BAILEY’S REPORT ON CONTROL OF FLOOD
PROGRESSION OF WORK TO PRESENT SUBMITTED TO SUPERVISORS
General Survey Made and Data Collected Relative to Underground Basin Beneath Orange County Plain; Maintain Level by Percolation of Water From Santa Ana River; State Measurements Aid in the Work
Following is the second report made to the supervisors and advisory board by Paul Bailey, engineer in charge of the flood control survey:
"To the Board of Supervisors and Citizens Advisory Committee
"Gentlemen:
"Since rendering progress report No. 1, in December last, a general review has been made of the data collected relating to the underground basin beneath the Orange county plain. Through the state co-operative studies, measurements have been made at about the same time in each of the years 1922, 1924, 1925, and 1927 of the elevation of the water level in some 140 wells. These wells are spread over the entire plain extending from Buena Park to Irvine and from the Santa Ana mountains and the Puente hills to the ocean. The readings on them represent approximately the condition of the water plane from which a large part of the water supply for both the cities and rural lands of Orange county is pumped.

That immediate arrest of all fruit dealers and grocers found selling immature avocados will be made in a campaign starting at once, was announced by Frank M. Kramer, supervising inspector of the Los Angeles office, state department of agriculture.
A short crop and unusually high prices have made avocados such a tempting bait for thieves and unscrubulous deafers that the public is being seriously imposed upon by the widespread sale of immature fruit, according to Kramer.
The announcement is the last warning to dealers to get avocados only from responsible sellers. The plea of ignorance will not be accepted by inspectors, but when immature fruit is found on a stand the avocados will be seized and held and the dealer cited to appear in court, is the warning of both state and county horticultural offices. The law imposes a fine of not less than $50 nor more than $500 or six months in jail for selling or having for sale avocados having less than 8 per cent of oil.
The state office has been working in conjunction with A. Brock, deputy horticultural commissioner of Orange county, in an endeavor to check the sale of avocados which come below the standard set by state law.
Due to the increasingly widespread violation of the state law, the two offices will co-operate in placing in the field a large force of special deputies, who will make a drive during the next week covering most of Southern California.
The stolen and immature fruit is usually offered to dealers by peddlers who come direct to the store, according to inspectors. When dealers are offered suspicious-looking fruit, they should get the license number of the automobile or truck of the peddler and immediately telephone a report to Los Angeles. Million Motorists Get New Licenses
At least one million California motorists have either applied for or have received their 1928 blue and gold license plates, the Division of Motor Vehicles estimates.
The estimate is based on mail and counter business handled in the Sacramento office and reports received by Chief Clerk Lon W. Butler from the branch offices located in San Francisco, Oakland, Los Angeles, San Diego and Fresno. This is approximately two-thirds of the total number of renewals expected during the period.
With less than three weeks left in which to complete the registrations, Butler announced a "speeding up" of work schedules in all the offices denow stand from 20 to 40 feet below those of 1922. In the vicinity of Orange they are from 40 to 60 feet lower than in 1922.
"The field surveys of the district are continuing. There was several days lost time in December due to rains. Since the last progress report, the extension of the topographic map of the Santa Ana canyon has largely been completed. It is estimated that it will be finished the early part of next week. Following this, the party will get data necessary for preliminary consideration of the relocation of the highway in the canyon.
"The geologic studies of the Santa Ana canyon are now well along, and preparation is being made to supplement these studies with diamond drill exploration. The geologic conditions about 12 different locations for a dam have been examined. These are grouped in five alternate dam sites and three distinct reservoirs. Each reservoir has alternate dam sites, which in turn have alternate positions of the dam at the same general site. Conditions of un-
water extracted from the underground basin by pumping from the wells. If the volume extracted exceeds that introduced into the basin in any season, there will be a net drop in level from one season to the next. Should this overdraft continue from year to year, the water plane would drop until the residual volume of water in the basin is exhausted. The only way this can be avoided is either by artificially increasing the replenishment of the basin or by arbitrarily cutting off some of the draft. The latter is impractical because all overlying lands have the legal right to pump from the basin the water they reasonably need. There is no legal way to shut off increases in draft, even after the supply in the basin is overdrawn. The Orange county investigations, therefore, are giving close consideration to means of artificially replenishing not only this large basin, but also the smaller basins in the county as well.
"The measurements made by the state indicate that the underground supply of nearly the entire area underlying the Orange county plain is replenished principally from percolation of Santa Ana river water. Only relatively small areas along the Puente hills, Santa Ana mountains and the San Joaquin hills derive their entire supply from other sources. The basins along Aliso, Trabuco and San Juan creeks are separate from the much larger basin underlying the Orange county plain and have their separate sources of supply.
"The drop in well levels from season to season between 1922 and 1925 was general over the entire Orange county plain. It was greatest toward the mouth of the Santa Ana canyon and least toward the San Gabriel river and the ocean. Between 1925 and 1927 there was some recovery in the levels of most of the wells. This did not show in all the wells toward the mouth of the Santa Ana canyon, but was larger and more general in the outlying districts. Substantial rises occurred in the vicinity of Santa Ana, Garden Grove, Buena Park, Westminster, Talbert and Fairview. In the vicinity of the four last places the levels are now within 2 to 10 feet of those of 1922. Around Santa Ana and Garden Grove they are within 10 to 20 feet of the 1922 levels. Toward Anaheim the recovery was smaller. Here the levels follow this, the party will get data necessary for preliminary consideration of the relocation of the highway in the canyon.

