Fullerton Police Are Now Armed With Tear Bombs
BELIEVING in preparedness for any occasion that might arise,
Fullerton police are now equipped with a supply of tear bombs.
These useful devices, which are harmless in their reaction, but effective in operation, are a regular part of equipment in almost every up-to-date police station in the nation, and may be called into use to meet many emergencies.
One of the most frequent uses is in forcing a fugitive out of a room or a house. The tear bomb renders his best efforts at resistance futile by blinding and choking him and forcing an exit for fresh air.
Just how the bomb might be placed in the room or house while an armed fugitive alertly guards all entrances with a six-shooter has never been satisfactorily explained, but it has been done, and officers are confident of being able to employ the bombs successfully in any situation that might arise.
The bombs are also useful in case of riots or other attempted mob

THE indiscriminate raising of poultry of all kinds, rabbits, hogs, goats, guinea pigs, etc., within the city limits, will be considerably curtailed when ordinance No. 512, introduced at Thursday's meeting of the city council, becomes a law after the next meeting. While the ordinance will not prohibit keeping domestic fowls and animals within the city limits, it provides that the owner cannot keep them without a permit from the city government. Furthermore, the board of health will have a voice in the matter, and all pens and houses where they are confined must be built according to specifications furnished by the authorities, and afterward kept in such a condition that offensive odors are eliminated. In all probability the number of birds or animals that can be kept on a city lot will be limited, and the fancier who wishes to conduct his business on an extensive scale will be compelled to move his flocks and herds beyond the city limits. Stables, sheds, and barnyards where horses and cows are kept come under the provisions of this ordinance, and must be maintained in a clean and sanitary condition, free from offensive odors.
Another ordinance that will cause some flurry, which was introduced Thursday night and will come up for second reading and passage at the next meeting, has reference to restaurants, lunch counters and all places where eatables are sold. In pool rooms, bowling alleys or markets where eatables are served, the lunch counter must be partitioned from the balance of the establishment. The health department will have authority over all these, and applications for eating houses must be approved by this department before license is granted.
In accordance with the recommendation of the planning commission, a resolution of intention was adopted, providing for the planting of trees on a number of streets early in the spring. The streets designated in this resolution are: North and South Claudina, North and South Emily, North and South Philadelphia, North and South Olive, North and South Vine, North and South Buah, North and South Rose, North and South Citron, North and South Janss, Melrose, Kroeger, Santa Fe, Sabina, Topeka, Paulina, North Pine and North Los Angeles. Chartres, Cypress, Adele, Sycamore, Alberta, La Palma streets and Mills Drive were named in the second resolution.
The report of O. E. Steward, maintenance engineer on units 2, 3, 4 and 5 of the joint outfall sewer was read and approved. The report gave the average flow of sewage as follows: Anaheim,

Man's Duty Toward His Fellowman Was His Topic
Rev. Thomas R. Walker of the Presbyterian church made the address at the Kiwanis luncheon Tuesday. He was introduced by O. E. Steward, chairman for the day.
Statting that the failure of a business man might be of small advantage of his immediate competitor but would certainly be a distinct loss to the community, the speaker referred to the Hickman murder case, pointing out that the fall of the boy murderer was a definite loss to society, a blot that even the wheels of justice will not be able to eradicate.
He intimated that society itself must shoulder part of the blame for this crime, stating that, before he himself passed judgment upon the murderer, he would like to know more of the environment surrounding Hickman in his youth, living, as he did, in a home broken by divorce.
There should be more sincere comradeship between business associates, the speaker declared. Comradeship should be taken seriously with a desire to co-operate for the community's advancement, he said.
"Business is not a cold, calculating instrument by which we attain success, but our success is the outcome of past character," he said.
Scoring those who join an organization for the financial benefit they expect to reap from such an association, the Rev. Mr. Walker said: "There is not enough money in the world to repay me for what I have in my heart to do for the welfare of my fellowman."
Statting that the Hickmap case has not shaken his faith in the modern American youth, the speaker declared that the present generation is the best that has ever lived on the earth. "It is the duty of society, however, to treat today's young people as its wards and to help them in adjusting themselves to life," he said.

