Seal Beach Election Ordered by Court
Efforts to Sidetrack Recall Move Of No Avail
Superior Judge E. J. Marks Friday issued a writ of mandamus ordering the Seal Beach city council to call an election for the recall of three councilmen, Mayor R. E. Dolley, C. O. Wheat, and J. R. John.
The petition for a writ, filed by J. L. Hilllicker, was granted after argument before the court between Charles D. Swanner, representing Hilllicker, and Burr Brown, city attorney of Seal Beach, who defended the councilmen.
City Attorney Brown defended the council's action in refusing to recognize the recall petition, by offering the technical contention that the petition was addressed to the "board of trustees" instead of "city council." Brown cited the new state law, effective July 29, as changing the designation of boards of trustees to city councils. Brown also produced a city ordinance, adopted in August, officially changing the name of the board of trustees to city council.
Swanner pointed out that the state law still designates members of a city council as trustees, individually, the term "council" merely applying to the board of trustees collectively. The petition refers to only three individual members of the council, he argued. He also called attention to the ordinance, passed in August under the new law, which commenced: "The board of trustees of Seal Beach do ordain," etc., as itself showing the fallacy of the defense contention. The court stated that the ordinance was of no effect, inasmuch as the state law already provided for the matters contained in the ordinance.

Jones May Name All-American Team
Two U. S. C. Football Stars Mentioned as Suitable Timber
Will Coach Howard Jones, already known as the "maker of All-Americans," bring his total to 17 this year? This is the question football fans throughout the country are asking.
To date Howard Jones has 15 Americans to his credit, starting with big Bill Hare at Syracuse university in 1908. Probably the best known today of his All-American boys are Gordon Locke and Aubrey Devine. Devine is now head fresh coach at the University of Southern California and is in a large way responsible for the number of sophomores on the Trojan varsity this year.
Last year Jones added the name of Morton Kaer to his list of 14 All-Americans. Kaer is playing ball with the Olympic Club of San Francisco and turned down professional offers that he may return to Southern California in the spring and finish his remaining year of track competition.
Now Howard Jones has produced a quarterback who may be destined to be chosen o nevery mythical All-American. He is Morley Drury, Trojan captain. Drury is being watched very closely by fans and critics throughout the country, and those who saw him perform in the Trojan-Card battle which ended in a 13-13 tie say he is better than anything that has ever performed on the west coast, including Morton Kaer and George Wilson of Washington. The big quarterback made 163 yards alone against the 1926 champions. He virtually broke up Stanford's passing machine and intercepted a total of five passes that would probably have ended in touchdowns had they been completed.
The other Trojan candidate for any man's All-American team is Jesse Hilbs, all-Coast tackle of 1926. Like Drury, Hilbs is generally conceded the best tackle in the west. Not only that, but he is the best punter wearing a Trojan uniform and made the best NICKNAI

Under the law, the city council now must call an election on the recall proposal at its next regular meeting, which will be November 3, or be held in contempt of court. The election date must be fixed not less than $5 nor more than 40 days from December 3.
When asked whether he intended traveling abroad after he is out of the White House, the President is reported to have said that he saw no reason why he should want to leave this country. Which remark is reprinted here for the earnest consideration of those restless Americans who spend most of their touring days in Canada.

Franz Steir, who distributes Sunkist oranges and grapefruit in Hamburg, Germkny, under the direction of S. B. Moomaw, European agent of the exchange, was a September visitor to California.
He visited the Los Angeles sales offices of the exchange and a number of producing districts.
Dr. Anna Besant says that she fears another World war. If there is one, we'll bet it will be a little harder for the warriors to borrow money in the United States next time.

Notice is hereby given that sealed proposals or bids will be received by the City Council of the City of Anaheim, at the office of the City Clerk of said city, up to the hour of eight o'clock P.M. of Thursday, the 10th day of November, 1927, for the furnishing of the following equipment and supplies to said city:
ITEM 1: Lighting Transformers, 2-15 K.W. and 10-10 K.W., in accordance with "Specifications for Constant Current Transformers — City of Anaheim, Series 1927-B."
ITEM 2: 1 Lawn Mower for City Park.
ITEM 3: 1 Tractor.
ITEM 4: 5 dozen Ladies' Bathing Suits, assorted sizes.
ITEM 5: 300 Bath Towels.
ITEM 6: 20,000 cubic feet barnyard fertilizer for Sewer Farm.
ITEM 7: 20 tons sheep fertilizer for City Park.
Items 2 to 7, inclusive, shall be in accordance with City of Anaheim's respective specifications therefor, Series of 1927. Items will be considered separately in making the awards. All prices must include delivery to Anaheim.
Each proposal must be accompanied by a certified or cashier's check, payable to City of Anaheim, in an amount not less than ten per cent of such bid;
