Engineer Bailey Files Third Report
Tells Progress of Survey in Flood Control Investigation
Paul Bailey, engineer in charge of the work of forming a flood control district embodying all of Orange county, has submitted his third monthly report to the supervisors. Following is the report in full:
"In last month's progress report, data was presented showing the general condition of the water plane in the extensive underground basin underlying the Orange county plain. It was pointed out that the water levels in the several parts of this basin are from 2 to 60 feet lower than in 1922, and that the areas of greatest lowering are in the vicinity of Orange and Anaheim, which lie in the upper third of the alluvial fan built up in past centuries by the overflow from the Santa Ana river, after debouching upon the plain from its canyon in the Santa Ana mountains. The intensive use of practically every acre of ground in the upper third of this fan has developed a draft on its underground basin greater than can be sustained by the natural replenishment of normal and subnormal seasons so that the last two seasons, although having more than normal rainfall, did not bring a general recovery in well levels. The levels rose in some wells, but they still stand from 20 to 60 feet lower than in 1922.
"The areas of least lowering of the water plane since 1922 lie further out on the alluvial fan, around Buena Park, Westminster, Talbert, and Fairview seasons was proportionally greater than here. The recovery of the last two in other parts, and the well levels now stand within 2 to 10 feet of their 1922 elevations. It may be anticipated that the extension of the intensive occupation of every acre of land to these areas will also develop a draft on the underground basin underlying them that will cause a recession of well levels parallel to those in the zone closer to the mouth of the Santa Ana canyon.

It will be possible in this way to annually recharge the basin with the volumes of water necessary to permanently maintain the heavy drafts that are now made on the basin and that are continually on the increase. Careful measurements of the flow at several points in the Santa Ana river are being made through the co-operative studies with the state, in order that the relation of flow in the channel to percolation may be determined for use in laying out the most advantageous program of flood control and conservation on the Santa Ana river.
"The flood flows in the Santa Ana river as they reach Orange county are largely the surface run-off from the river's large drainage area. There are 1500 square miles of mountain and valley land tributary to the channel as it enters Orange county. Whenever sufficient rain has fallen to saturate the ground surface of this area, additional rain causes large volumes of water to run off into the river channel. Intermingled with this is a substantial amount of water that filters into the channel from the ground water basins adjacent to its 40-mile course from the San Bernardino mountains, across the valley floor in San Bernardino and Riverside counties, to the lower Santa Ana canyon.
"The water that filters into the channel in its course across the valley floor in San Bernardino and Riverside counties does not have such extreme fluctuations in volume as that contributed in surface run-off. The surface run-off quickly recedes to nothing after rainfall ceases, but the infiltration is more or less constant the year around. It increases in the winter and spring when the basins adjoining the channel in San Bernardino and Riverside counties are being recharged and the pumping draft is light. It decreases during the summer when pumping draws heavily on these basins. It is greater in seasons following plentious rains, but up to the present has not fallen off very much, even during seasons of the most severe drought.
"This water that filters into the channel constitutes the bulk of the normal flow in the river that reaches Orange county. It is apparent that there are probably several sources contributing water in different amounts. The flood waters of Coyote creek and Brea and Carbon canyons at times spread out over the overlying plain, and no doubt contribute some water to the larger basin in addition to their own local basins on the gentler slopes of the Puente hills. Santiago creek and adjacent hill drainage south of the Santa Ana canyon also contribute some water. Other possible sources of supply are underflow from the foothills bordering the plain and from the San Gabriel basin to the north, return water from irrigation and the penetration to the ground water of rain that falls directly upon the Orange county plain.
"The Santa Ana river water reaches this underground basin for the most part by percolation from the river channel, as its flow crosses the plain to the ocean. Some as underflow follows the river channel through the lower Santa Ana canyon and joins the underground waters of the coastal plain without coming to the surface. The geologic structure of the Santa Ana canyon, however, indicates that much the larger part arrives as surface flow. The Santa Ana river as it reaches Orange county, ordinarily has a surface flow of from 50 to 250 second-feet. The amount varies with the season and with the time of year. At times of storm the flow increases very rapidly, often to several thousands of second-feet. The flood of 1916, the largest on record, has been estimated to have had a crest discharge of 45,000 second-feet. Subsequent to the passage of the crest of floods, the flow usually decreases quickly to less than a thousand second-feet and then diminishes gradually to normal. Sometimes several floods following in succession hold the flow above 500 second-feet for several months at a time.

When not diverted by the canals, it percolates into the sands and gravels at the head of the alluvial fan before it gets far from the canyon mouth. For 60 days prior to the storm of a few days ago, the gaugings showed from 150 to 200 second-feet surface flow in the Santa Ana canyon. This amount entirely disappeared before..."

This amount entirely disappeared before reaching the bridge on the road from Anaheim to Olive. The rains of last Friday and Saturday increased the flow for a brief time to 1500 second-feet. This joined with the flow from Santiago creek, which is tributary to the Santa Ana, was sufficient to reach the ocean. The rate of percolation from the channel to the underground waters of the basin as this flow passed down the channel across the plain to the ocean probably exceeded 500 second-feet for a short time. It no doubt attains even greater rates than this during large floods. Under natural conditions, however, these high rates of percolation are not attained except while very considerable volumes of water are flowing into the ocean. It is apparent, therefore, that the natural system of replenishment of the underground basin is wasteful of water.
Waste into the ocean during times of flood can be avoided only by artificially regulating flood flows to amounts that will entirely sink into the sands and gravels while traversing the Orange county plain. Although the rate of percolation may be artificially increased by spreading the flood flows over areas larger than are wet in their natural course in the stream channel, nevertheless, because of the limited area of waste land available for spreading purposes, it is not practical to prevent waste into the ocean wholly by this means. It appears that artificial regulation of the stream flow will be required in order that medium flows may be sustained over longer periods of time than in nature. This will enable larger volumes of water to percolate into the underground basin than with the natural regimen of the stream."

