Explains Process Of Making Rubber
Passes Through Many Hands Before Becoming Tire
No tire, or any one of thousands of familiar things made of rubber, were ever made in a day. Nature provides a tree that under its outer bark, quite apart from its sap, it should give forth a milk, called latex, from which rubber is derived.
This latex is very similar to milk in many respects, and it spoils very quickly. To prevent spoilage of latex, the savages in the old days entered the jungle at dawn, worked their way through the swamps, tapped a hundred trees or so (about half or a third as many as are now lotted to a modern plantation worker). Then they would make their second round with a milk nail, collecting the milk that was in the small containers on each tree, and carried their burden back to camp. There, over a crude fire, they alternated ydipped a paddle into the latex and built it up, layer by layer, over the fire until they had made this latex into a unit or "biscuit." But, each worker usually tapped his trees when and as he judged best. In the crude way they had of handling this latex to avoid spoilage there was a big variation, which produced an inferior grade of rubber.
Now it is handled very similar to milk from the modern dairy farm. The latex is coagulated by the use of acids until it resembles a snow-white dough; removed from the vats and run into sheets through machines whose hot rolls iron out the moisture, and after these sheets are allowed to dry from eight to ten days, they are then shipped without any variation. This pure latex rubber is very expensive material, and only the best of tire companies use it in the pure form, the lower priced tires mixing it with a composition to cut the cost of production.

The Water Conservation Association has begun the spreading and conservation of water on its conservation grounds at the base of the mountains.
At the present time there is about 2000 inches of water being turned out. Up to this time there has been very little available.
Water in the Santa Ana river is now flowing down to the Chapman Avenue bridge, in Orange county, and it is under these conditions that the Water Conservation Association has the right to divert and spread storm and flood water.
Fruit, nut and other quick loaf breads are made from a mixture like that for muffins only slightly thicker in some cases. If the batter is comparatively thin, the fruit or nuts should be floured before being added. The temperature of the oven should be low enough for the bread to bake through without making the crust too hard or brown. For a small loaf a temperature of about 375° Fahrenheit is about right; for a larger loaf it should be lower. Test with a straw or toothpick.

Knocking the Knockers
Ill-natured comments were inspired in the European press by the Pan-American Congress. Despite persistent effort on the part of European commercial interests, assisted by a certain type of native politico, the Latin-American republic do not seem to gulp down with avidity the theory that the United States is an imperialistic, predatory nation seeking to swallow up the weaker republics of this hemisphere. The obvious answer to this irrational contention is that with the United States possessing the power to seize any territory desired in this hemisphere, weak nations whose continued independent existence alongside most of the existing European powers is inconceivable, continue to maintain their sovereignty.
American interventions in Latin-America have ever been in the interests of the Latin-Americans themselves and have ceased when the occasion for interference has ceased. Claims to the contrary are either of alien or of partisan inspiration. Josephus Daniels gave to the country an honest and efficient administration of the navy department during the World war. When he criticizes in strong terms American intervention in Latin-America he forgets that there were more such interventions under the administration of which he was a part than during any period of similar length in our history. During the entire Wilson administration we bombarded a Mexican port and moved an army on Mexican soil in pursuit of a bandit. There were partisan criticisms of this course at the time, and there was an outcry by the professional anti-American element in Latin-America, but it was clear to those disposed to be fair in the matter that President Wilson was merely disinternational law and the Monroe charging his duty as President under Doctrine.
It is of course not true that the mass of Latin-Americans are in sympathy with the revolutionary elements which for many years kept the Central and South American republics in turmoil, or until it resembles a snow-white dough, removed from the vats and run into sheets through machines whose hot rolls iron out the moisture, and after these sheets are allowed to dry from eight to ten days, they are then shipped without any variation. This pure latex rubber is very expensive material, and only the best of tire companies use it in the pure form, the lower priced tires mixing it with a composition to cut the cost of production.

