No Necessity for Shortage in Wood Reforestation Will Insure Ample Supply, Says Official Axel H. Oxholm, director of the national committee on wood utilization, has written to Colonel W. B. Greeley, chief forester, his views on the timber situation. Curtailment in the use of wood, he declares, is not necessary to solve the problem of a timber shortage, the solution lying in the reforestation of cut-over lands. An ample supply can be provided for all times, he claims, if this is adhered to. In his letter to Colonel Greeley he says: "Our efforts to promote efficient wood utilization are receiving gratifying support from manufacturers, distributors, and consumers of forest products; but we are also meeting a definite undercurrent of resistance, in the minds of the general public, to our repeated insistence upon the fact that increased utilization of wood—not its decreased use—is essential to forest perpetuation. Preservation of beautiful forest parks offers a sentimental appeal which has taken strong hold on the imagination. There is no thought of criticising or discouraging that sentiment, but these beautiful parks can be and should be preserved without allowing a sentimental appeal, unrelated to more than 90 per cent of our timber supply, to stand in the way of perpetuating our only renewable natural resource for the use and service of all the people. It is quite natural that there should be confusion in the public mind, as between preserving certain forest parks as perpetual monuments for beauty and recreation, and conserving a great natural resource for utilization and perpetual national service—but it is obvious that neither the forest service nor the national committee on wood utilization can serve the public with maximum efficiency until we clear away the confusion. During the past few years you have on various occasions published illuminating statements giving the facts rewarding most of the points on which confusion still exists; but it is too evil that this has not been addressed." Prices for transformers to include oil, primary fuse cut-outs and hanger irons for sizes up to 50 KW. ITEM II INCANDESCENT LAMPS Incandescent lamps required during the year 1928, at such times and in such quantities as said City may determine, the total amount of contract for this commodity to be between $1200.00 and $2500.00. Said lamps shall be Mazda or equal, and shall include all standard sizes and classifications. ITEM III ELECTRIC METERS Electric meters required during the year 1928, at such times and in such quantities as said City may determine, the total amount of contract for this commodity to be between $1000.00 and $5000.00. Said meters shall include single phase for two or three wires, equal to General Electric 1-14; polyphase, equal to General Electric D-7; and 5 ampere meters for use with instrument transformers. Single phase meters for two wires to be 50 cycle, 110 volt; for three wires to be 50 cycle, 110-220 volt. Polyphase meters to be 50 cycle, 220 and 440 volt. 5 ampere meters to be 50 cycle, 110, 220 and 440 volt. Each proposal for each item must be accompanied by a certified or cashier's check, payable to the City of Anaheim, in an amount not less than one Hundred ($100.00) Dollars; and the successful bidder will be required to furnish, within ten days after the award of the contract, a surety bond payable to said City and subject to the approval of the City Council, in an amount not less than fifty per cent of the aggregate amount of said contract, which said bond shall be conditioned upon the faithful performance of said contract. Arch Increased Fund for Southern Counties Breed Law Adds Fourteen Millions to Our Quota The recent ruling of the attorney general's office sustaining the Breed state highway allocation bill is highly advantageous to Southern California. The gain to the 13 southern counties in the next five years will be more than $14,000,000 under operation of the new law. The ruling assures that Southern California will receive its just allotment of highway funds, as understood and agreed at the last session of the legislature. The Breed bill was designed to prevent discrimination against the south, which has existed in times past. During many years the south received approximately 34 per cent of all state highway expenditures, while the remaining 66 per cent was spent in the north. This, in spite of the fact that the south contributed at least half of the revenue. This situation is definitely remedied by the Breed bill. For the coming five-year period, it is estimated that the one cent tax for new construction will total $62,000,000. Of this $46,500,000 will go to the primary road fund and $15,500,000 to the secondary fund. The south will receive 45.3 per cent or $21,064,500 of the primary fund and $7,750,000 of the secondary fund, a total of $28,814,500 for the entire construction fund. Under the allocation permitted before the Breed bill became a law, the south would receive from this construction fund during the next five years only 34 per cent, or $21,080,000. Thus, the Breed bill means a gain for the southern counties in this five-year period of $7,734,500 for new construction. The Breed bill also means a fair apportionment of maintenance and reconstruction funds. Summarizing the analysis, it appears All proposals must be on forms furnished by the City Manager.
