Highlights on New Motor Vehicle Law Must Give New Owner Certificate of Registration Any legal owner of an automobile who sells that automobile to another person must give the new owner a certificate of registration. That is plain and has been a provision of the California motor laws for some time. Under the new provisions of the law, failure to comply with this regulation is a misdemeanor. A section has been added to that part of the California motor vehicle act which has to do with the registration of cars. The added section is to the effect that any person who refuses or neglects to deliver to a transferee (the person to whom the car is transferred or sold) entitled to the certificate of ownership, under the provisions of the act shall be guilty of misdemeanor. Here are the details, and the main points for motorists to keep in mind: Whenever a car is sold from one person to another, both the buyer and the seller of the car should sign the certificate of ownership in the space provided for their respective signatures on the certificate. The certificate of ownership is the pink slip which is issued to every legal owner of a car. On the back of it are the spaces provided for signatures in case of transfer. The buyer should also write his address in the proper space. Then, within 10 days, the buyer must send the certificate of ownership as well as the registration card—be sure not to forget the latter—to the Division of Motor Vehicles. By the way, section No. 31 has been amended to permit a change of the designation "certificate of registration" or "registration certificate" to read "registration card." The division will send new certificates to the new legal owner of the car, and furthermore, the deal is not considered completely closed until such a time as the division forwards these certificates. The lookout station itself is on a tower 80 feet high, situated 5800 feet above sea level and affords a commanding view of the surrounding country. This is one of the most inspiring panoramic views in Southern California. Besides overlooking the immediately surrounding mountains, in the distance to the east can be seen Mt. San Bernardino, Mt. San Gorgonio, and Mt. San Jacinto. To the west Old Baldy, Pine Moutnain, Ontario Peak and Cucamonga Peak stand out in bold relief, while there is an unobstructed view of the desert region to the north near Victorville. The atmosphere is usually very clear, and the smoke of the cement plant at Victoryville and the green borders of the Mojave River canyon are also plainly visible. Lake Arrowhead itself nestles just below the lookout station, surrounded by beautiful green forests of pine, cedar, fir, and oak. The ranger who is on duty is very glad to explain points of interest to visitors and the method by which the surrounding country is plotted on his charts, for the purpose of locating incipient forest fires. While the new road makes it possible at last to travel farther than the Hamilton ranch, 176 miles below the border, the land is a wilderness with practically no facilities for motorists. This exhibit, which was placed in the grandstand building, showed a typical mountain fastness, where a doe with two fawns had been shot by a wanton hunter as she stopped to drink at a water hole.
