and rates of percolation that now occur within each season under present conditions be disturbed only to the extent necessary to secure a seasonal control of flood flows.
2. That such flood waters now being wasted into the ocean that may be Orange county's share in the plan for the control of floods and complete conservation of the waters of the Santa Ana river, be reservoired downstream from the agricultural lands of the two upper counties at such point or points as may be selected by the board of supervisors and citizen's advisory committee of Orange county.
3. All the World Will Flock to Olympiad
Hundreds of Thousands Expect to Trek Here in 1932
Reports from Europe of an enormous influx of visitors from all over the world to witness the Olympic games at Amsterdam this summer and fall have turned attention in California to what may be expected here in 1932, when the next games—the tenth Olympiad—will be held here in this state. It is estimated by officials of the California Tenth Olympiad Association that hundreds of thousands of persons from North and South America, Europe, Asia and elsewhere will come to California during the approximately eighth months of 1932 during which the games will continue.
What this great number will mean to the people here, in money spent in stores, at hotels, in sightseeing and other ways, as well as in railroad, steamship and motorbus patronage and purchase of California products is impossible to compute, Olympiad officials say.
While many of the visitors will be attracted by the athletic and sports features of the games, which will be held in various parts of the state, according to the nature of the events, thousands will be interested in the exhibits of paintings, sculpture, architecture, music and other of the arts, which also are a feature of the Olympiad.
With the games as a magnet of attraction, tourists in unprecedented numbers will travel over every section of California, visiting mountain and seaside resorts, historic places of the coast and the interior, the big cities and smaller towns—in fact everywhere that fancy draws them. A year of widespread prosperity and world publicity for California will be the result, it is declared.