"Preparations are complete for measuring the flow in all the streams of Orange county through the run-off period. This work is divided between the district and state forces. The district has installed 12 staff gauges on the smaller streams of Orange county at the foot of the hills. The state has measured 16 staff gauges at points where surface water runs into the ocean. These gauges will be read frequently by residents in the vicinity during times of flow in the channels and the flow measured at intervals by the engineers. The two gauging stations on the Santa Ana river, one in the canyon and one at the Fifth street bridge, Santa Ana, have been made ready for use.
"Progress has been made in the offices in tracing maps of field surveys.

AN ORDINANCE OF THE CITY OF ANAHEIM REGULATING THE KEEPING OF CERTAIN FOWLS AND ANIMALS WITHIN THE LIMITS OF THE CITY OF ANAHEIM, AND REPEALING ORDIANCE NUMBER 157. ENTITLED "AN ORDINANCE REGULATING THE KEEPING OF CERTAIN FOWLS AND ANIMALS WITHIN THE LIMITS OF THE CITY OF ANAHEIM," ADOPTED ON THE 22ND DAY OF DECEMBER, 1903, AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE.
The Board of Trustees of the City of Anaheim do ordain as follows:
SECTION 1. It shall be unlawful for any person, firm or corporation in the City of Anaheim to keep or maintain chickens, rabbits, geese, ducks, or other fowls, goats, swine, guinea-pigs, or maintain kennels, without first obtaining from the Health Department of the City of Anaheim a permit so to do.
SECTION 2. It is hereby made the duty of the Health Department to investigate all applications or permits to keep chickens, rabbits, geese, ducks, or

SECTION 1. It shall be unlawful for any person, firm or corporation in the City of Anaheim to keep or maintain chickens, rabbits, geese, ducks, or other fowls, goats, swine, guinea-pigs, or maintain kennels without first obtaining from the Health Department of the City of Anaheim a permit so to do.
SECTION 2. It is hereby made the duty of the Health Department to investigate all applications or permits to keep chickens, rabbits, geese, ducks, or other fowls, goats, swine, guinea-pigs, or maintain kennels within the City of Anaheim, and it is hereby made the duty of said Health Department to refuse to issue a permit where it is found by such investigation that the granting of said permit would be in violation of any existing ordinance or law of the State of California, or, if, in the opinion of said Health Department, the granting of said permit would be detrimental to the comfortable enjoyment of life or porperty.
SECTION 3. Rabbit hutches, guinea-pig hutches, and kennels must be constructed of a type approved by the Health Department.
SECTION 4. Any permit granted under the provisions of this Ordinance may be revoked for cause, or for the violation of any of the provisions of this ordinance, or any ordinance of the City of Anaheim, or law of the State of California.
SECTION 5. It shall be unlawful for any person who keeps or has upon premises owned or occupied by him within the limits of the City of Anaheim, any horse, nule, cow, or other meat cattle, goat, hog or other domestic animal to so keep or have such animal or animals that, by accumulation of manure or other offensive matter, or by their noise, or by any other act or thing, they shall be offensive to or shall annoy any person residing in the neighborhood where they are kept or had, so as to render life uncomfortable.
SECTION 6. Any person who shall violate any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine of not less than Five ($5.00) Dollars nor more than Three Hundred ($300.00) Dollars, or by imprisonment in the City Jail of said City of Anaheim for not less than two (2) days nor more than thirty (30) days, or by both such fine and imprisonment.
SECTION 7. The City Clerk shall certify to the passage of this Ordinance, and cause the same to be published once in the "Anaheim Gazette," a weekly newspaper published and circulated in the City of Anaheim, and thereupon and thereafter the same shall be in full force and effect.

That no restaurant, cafe, lunch counter or hot-dog stand shall be maintained or conducted in any pool or billiard hall, bowling alley or market in said city, unless the same shall be in a room partitioned off from such pool or billiard hall, bowling alley or market, and have a closed front, all as required by the State law or City Ordinance relative to public health and sanitation.
SECTION 2. That every application hereafter for a permit to conduct a restaurant, cafe, lunch counter or other business of a similar nature shall be first approved by the health department of the City of Anaheim, showing that the location and conditions where said applicant proposes to conduct such restaurant, cafe, lunch counter or other similar business is sanitary and conforms to the health department regulations.
SECTION 3. That any person violating any of the provisions of this ordinance shall be guilty of a misdemeanor, and upon conviction thereof shall be subject to a fine not exceeding One Hundred ($100.00) Dollars, or by imprisonment in the County Jail of Orange County, for not exceeding thirty (30) days, or by both such fine and imprisonment.
SECTION 4. That the City Clerk shall certify to the passage of this Ordinance, and cause the same to be published once in the "Anaheim Gazette," a weekly newspaper printed and published and generally circulated in said city, and the same shall thereupon and thereafter be in full force and effect.
The foregoing Ordinance is approved this 12th day of January, 1928.
