Poultry Thieves
Acknowledge Guilt
Officers Believe 'Turkey Thief Ring' to Be Broken
Uncovering of a "turkey thief ring" operating in Orange and Los Angeles counties looms with the capture by deputy sheriffs of another confessed turkey thief. T. E. Lebel, 20, of Stanton, alleged accomplice of Harold B. Via, of Stanton, who recently confessed to stealing more than 100 turkeys valued at $600, appeared at the sheriff's office Friday night and surrendered to officers.
Lebel, according to officers, admitted the theft of nearly 100 more turkeys and took officers to ranches scattered over Orange county where the turkeys were stolen. According to Chief Criminal Deputy Sheriff F. W. Howard, Lebel stole seven turkeys and 36 chickens from the R. E. Landrum ranch at Talbert and Garden Grove roads; 16 turkeys from the E. G. Radford ranch at Bolsa, and sixx turkeys from the Parks ranch near Cypress.
The turkeys were all recovered on the Via ranch, at Stanton, Howard reported, and many of the fowls have been identified by their owners.
Both Lebel and Via are facing charges of grand theft. The confession of Lebel cleared up most of the remaining turkey thefts which have been puzzling deputy sheriffs for some time. Via was arrested Friday in Long Beach and confessed to stealing more than 100 turkeys in different sections of Orange county, including 68 turkeys from the Will Paulas ranch, near Olive.
Information leading to the arrest of both men came from Constable Barnett of Cypress, who noticed the unusual number of turkeys on the Via ranch.

Three Billion Loss By Auto Accidents
That Is the Official Record for Past Five Years
One person in every six in the United States during the past five years has been directly affected by highway accidents.
The economic loss during this period is nearly $3,000,000,000 or approximately $25 for every man, woman and child in the nation.
These figures are announced by the American Road Builders' Association, after an extensive analysis of the reports of the Hoover conference and the Automobile Chamber of Commerce. It is figured on the basis of conservative life liability of $5000, personal injury $175 and property damage of $50 per accident. No account is taken of minor property damage such as bent tenders, smashed headlights and similar mishaps that are not particularly expensive but are extremely irritating and result in loss of time.
It is significant that this report goes further and accepts the estimate frequently announced by the Automobile Club of Southern California, that approximately 90 per cent of all accidents are due to carelessness and recklessness, so that the large loss of life and terrific property damage may be charged directly to these two causes.
An automobile owner who would shiver with horror at the thought of filling his engine with an inferior grade of oil, five minutes later will jeopardize his life and those riding with him and endanger a high priced automobile by driving carelessly or recklessly.
This situation, it is said, emphasizes further that in the last analysis safe driving is up to the individual. All laws that can be passed do not prevent recklessness and carelessness and if the drivers themselves do not accept the responsibility thrust upon them the moment they take hold of the steering wheel, the appalling loss of life and District Convention Of Federated Clubs

Favors Probation of Petty Malefactors
Superior Judge James L. Allen declares that whenever jail sentences for petty criminals mean that their families will be without support, he will not sentence these men to the county bastille unless aid is given to their wives and children by the county.
Instead of prison terms, Judge Allen will grant probation in such cases, he stated. Not only in cases wherein the charge is non-support, but in all other minor ones as well, this policy will prevail in his court.
Formerly only families of prisoners who were in jail on the charge of failure to provide could legally be supported by the county. An amendment passed by the last legislature allows the county to aid others also.
Unless the supervisors appropriate a sum for this purpose, it will be impossible to take advantage of the new ruling. The question was before the board at the last meeting and, although no action was taken, the subject was referred to District Attorney Z. B. West Jr., for investigation.
Judge Allen pointed out that it was unjust to send to jail a man who has failed to provide for his family and then take away from him the chance of supporting his children by refusing to pay him wages for his work on county road projects. He declared that there have been several cases in which aid has not been provided for needy families of men who have been sent to jail on this charge.
He stated that this is the only county in the state in which prisoners are not paid for their work.
