Growers Opposed to Immigration Quota Declare Mexican Labor Necessary to Industry's Prosperity The possibility of Mexican immigration being placed under quota restrictions at the next meeting of congress met with vigorous protest last week, when the California Fruit Growers' and Farmers' Convention, in annual meeting at Stockton, and the directorate of the California Fruit Growers' Exchange, representing over 11,000 citrus growers, each passed resolutions against the proposed legislation. Dr. George Clements, manager of the agricultural department of the Los Angeles Chamber of Commerce, is chairman of a committee representing southern California at a meeting with other border state Chamber of Commerce representatives being held at El Paso for a discussion of this proposed immigration legislation. The resolution of the exchange board of directors follows: Whereas, There is a movement on foot to change the present immigration laws which would include Mexico among the countries subject to quota restrictions, thus practically eliminating the continued supply of labor from that country; Whereas, Mexico has for years furnished a satisfactory and adequate source of labor supply for the agricultural industries of the Southwest which has made possible their present development; Whereas, There is no other man power available for this class of work, and a close source of labor supply is necessary to handle the seasonal peaks of the different crops; Whereas, Any interference with this labor supply would seriously reduce the total output and consequently increase the price of essential foodstuffs to the consumer; and Whereas, The California citrus industry represents an investment of $300,000,000 and such interference with an adequate labor supply would seriously Rules for Adjusting Your Headlights State Motor Vehicle Department Issues Instructions Instructions designed to teach every motorist in California to adjust his own lights so that they will comply with the law and not glare were issued by George F. Moynahan, acting chief inspector of the Division of Motor Vehicles. The instructions were prepared in connection with the headlight campaign the division is conducting all over the state. Moynahan offered the following simple rules for adjusting headlights: 1. Place your car on level ground or a runway 25 feet from your garage door or a vertical wall. 2. Measure the distance from the direct center of your headlamp to the ground, then draw a horizontal line with heavy chalk on the wall at this height. (If the car is not fully loaded at the time subtract four inches and then draw the horizontal line.) 3. Cover one headlight. Then take a screwdriver and turn the adjusting screw at the back of the headlamp until you get the narrowest pattern of light possible. 4. Now loosen the universal nut under the headlamp and bend or move the beam of light until it is all under the line you have drawn on the garage door or wall. 5. Cover the light adjusted and repeat the same process with the other. When you have finished the beams from both headlamps should strike just under the line. Moynahan explained that the turn of the adjusting screw on the back of the headlamp has the effect of moving the globe in the reflector backward or forward. A resolution was regularly passed adopting the character of highway warning and direction signs now used by the Auto Club of Southern California. The contract for widening and repaving of Newport avenue from Palisades road to Seventeenth street, in the Fifth road district, was accepted as completed by Griffith Company, contractors. LEGION NOTES A state-wide commission on "emergencies," composed of the American Legion posts in the various communities of California which will co-operate with the local citizens' committees, has been created by State Commander Phil Dodson of the Legion. Sidney Hotchner of San Francisco has been named the chairman of the committee and has been instructed to prepare a program for submission to local citizens' organizations for co-operative work during community emergencies, such as fires, earthquakes, accidents, floods and grain fire protection units, have assisted in various emergencies in local committees and will be prepared to organize for work against future contingencies. Elated over the general participation of the schools throughout the state in the Armistice Day celebration, state officials of the American Legion are prepared to submit a report to Governor Young in support of their contention that November 11 each year should remain as a holiday in California. When Governor Young signed the legislation making Armistice Day a state holiday, he announced that the day was on trial for two years, and that if it were not properly observed he would favor legislation to remove the present statute creating the holiday from the books. "The school children for the first time were brought directly into the Armistice Day program under Governor Young's requirements, and every one of the 300 odd posts of the Americas placed in them and our pledge to the lean Legion justified the confidence governor," State Commander Phil Dodson of South Pasadena declares in reviewing the Armistice Day results. COTTON CONTINUES GOOD The 1927 California cotton crop still shows excellent promise, according to the November report of the bureau of crop and livestock estimates of the United States department of agriculture. Co-operating with the state department of agriculture. The summary indicates a production of 93,000 bales, from 127,000 acres planted this season. The cotton crop is somewhat later than normal in California, although the same conditions prevail in other cotton states. Ginnings in California to November 1 totaled 34,000 bales, which is estimated at about 36.5 per cent of the prospective crop. The condition of cotton in Lower California, Mexico, is reported as 87 per cent on November 1, indicating a production of 60,000 bales from 110,000 acres. FOREIGNERS GET CREAM Foreign shipping companies received $480,000,000 or 65 per cent of the approximately $730,000,000 paid in freight charges for transporting America's ocean-borne foreign commerce last year, according to estimates of the United States shipping board. Of the 5761 vessels handling this trade, 4083, or more than two-thirds, were under foreign flags. The money value of America's foreign commerce last year, according to department of commerce estimates, approximated $9,250,000,000. Foreign shipping companies therefore collected a fraction more than 5 per cent toll on the total value of this foreign-commerce, while American shipping got only about 2½ per cent return. The dry copper carbonate treatment is one of the best means for the control of stinking smut in wheat. From two to one-half ounces will treat a bushel of seed. A barrel mounted on an axis with a door in one side for inserting the wheat and powder is a good mixer. A dust mask or a wet handkerchief should be worn over the nose and mouth while the grain is being treated, as the copper carbonate is poisonous when breathed. T. O.