Engineer Steward's report on unit 1 was accepted. This report showed the cost of operations apportioned as follows: Santa Ana, $368.19; Anaheim, $125.19; Fullerton, $125.19; Orange, $117.82; Placentia, $20.23; Garden Grove, $20.23; La Habra, $32.36; total, $809.21.
In the report of the county health officer, which was accepted by the council, 812 garbage cans were declared insanitary. The city manager was instructed to investigate the condition and to advise what steps are necessary to ensure prompt compliance with the city's health regulations in the matter.
Demands against the city, all approved by the finance committee, were approved and warrants in payment ordered drawn. The demand totaling $17,575.52 were apportioned, $12,013.33 to the general fund, $5412 to the redemption fund and $150.19 to the improvement fund.

Planning to Rebuild Olive Fruit Houses
Buildings to Be Much Larger Than Those Destroyed
Planning to rebuild in time for the 1928 Valencia season, directors of the Olive Heights Citrus Association, one of the plants destroyed in the recent fire at Olive announced that work on a new packing house will begin early in 1928.
Preliminary plans for the structure have already been prepared, according to Ben H. Cole, manager, but more detailed plans remain to be made before the first actual steps are taken.
The proposed structure is expected to cost about $60,000, giving the Olive citrus organization one of the finest plants in the district. The probable dimensions are 150x200 feet.
Cole said that bids would be asked on both hollow tile and concrete construction. The latest architectural features in packing plant construction are to be incorporated in the plans.
Although no refrigeration facilities are to be installed at first, ample cold storage space for 60 carloads of fruit is to be provided, according to Cole. The cold storage facilities are to be built at a later date, it was declared.
Cole also stated that every attention would be given to lighting facilities, a factor that is being widely recognized for efficiency in individual activity. A number of other features to be found only in the most modern plants are expected to be included in the plans.
In the meantime, similar plans are being formulated by the Olive Hillside Groves, Inc.

Approximately 1200 Phones Installed In Orange County
APPROXIMATELY 1200 new telephones have been installed in Orange county since the first of the year, according to figures given out by Earl Morrow, district manager for the Pacific Telephone and Telegraph Company.
Santa Ana had a gain of 373 phones, making a total of 5670. Fullerton had an increase of 139, and Anaheim 136, Morrow said.
Three new exchanges were opened by the company during the year, being located at San Juan Capistrano, San Clemente and Dana Point.

Dr. W. H. BLANCHETTE, of Boston, Mass., was a Christmas Day guest of Mr. and Mrs. Fred A. Backs, and was delightfully entertained during a sojourn of two days. Dr. and Mrs. Blanchette met Mr. and Mrs. Backs and their family during a tour of Europe last summer, and have become warm personal friends. The doctor promised that on his return he would come to California, and spend a few days with his newly made friends in this city.
He arrived in San Diego a week ago, and was immediately invited to spend Christmas here. He came up from the South on Sunday and remained until Monday afternoon. He returned to San Diego late in the afternoon, and on Tuesday took the Yale for San Francisco, where he will remain several weeks. His wife will join him in that city. As he was leaving his home in Massachusetts for California, his wife received telegraphic advices that her mother had taken quite seriously ill at her home in Cleveland, and she stopped off in that city. The doctor and his wife will be in Anaheim again next month for a longer stay. He was so captivated by the magnificent Valencia orange orchards about this city, he admitted he was looking for a new place of residence, and that an orange grove will just about meet his requirements. It will be up to his wife when she comes next month to make final decision.
The doctor was driven through the Placenta country on Sunday afternoon, after he had paid his respects to a sumptuous Christmas dinner at which two magnificent turkeys were the center of attraction. Rain was falling, but in Mr. Backs' closed car the trip was made in comfort from beginning to end. He was driven past Mr. Chapman's famous orchard, and said he knew these oranges well, as he had frequently purchased them in the East. Looking at the groves along the highway, with their globes of golden fruit gleaming through the foliage, he declared them to be the loveliest things he had ever beheld. He looked with rapture upon the beautiful orchards, and spoke in terms of wonderment and surprise at the magnificent golden fruit. These were the first orange orchards he had ever beheld. He was taken through the oil fields, and again expressed surprise at the extent of the field. He was driven over the countryside, everywhere beholding one orange plantation after another, returning later for the evening meal.
Twelve ladies and gentlemen sat down to a wonderful turkey dinner shortly after 1 o'clock. Mrs. Backs contented herself with serving, along by the company during the year, being located at San Juan Capitrano, San Clemente and Dana Point.

