Forecast of 1928 Activity in State Many Good and Evil Things Predicted for California Intrigue, romance, stark tragedy and a wealth of drama unparalleled in fiction—of such is the career that the fates have booked for that lusty, husky infant, 1928. From babyhood, the New Year will face a strenuous, thrilling itinerary in California, according to the state horoscope. And at some time during the 366-day Jaunt, each of California's 5,000,000 citizens will figure in the plot. To add to the galley of nations and California in particular, starts the season when ladies "Leap in and limp out." Tis Leap Year. Wedding bells will ring every ten minutes throughout the year, says the state forecast, and more frequently if the bachelor girls can make it so. Then the plot thickens: There'll be a murder daily. The stork, somewhat of a fast worker himself, is expected to celebrate the New Year by running circles around Dan Cupid, the Grim Reaper and all other representatives of the fates. Native sons and daughters, according to the most reliable advance notices, will be delivered at a rate of one every six minutes, with occasional twins and triplets thrown in to swell the ratio. Against this fast work, death loses some of its sting, as the death will average only one in ten minutes, according to the state forecast. There'll be fewer elopements during 1928, due to the celebrated "gin marriage" act, but the stars point to many May-December romances. If you propose to wager a bit on the marital crop, place your money on the ladies, says the bureau of vital statistics. It may be the woman who pays, as they claim, but they always win, if statistics mean anything. And during Leap Year the odds are even greater in their favor. In the field at large, the odds are 13 to 1 against a man finding a wife in California during the New Year. But California Bought 200,000 Cars in 1927 Wholesale Value of These Autos Aggregated $125,000,000 California motorists absorbed approximately 200,000 of the cars and trucks produced in the nation last year. These cars had a wholesale value of more than $125,000,000. In addition to this huge outlay, motorists used 462,000 tires. These figures are approximated from the annual figures of the nation for 1927 announced by the National Chamber of Commerce, which show that there were 3,530,000 cars and trucks produced during the year and 66,000,000 tires. California's share is estimated at approximately over 7 per cent of the total. The average retail price of cars in 1927 was $953, and 58 per cent of the new cars were sold on time. The magnitude of the automobile industry is emphasized in other figures. These show that 84 per cent of the rubber imported goes into automobile manufacture. It is further shown that there are now 58 railroads in the United States using motor trucks as part of their shipping service. There are 370 street railway companies using motor buses in their service and 14-400 consolidated schools throughout the country are served by motor buses. It is estimated that 3,675,000 persons are employed in motor vehicle and allied lines. At the close of the year there were 23,125,000 motor vehicles registered in the United States. This is 80 per cent of the total world registration. Owners of these cars are driving them over 575,000 miles of surfaced highway and more than 3,000,000 miles of highways of all sorts in the country. But the end is not yet, according to the experts of the automotive industry. It is freely predicted that 1928 will set a new record for production of vehicles, which means that the grand total for the new year must run over 4,000,000 vehicles. The dashing divorcee still leads the league in her ability to ring the wedding bells. She faces odds of only 2½ to 1. Divorced men also have a good outlook, with the board quoting them at 3 to 1. By and large, it promises to be a happy New Year, according to the statehouse star gazers. January 31 Will Be Limit for Licenses Bulletins instructing all branch offices of the Division of Motor Vehicles that no extension of time will be granted any California motorist who fails to make application for his 1928 license plates before January 31 were issued by Frank G. Snook, chief of the division. No person, no matter what his excuse, will be permitted to avoid payment of the 100 per cent penalty. If his application is not placed in the mails before midnight of that date, the bulletin said. "Grant no extensions to anyone," the bulletin said. "There will be absolutely no reason for any person being delinquent with his application." "There seems to be a general assumption among some of the motorists that they will be permitted to come in after the legal renewal period expires and get plates at the old price. This is absolutely erroneous. The law requires a double fee after January 31, and a double fee will be required." Snook supplemented his bulletin with the statement that the simplest and easiest way to make application is to take the certificate of registration from the car; place it in an envelope with the amount of the fee in check, bank draft, or money order and mail them to Sacramento. He advised that changes of address should be shown on certificate. The motor vehicle chief explained that his drastic order against extensions was made largely because the division opened its counters two weeks earlier this year in order to give every motorist a chance to avoid the legal penalties. WANTS OUR GOODS Acting under regulations covering persons entering the United States from Russia, immigration officials met a delegation of eleven representatives of the Soviet supreme economic council at the pier and escorted them to Ellis Island where a special board of inquiry imposed a bond of $500 each as a guarantee that the members would not overstay their six months' permit. This delayation comes to make a study of American industrial methods and invest several millions in steel and machinery. Four Soviet engineers will soon arrive for the purpose of purchasing supplies for the Turkestan-Siberian railway, including construction engines, steam shovels, tractors, pneumatic drills, compressors and other equipment. The Soviet transportation department has completed a five-year plan for railroad construction to connect coal to industrial centers, including completion of lines begun during the war. Great Britain manufacturers have made a strong bid for much of this Russian trade, offering credits up to 150 millions, providing London can have a monopoly of trade in furs, manganese ore and agricultural products, but it is believed the United States banks will succeed in effecting arrangements that will secure a large part of this new business. It is said that Bulgaria has more people over a hundred years of age than any other country and that nearly all these patriarchs drink buttermilk and play some musical instrument. But we are willing to give a little odds that you won't find many saxophone artists among them. It is said that in the new English dictionary which is to appear soon, something like fifty-three columns are devoted to the word "put." Why not? "Put" is a very important word, so important that it's hard to get politicians to stay that way. Santa Claus seems to be on fellow that the state legislatures can't regulate. Ogburn, of Chicago university, who has made an exhaustive study of American divorce, presents an interesting report in a special article to the New York Times. Mr. Ogburn shows that in 1870 we had one divorce for every 616 married couples, and that in 1926 we had one divorce for every 134 couples, and at ratio in 50 years we shall have one divorce for every 30 married couples. The professor enumerates seven bonds that serve to hold the family together—economic, religious, protective, educational, recreational, social status, and affectional. Of these it may be said that the family is no longer an economic unit because home industries are vanishing. The religious function has become a matter of form, protection, educational and recreational are saddled onto the state or commercialized, and social prestige evidently sits very tightly. Divorce has become commonplace. This leaves the bond of affection, and in its final analysis it is more powerful than all others combined. Without affection a home is not a home. Now that the farmers are getting a good price for their beef cattle isn't about time for the free traders to talk about reducing the tariff? The Chinese do everything backward. They classified a bevy of girls as "red" the other day because the maids had bobbed, hair. In Christian nations it is long hair which is usually associated with Bolshevism—also long whiskers.
