Campaign Against Glaring Headlights
Nearly 500 Arrests in County During Past Nine Months
With wet weather and its consequent dangers in driving approaching, Frank G. Snook, chief of the division of motor vehicles, announces the inauguration of a new statewide campaign launched at glaring and illegal headlights.
An order issued by Snook puts every one of the 200 state traffic officers to work on the drive. Each man will be expected to work several nights a week until further instructions.
The order instructs the officers to stop every motorist with glaring or otherwise illegal lights and hand him a citation. This requires the motorist to have his lights adjusted within 24 hours and make a report of the adjustment to the police officials, justice of the peace, or district attorney.
Failure to comply with the citation will be followed by the arrest of the offender, Snook said.
Snook accompanied his announcement with the release of figures showing the state officers stopped 65,243 motorists during the first nine months of 1927 for glaring or dangerous headlights.
Of this number, 20,050 were arrested. Many of these paid fines. The state has 1500 official headlight testing stations scattered throughout the state where, for a small sum, the motorist may have his lights adjusted according to requirements.
In addition to glaring lights, the officers will have orders to stop any motorist operating with one headlight, without a tail light or with spotlights not properly adjusted.
The glaring light evil is particularly bad in the central and northern portions of the state, the motor chief said.
Snook urged motorists to check over their lights at once and have them adjusted.
"Don't wait for the officer to come along and tell you to do it," he urged.
"Take your car to an adjusting station attempted by any organization." Fisk declared upon his return to his desk at Legion headquarters after a two month's stay abroad.
Three hundred odd posts of the California department of the American Legion will observe American Education Week, beginning November 7, according to State Commander Phil Dodson of South Pasadena.
In co-operation with local civic, fraternal and church organizations, the World war veterans have outlined an extensive program for the week of November 7-13, following the suggestions of the national officers of the American Legion, the National Education Association and the local school authorities.
To acquaint the public with the work of the schools and their needs is the purpose of American Education Week," State Commander Dodson declared.
The following is the schedule for the week: Monday, Healthy Day; Tuesday, Home and School Day; Wednesday, Know Your School Day; Thursday, School Opportunity Day; Friday, Armistice Day; Saturday, Community Day; Sunday, For God and Country Day.
Addresses will be made in the schools on the different days, and luncheon clubs in the various California cities have been asked to join with appropriate programs, featuring talks by Legion and school heads.

There is less excuse for glaring lights than anything else because they are so easy to check up and adjust.
The light hog is more vicious than the road hog. He labors under the impression that he is getting more light, which is entirely erroneous, because a well regulated light is the most efficient.
"A regulated light gives better service and it does not blind the other driver, and the driver with glaring lights is just as liable to kill himself as someone else.
"I hesitate to call it hoggishness, but would rather term it carelessness. No one thinks anything about his own safety or the safety of other drivers on the road will operate with anything but a well adjusted light."
Snook's report shows that officers in Orange county stopped 2212 persons for glaring headlights during the period from January 1 to September 30. Of this number 481 were arrested.
LEGION NOTES
California World war veterans with 7,952,000 "man-miles" to their credit brought back from Paris, the American Legion's cup for the state department with the greatest "man-mileage" in attendance at the recent national conclave of the Legion abroad. There were 1136 Californians who made the journey to the convention. The trophy won by the California veterans is known as the Galbraith cup, and was given in memory of Frederick W. Galbraith, a national commander of the Legion, who was killed in an automobile accident during a tour of the nation in the interest of his organization.
Community service and membership increase are two of the greatest objectives before the American Legion during the coming year, according to word received by State Commander Phil Dodson from national headquarters of the organization.
"Our program," says Commander Dodson, "is an extensive one. Under the Americanism program for the coming year, which embraces community service, the national convention indorsed the conservation of natural resources; the allotment by renters of portions of all new city subdivisions for park, playgrounds and community recreation purposes; the Boy Scout movement; the establishment of airfields and the national convention of the World War veterans' organization held in Paris, France.

They will be set out in various parks and cemeteries. Oranges were presented to hospitals and orphans' homes. The French government is truly grateful to our department."
Feeding the Dairy Cow Efficiently

Feeding the dairy cow efficiently becomes more involved in a region where all, or nearly all, of the feed is purchased rather than grown on the home place. More attention need be paid as to the quality and kind of feed, as the economy of the ration receives more emphasis than where home grown feeds are used.
In order that a line might be gotten on the kinds of feed and quantity feed per cow per day by the members in the cowtesting association, the Agricultural Extension Service conducted a survey to learn these facts. This survey is completed and summarized and available for distribution. Anyone wishing a copy may obtain the same at the farm advisor's office.
On November 3, 7:30 p.m., a meeting is being called at the Hall of Records to discuss the summary, which is open to the public.

Definite plans for the forestry field tour Saturday, November 19, under the auspices of the Orange County Farm Bureau, have been arranged. The trip will afford an opportunity to study the county's wattershed under the guidance of specialists, who will be able to point out interesting places and explain the why of things. The farm bureau will be assisted by the United States Forest Service, county officials, and the extension service of the University of California. Forestry Field Day
Definite plans for the forestry field tour Saturday, November 19, under the auspices of the Orange County Farm Bureau, have been arranged. The trip will afford an opportunity to study the county's wattershed under the guidance of specialists, who will be able to point out interesting places and explain the why of things. The farm bureau will be assisted by the United States Forest Service, county officials, and the extension service of the University of California. It is planned to devote the entire day to a study of forest conditions and its effect on water, climate, and human life.
The itinerary of the trip follows:
Leave 9 a.m.—Hall of Records, Santa Ana, led by state motor police.
Arrive 9:30 a.m.—Orange County park, view the new forestry nursery conducted by the farm bureau, Orange county supervisors and forestry service co-operating. Explanation by W. N Cummings, chairman, farm bureau forestry committee.
Leave 9:45 a.m.—Orange County park for Oak Flat fire station, going over the new fire protection road constructed jointly by the county of Orange and the United States forest service, at a cost of $28,000. View proposed Santiago dam site en route.
Arrive 10:45 a.m.—Oak Flat, inspect new fire breaks. Explanation of work by Forest Supervisor J. E. Elliott.
Leave 11:30 a.m.—Oak Flat for return to ranger camp.
Arrive 12 m.—Ranger camp and lunch "fire-fighter style," under auspices of the United States forestry department, 75 cents per plate. Dinner, followed by short talk by Woodbridge Metcalf, extension forester, University of California. Address by Paul Bailey, Orange county conservation engineer; Willard Smith, 'Orange county supervisor; Winfield Scott of the American reforestation committee, Los Angeles.
Leave 2 p.m.—Ranger camp for Harding reservoir, via Silverado canyon, viewing natural forest covering en route.