William Jessurun Dies at Banning
Former Prominent Anaheim Young Man Called by Death
William Jessurun, formerly of this city, died at his home in Banning Thursday, after a long illness. Four years ago he moved from Anaheim to Banning because of ill health, but the desert climate failed to restore him. The body was brought to Anaheim; funeral services being held at Backs, Terry & Campbell's parlors Tuesday afternoon. Rev. Francis Williams, rector of the Episcopal church at Banning, officited at the funeral.
The deceased was a resident of Anaheim for many years, and was a graduate of the Anaheim Union high school. He was a veteran of the World War, and was a member of Anaheim post, American Legion. He was 30 years of age.
He was the son of Mr. and Mrs. David Jessurun, and besides his parents he leaves a wife, Mrs. Jean Jessurun, and three sisters, Mrs. Jeannette Gibbs and Mrs. Elsie Ashen, both of Los Angeles and Mrs. Johana Gibson of San Pedro.
He was also a member of the Anaheim Elks lodge, and the ritualistic service for the dead was conducted by the order. The body was cremated at Long Beach. The pallbearers were J. A. Clayes and J. W. Wallop of Anaheim, Norman Findlay of Banning, and William Gibbs, Jack Ashen and Rex Gibson, his brothers-in-law.

The local Gretna Green is flushed with pride, for Santa Claus, Cupid, or someone just as generous sent a flurry of couples to the marriage license bureau Tuesday and placed it back on the old footing it once enjoyed as one of the most popular marriage stations in California.
In fact the records show that the old average of 20 a day was equalled and then surpassed by 10, giving a total of 30 wedding applications filed with the county clerk's office. This is said to explode the theory that springtime is necessary for putting accuracy into for all children.

SANTA CLAUS was very generous to the juvenile population of Anaheim, and a number of persons who have passed the juvenile age were remembered by him and received appreciative gifts on Christmas eve.
Although the weather was somewhat chilly on Friday night, the time fixed for presenting the community Christmas tree in Municipal park, a large crowd gathered in the Greek theatre to enjoy the concert and witness the distribution of presents by Santa Claus and his corps of assistants.
More than 4000 boxes had been prepared for distribution, but only 2500 children were ranged in line to receive them. Seeing that a large number of boxes still remained after all had been supplied, many of the children suddenly remembered sick brothers and sisters at home who were unable to attend the festivities in person, but would greatly appreciate a gift from the good old salant. Although he may have had some doubts about the veracity of the statements, Santa sent each of the invalids a box with good wishes for their speedy recovery.
The committee making the purchases and perparing the boxes was too profligate in expending money and labor, as it was found that more than 1500 were left after all had been supplied. These were distributed among hospitals and parochial schools, Los Angeles, Whittler, San Dimas, and Riverside sharing in them, as well as the Orange county hospital and the schools and hospitals of Anaheim.
The ceremonies opened in the theatre with a concert by the American Legion band. For more than half an hour the band discoured stirring and appropriate music. Following the band concert, two Christmas numbers," Jesus Christ Our Lord" and "Silent Night," were sung, at the close of which Santa Claus appeared on the scene and began the distribution. George W. Reld, secretary of the Chamber of Commerce, impersonated Santa Claus, and he was assisted in the distribution by a number of alces, including H. E. W. Barnes, Harry D. Riley, H. M. Adams, and M.E. Beebe.
Following their annual custom, the Elks distributed baskets of good things to eat to a number of families in the city. Forty baskets had been prepared, but a canvass proved that there were not that many needy families in the city or its environs, consequently the balance were left at the homes of widows.
Each basket contained a chicken and several kinds of vegetables and fruit, including cranberries. They were distributed by Girl Scouts. Many baskets were also sent to Fullerton, Placentia and other points within the state.