Our interventions in these republics are only to protect them against unconstitutional attempts to substitute violence for the ballot in the solution of governmental problems. Our influence has promoted stability in these nations not to their injury but to the very substantial benefit of the law-abiding, peace-loving elements of the population.
The republic of Mexico owes its existence to American intervention, for it was the notice served by the United States on France at the close of the Civil war that returned Mexico from European imperialism to self-government. Other republics of this hemisphere would long ago have lapsed into chaos, or become European colonies but for the fact that Uncle Sam is the friendly policeman whose heat includes the Caribbean, and as President Roosevelt said, "all the waters and islands which command the approaches to the Panama canal." So despite the caterwailings of envious Europeans, revolutionary Latin-Americans and partisan critics in the United States, America will continue to do her duty, that the mutual interests of the United States and Latin-America may be protected. It is a policy of friendship and of helpfulness, not of oppression and exploitation. No finer interpretation of that policy has ever been made than that contained in the inspiring address of President Coolidge at Havania at the opening of the Pan-American conference.
If Columbus had never discovered America, wonder who Europe would be blaming all her troubles on by this time?

IN THE SUPERIOR COURT OF THE STATE OF CALIFORNIA, IN AND FOR THE COUNTY OF ORANGE.
In the Matter of the Estate and Guardianship of PHILIP SILBER-NAGEL, a minor.
Anna Silbernagel, guardian of Philip Silbernagel, a minor, having presented to and filed in this Court her petition praying for an order authorizing, empowering and directing the said guardian to make a lease of certain real property belonging to said estate and, which is hereinafter described, and good cause appearing therefor:
IT IS ORDERED that all persons interested in said estate be and they are hereby required to appear before said Court, in Department Two thereof, in the County Court House, in the City of Santa Ana, County of Orange, State of California, on Friday, the 10th day of February, 1928, at the hour of ten o'clock in the forenoon of said day, then and there to show cause, if any they have, why the reality hereinafter described should not be leased for the period of twenty (20) years, and so long thereafter as oil or gas may be produced on the demised premises in paying quantities, from the date of the execution of said lease, at the rental of Five ($5.00) Dollars per month, which rental shall cease when drilling operations are commenced or the property quit claimed. The Lessee shall pay, as a rental or royalty, for the use of said land, one-eighth of all oil produced and saved thereon.
Said real property is situated in the
number of the qualified electors residing within the territory described therein, as shown upon the register of voters of said County of Orange, and WHEREAS, the City Council of the City of Anaheim deems it to the advantage and to the best interests of said territory, the boundaries of which are hereinbefore described, and the inhabitants residing therein, and to the City of Anaheim and its inhabitants to annex to, incorporate in and make a part of the City of Anaheim the said territory, and believes that the prayer of said petition heretofore filed, as aforesaid, should be granted and a special election called within said territory for the purpose of voting on said proposition.
NOW THEREFORE:
SECTION 1. A Special election shall be held and the same is hereby ordered and called to be held within the limitations of the territory described and bounded, as hereinbefore more particularly set forth, on Tuesday, the 20th day of March, 1928, pursuant to the provisions of an Act of the Legislature of the State of California, entitled "An Act to provide for the alteration of the boundaries of and for the annexation of territory to municipal corporations, for the incorporation of such annexed territory in and as a part thereof, and for the districting, government and municipal control of such annexed territory," approved June 11, 1913, and all acts amendatory thereof and supplementary thereto.
And that at said special election there shall be submitted to the qualified electors residing within the boundaries of said territory, the question of whether said described territory shall be annexed to, incorporated in and made a part of said City of Anaheim.
SECTION 2. That said territory is hereby designated as "Placentia Avenue Addition," and said territory shall be referred to and designated upon the ballots to be used at said election, as "Placentia Avenue Addition."

That the territory within the exterior boundaries above set forth is located within the voting precinct hereby designated as the "Placentia Avenue Voting Precinct," and all the said territory is hereby included in this precinct hereby created, the boundaries of which said precinct includes the entire territory above described and are hereby fixed by the City Council of the City of Anaheim, County of Orange, State of California.
And the City Council does hereby preict the whole of said territory into one special election precinct to be designated as "Special Election Precinct No. 1," for the purpose of holding said election with location of polling places therein, and the names of the election officers are hereinafter set forth.

That the special election hereby called and ordered to be held shall be held and conducted and the votes thereof received and canvassed and the returns made and the result thereof ascertained, determined and declared as herein provided, and in all particulars not recited herein, according to the laws of the State of California providing for and governing the holding of special elections so called and held, and the polls for such election shall be and remain open during the time required by law.
The ballots to be used at said special election shall have printed thereon, in addition to other matter required by law to be printed therein, the following:

The foregoing ordinance was passed and adopted at a regular meeting of the City Council of the City of Anaheim, held on the 9th day of February, 1928, and the same is hereby signed, approved and attested by me this 9th day of February, 1928.