These water rights are one of the greatest assets of permanent value to Orange county.
"Carrying along with these studies, further progress has been made in the geologic examination of the lower Santa Ana canyon. Exploration with the diamond drill of the foundation for a dam at the site near the intake to the canal of the Santa Ana Valley irrigation Company has been started. The topographic surveys on the northerly surveys on the northern side of the canyon necessary for preliminary consideration of the relocation of the Santa Fe railroad on this side of the river have been completed and two alternate routes tentatively laid out on the map. The assembling of information necessary for estimating the value of properties that may be flooded by dams at the several possible locations in the Santa Ana canyon is well under way. It appears that the cost of lands flooded is going to be one of the larger items of expense in the cost estimate of a reservoir in the lower Santa Ana canyon. The value of lands and improvements flooded by the several possible dams must therefore be investigated with more than usual care. Progress has been made also in the studies of flood flows and trial layouts of dams."

Reports originating with the bureau of agricultural economies of the United States Department of Agriculture indicate an increase in the number of hogs and sheep and a decrease in cattle horses and mules as compared to a year ago. Milk cows and yearling heifers being kept for milk cows showed small increases. It appears that the decreases in cattle, horses and mules approximately offset the increases in sheep and hogs.
At this time it is highly desirable to pay attention to quality, thus producing a better product with which to encourage greater consumption at prices which will return a profit.
Television across the Atlantic is now declared to be a fact. Pretty soon may be we can look in on the League of Nations at Geneva from this side and see how many asses the various diplonts have up their sleeves, and at the same time listen to the poker comment.
NOTICE OF SALE OF REAL PROPERTY BY TRUSTEE UNDER DEED OF TRUST
WHEREAS, by a certain Deed of Trust, dated September 16th, 1921, recorded September 27th, 1921, in Book 283, page 148 of Deeds, records of Orange County, California, to which record reference is hereby made for all of the provisions thereof. Mattie Foster did grant and convey the real property therein described, being the real property hereinafter described, to the Orange County Title Company, a Corporation of Santa Ana, California, as Trustee, to secure, among other obligations, the payment of one certain promissory note dated September 16th, 1921, made by said Mattie Foster to The Savings, Loan and Building Association of Anaheim, a Corporation, or order, for the principal sum of $2000.00, with interest at the rate of 8% per annum, principal and interest due in monthly installments of $23.35 each on the last day of each month beginning on the 1st day of October, 1921, and continuing until fully paid; and
WHEREAS, a breach and default in the performance of certain obligations for which said Deed of Trust is a security has occurred in that default was made under the terms of said note and Deed of Trust in that said borrower is more than three months in arrears in the payment of her dues, interest and loan installments under the terms of said note, the total sum of principal interest and fines unpaid on said note on October 10th, 1927, being $2203.15; and
WHEREAS, the Board of Directors said Savings, Loan and Building complish the objects of the trusts therein expressed; and
WHEREAS, said Savings, Loan and Building Association of Anaheim did, on November 10th, 1927, record in office of the County Recorder of Orange County, California, a notice of the above mentioned breach and default and notice of its election to cause the property described in said Deed of Trust to be sold by said Orange County Title Company, in accordance with the provisions of said Deed of Trust to satisfy the obligations secured by said Deed of Trust, which notice of default and of election to sell was duly recorded in Book 95, page 485 of Official Records of said Orange County; and
WHEREAS, more than three months have now elapsed since the recording of said notice and all of the sums and obligations secured by said Deed of Trust remain unpaid; and
The Trustee's fees and expenses of sale incurred and to be incurred necessary to the execution of the trusts contained in said Deed of Trust are estimated at $228.00, and the re-payment of said sum is secured by said Deed of Trust.
NOW THEREFORE, pursuant to said notice recorded November 10th, 1927, and to the above mentioned demand, and in accordance with the terms and under the authority of the hereinabove mentioned Deed of Trust, NOTICE IS HEREBY GIVEN that the said Orange County Title Company will on the 10th day of March, 1928, at the hour of eleven thirty o'clock A.M., of said day, at the South door of the Orange County Court House in the City of Santa Ana, California, by virtue of the authority vested in it as Trustee under said Deed of Trust, sell at public auction, to the highest bidder for cash, lawful money of the United States, all of the interest conveyed to it by said Deed of Trust in and to all following described property situated in the City of Anaheim, County of Orange, State of California, described as follows: to-wit:

The total value of all livestock is 10 per cent higher than for last year, and is the highest valuation since 1921. This increased valuation is the principal to the marked increase in the value per head of cattle which more than offset the decrease in cattle numbers and also offset the decrease in total hog values, which resulted from the marked decrease in the value per head.
Figures on total slaughter and total consumption of beef in California during 1927 indicate a decrease. During 1927 approximately 12,000 fewer cattle were consumed as beef, as compared with the year previous. This is probably partly due to the somewhat higher price of beef and partly due to a lower price on other meats, such as pork. A decreased consumption in 1928 can probably be expected, due to the continued relatively high price of beef and relatively low priced pork.
