Sale of Motor Cars Decrease in County All Sections of State Show Big Slump in February With registrations of new cars sold in Orange county in February showing a 39 per cent loss as compared with the same month in 1927, this county showed the heaviest loss of any of the twelve leading counties in the state in point of sales volume on trucks and passenger cars, according to a compilation of registration figures by the Motor Registration News. According to the publication, sales in the county during the month were 225 as compared with 368 for the month in 1927. The county slipped from sixth place in February, 1927, to tenth place in 1928 in the list of twelve counties regarded as the leaders in the state in sales volume. In the state, the registrations were 15 per cent below the number recorded in February, 1927. The News says, the registrations for the month in the former year being 13,880, while last month they totaled 11,773. The sales last month also were less than for January of this year. Commenting on various features of the registrations for last month, the News says: "Northern California fared the better of the two sections, for in comparing their totals of 5,076 for February of this year against 5,406 for February a year ago we find a shortage of only 330 sales, or 6 per cent. Southern California has suffered the largest decrease, for in the month just closed a total of 6,697 passenger and commercial cars were registered, while in the same month of last year they reached a total of 8,475. This is a shortage of 1,777, or 21 per cent. In the passenger car industry we find the shortage listed as 1770 sales, or 14 per cent. The state totals for February, 1928, register a total of 10,979, whereas a year ago the total sales amounted to 12,749. Northern California is again the better of the two sections, inasmuch as Lyman Wilbur, president of Stanford university; Henry W. O'Melveney, Los Angeles, former member of the city park commission of that city; Major Frederick Russel Burnham, Los Angeles, explorer of international reputation, and ex-Senator W. F. Chandler, Fresno authority on recreational conditions in the interior valleys of California) as guaranteeing to the people of California that such bonds, if voted, will be wisel yand fairly expended." PURPOSE OF COLLEGE "We in America have reached the point where we need not only to define the place of the college and the university in the scheme of education, but likewise and more important, we must determine what function the institution of higher learning is performing in our society," says Dr. Hubert Work, secretary of the interior, in the current issue of the National Republic. "Is it the purpose of our colleges and universities to provide adornment for the intellects of persons of leisure; to enable the masses to secure the means of livelihood and enter avenues leading into the higher professions; to furnish a few years of irresponsible, but happy, social environment; or to create the possibility of fame and renown through athletic prowess or literary achievement? Are the purposes of higher learning to be found in one or all of these or similar directions? These questions are easily asked, but it cannot be said that there are one or two important services for the college or university to perform and that coincident results may be regarded in the light of by-products. "I think we can agree that the primary objects of going to college should be to secure worth-while information that will enable men and women to succeed in after life; mold sterling character, create worthy citizenship and perpetuate all that civilization implies. If so, the curriculum of studies should provide, for the most part, the means of attaining these ends. Doubtless, the extra-curriculum activities contribute in a measure to the desired results, but it should be remembered that the athletic life, the fraternal, dramatic and other social organizations are but subsidiary and incidental to the main purpose." The commercial car industry was the heaviest loser in that they are shown with a loss of 30 per cent when a comparison is made of the 794 trucks registered in February, 1928, with the 1,131 shown in February, 1927. Northern California fell short 26 per cent, or 126 sales, and the totals listed are 360 for February of this year, and 486 for the same month a year ago. Southern California dropped 33 per cent when they registered 434 trucks in February, 1928, for a year ago the total reached 645. National Auto Club Endorses Park Bonds Preservation of Scenic Areas Asked of Voters The proposed bond issue of $6,000,000 with which to purchase, as state park areas, available beach and forest lands in the state, was given unqualified support at the recent meeting of the board of directors of the National Automobile Club. A resolution in favor of the plan and urging all members of the club to vote for the proposed bond issue at the election next November was unanimously adopted by the board. It was the sentiment of all the directors of the club that the plan to preserve for posterity such forest, beach and other areas in the state should have the unqualified support of all the members of the club. The adoption of this resolution by the club follows closely the recent meeting in San Francisco at which the campaign in favor of the bond issue was launched. At this meeting, many leading persons, interested in the preservation of available state park areas, pledged their support to the passage of the bond issue. The purchase and preservation of available park areas is today one of the most important undertakings in national auto club endorses park bonds. Athletics were introduced into the college, and are justified in our educational philosophy, on the theory that strong minds develop in strong bodies and that through the medium of wholesome games, bodily strength is generated and maintained. But should athletics occupy as important a place in the minds of students and alumni as the serious work of the institutions, suggesting to the students that we consider athletics a more significant phase of college life than the acquisition of sound learning or the training for good citizenship—or mistaking pastime for life's highest aim? I do not wish to be understood as decrying these activities in toto. Athletics have a legitimate place in the school and the college. They provide a wholesome safety valve for the energy and enthusiasm of youth and are a medium for creating institutional spirit and loyalty. Fraternal organizations also have an important place in providing an opportunity for the development of the humanitarian and social instincts. "The time has come when the present citizens of the state must make some provision to preserve the scenic beauties of the state. It is a deplorable fact that many of the most desirable areas have already passed forever out of existence, and may no longer be purchased or otherwise acquired." The resolution adopted by the board of directors follows: Resolved, that the National Automobile Club hereby endorses and approves the proposal to vote $6,000,000 in bonds at the election on November 6, 1928, to be matched by a like sum from other sources for the purposes of acquiring a park system in California which will preserve for perpetual public use the areas of outstanding scenic charm and recreational use in the state; be it further Resolved, that we ask the electors of California to actively support the state park bond issue both inthe campaign and at the polls, and that we commend the personnel of the state park commission as appointed by Governor Young (William E.