The local Gretna Green is flushed with pride, for Santa Claus, Cupid, or someone just as generous sent a flurry of couples to the marriage license bureau Tuesday and placed it back on the old footing it once enjoyed as one of the most popular marriage stations in California.
In fact the records show that the old average of 20 a day was equalled and then surpassed by 10, giving a total of 30 wedding applications filed with the county clerk's office. This is said to explode the theory that springtime is necessary for putting accuracy into Cupid's aim. All that is needed, according to the figures, is a little time in which to complete arrangements. The two-day holiday coming just at the festive season is believed to have played a large part in sending so many couples into the realms of expected matrimony.
Fourteen licenses, ready to use, were issued Tuesday. Not such a startling figure, it is pointed out, but when taken with the 30 applications, it makes considerable business in the love market for one day, observers say.

He is tired of the rigorous climate back East, and says that to live on an orange plantation would be the crowning achievement of his life. He is an excellent prospect for a permanent resident of this section.
County Fair Ground Will Be Beautified
Landscaping and Tree Planting Now Being Proposed
The grounds of the Orange County Community Fair will eventually be one of the most attractive spots in Orange county, if recommendations to be made by a committee are accepted by the Orange County Nurserymen's Association to be held January 11, according to an announcement by J. R. Hunt, secretary and manager of the fair.
R. S. Adkinson, of Santa Ana, has proposed a program of tree and shrub planting for the park that will make it very attractive, and he has suggested that the association sponsor the planting program. A committee, consisting of John Spykernan and Arthur Blanding, Santa Ana; T. D. Robertson, Fullerton; Karl Kohl, Anaheim, and Adkinson will recommend that the association get back of the suggestion.
Tentative plans for landscaping the fair grounds have been drawn, and these will be up for consideration when the association holds its meeting. The plans include a rose garden of suffi-

IN TAKING stock of the public health of California preparatory to launching a better, healthier New Year in the state. Dr. Walter M. Dickie, state director of public health, in his report to Governor Young, particularly commended Orange county for the rapid strides it has made in public health work.
The comprehensive county-wide health department in Orange county ranks as one of the finest in the state. Dickie claimed.
The southern county has been one of the pioneer localities to organize an effective health program. Dickie said, and it has grown by leaps and bounds, jumping from a $10,000 budget to a $50,000 one in the last six years.
While Orange county is always ready to co-operate with the state health authorities and the state with it, the county has such an effective public health service of its own that it can write its own health insurance, the state health director declared.

Change of Venue From Los Angeles Almost Certain
The slight possibility—admittedly very slight but nevertheless a possibility—that William Edward Hickman, confessed child butcher, may be tried in the superior court of Orange county, is foreseen in official circles.
Intense prejudice against the youthful slayer of little Marion Parker in Los Angeles that would almost certainly defeat all attempts to get an unbiased jury there is expected to compel the transfer of the case to some other county, should Hickman decide to attempt a defense.
District Attorney Z. B. West, Jr., of Orange county recognizes the virtual impossibility of holding the trial in Los Angeles county, but believes that there is extremely slight chance that the case will be transferred to Orange county, because popular feeling here is as widespread and as bitter as in Los Angeles.
But Orange county has the nearest and most convenient court and, if a change of venue is ordered, may find the Hickman case on his hands. West is prepared, he said, to extend to Los Angeles authorities all facilities of his office in handling the prosecution. As to the matter of prejudice, it is admitted that no county in the state would be free from it, so wide has been the publicity given the brutal murder. So Orange county might as well be chosen as any other.
Should Hickman decide to plead insanity to save himself from the gallows, while confessing the crime, the court proceedings would be held to determine his "legal" sanity—whether he knew right from wrong, West said. Under this situation, Hickman would be required to enter two pleas to the murder charge. One plea would be "gulty," the other would be "gulty by reason of insanity." This procedure is required under a new state law. Then it would be necessary to conduct a trial by jury to determine the question of sanity.

ALTHOUGH several months must elapse before the gates of the next California Valencia Orange Show opens, preparatory steps are already being taken by the Chamber of Commerce. One of the first things to consider, after the dates had been fixed, was the problem of selecting a theme for the decorations. After discussing various suggestions, some members of the committee, who no doubt had been reading the thousand and one nights of entertainment, proposed that they hark back to the picturesque period when Harould al-Raschild was caliph of Bagdad, 1200 years ago. This suggestion met with approval, consequently the varied costumes and wonderful decorations of that period.
The Orange Show committee of the Chamber of Commerce has definitely fixed the dates for the 1928 show, and decided that the decorations will be borrowed from ancient Bagdad. It is declared that the story of Aladdin and his wonderful lamp furnish beauty and magnificence, and will enable the decorators to produce a setting far surpassing anything heretofore attempted.
The date set for the 1928 Orange Show is May 24 to June 3, inclusive. The motif that has been selected is based on the Arabian Nights story, "Aladdin's Lamp," and will be called "The Land of Aladdin." Based on this highly imaginative story, one will have a broad, and almost unlimited field in which to work. The beauty of the art of this day, the spectacular coloring, coupled with the mysterious activities of the genii, will make the decorations of this show the most elaborate that have been used. Donald M. Bangs, who was the publicity man for the 1927 show, and whose work was so effective, has been secured for the 1928 show.
Following the motif to be used by the 1928 California Valencia Orange Show, the publicity committee decided to use Aladdin's lamp as the central figure of the decorated float at Pasadena. This large lamp will be placed near the center of the float. Immediately in front of the lamp will be Aladdin, presenting a bowl of fruit-and flowers to the princess, who will be seated on her throne. The throne will be made of a half orange. A bright orange flower will furnish the decorations for the throne. The lamp will be made of russet-colored flowers. The three Chinese urns, two in front and one in the rear of the float, will hold large American Beauty roses. The apron of the float will be covered with green, interspersed with flowers. On each side of the float will appear "California Valencia Orange Show," and the word "Anaheim." There will be four

Ranchers of this section received a very appreciative Christmas gift from the weather man. A gentle rain began falling Saturday night and continued throughout Christmas Day and the early part of Monday. The entire Southland was drenched, the rain being general.
According to the Anaheim Union Water Company's gauge, the precipitation here was .65 of an inch, raising the total for the season to 7.48. This is 2.24 above the last year's fall to this date, the figures for last season being 5.24. The total for the season last year was between eleven and twelve inches, consequently the weather prophets are reasonably certain that the total for this year will far surpass that of a year ago.
Rain again began falling early this morning, but so far it has proven only a slight drizzle.

Mrs. F. G. Stern, 46, and her daughter, May Stern, 16, of 315 East Alberta street, were reported injured early Christmas morning, when the machine in which they were riding with the husband and father crashed into a car driven by Ysidro Esparza, East Highlands, on Lincoln avenue, according to a report filed at the office of the state traffic department. They were taken to their homes in Anaheim following the accident. No one in the Esparza machine was reported hurt. The accident was investigated by State Traffic Officer C. J. Cain, who filed a report and confiscated Esparza's registration card.
