According to reports of leading insurance companies and state and federal authorities, over 70 per cent of the forest fires are caused by carelessness on the part of Mr. Average Citizen. A burning match or cigarette is heedlessly thrown away, or a campfire is left uncovered and the damage is done. Soon a large area is being swept by the ravenous flames, and often it takes weeks to bring the fine under control.
There is need of continual education on the necessity of fire prevention, for people soon forget the devastating fires of former years. The loss of our scenic attractions and the gigantic economic waste are forgotten until carelessness again starts the ravenous flames on the trail of destruction.
Motor car dealers' associations, automobile clubs, touring bureaus and other organizations have been laboring to impress on the public the need for taking the utmost precautions when out in the forest regions.
That this effort is bearing fruit is indicated by the decrease in the number of forest fires since the inauguration of this concerted fire prevention campaign.
Among the leading public-spirited corporations which have contributed their aid in this great cause is the Richfield Oil Company, which has each year devoted a considerable portion of its advertising to urge the prevention of forest fires.
A new series of Richfield advertisements stressing the "Be Careful" idea has just been released and will appear in all the leading newspapers and magazines throughout the state.
THE NEW MOTOR VEHICLE LAWS
Headlights, spotlights, sidelights, auxiliary lights and clearance lights are the subjects of several of the amended sections of the motor laws. The changes and the main points to be remembered are outlined in the following discussion:
Two headlights, no more and no less, are the required equipment of all automobiles. These headlights should be of approximately equal candle power and on opposite sides of the front of the car, as is well known. They should be attached so that their centers are not more than 54 inches above the road level.
A subsection has been added to the section which deals with the construction, arrangement and adjustment of headlights, and under this subsection, it is required that the maximum beam shall not exceed 50,000 candle power and that the maximum intensity shall not exist more than two degrees of arc below the level of the lamps.

Automobile Notes
Motorists driving through the Lake Arrowhead region should avail themselves of the opportunity to visit the United States ranger lookout station at Grass Valley. This station is located about four miles west of Lake Arrowhead lodge, on the Rim-of-the-World drive, and can be reached by turning north at Strawberry Flats, close to the Twin Peaks postoffice on a fair dirt road for one mile.
The lookout station itself is on a tower 80 feet high, situated 5800 feet above sea level, and affords a commanding view of the surrounding country. Besides overlooking the immediate surrounding mountains, in the distance to the cast can be seen Mount San Bernardino, Mount San Gorgonio, and Mount San Jacinto. To the west Old Bady, Pine mountain, Ontario peak and Cucamonga peak stand out in bold relief, while there is an unobstructed view of the desert region to the north. Victorville. The atmosphere is usually very clear, and the smoke of the cement plant at Victorville and the green borders of the Mojave River canyon are also plainly visible. Lake Arrowhead itself nestles just below the lookout station, surrounded by beautiful green forests of pine, cedar, fir and oak.
The ranger who is always on duty here is very glad to explain points of interest to visitors and the method by which the surrounding country is plotted on his charts, for the purpose of locating incipient forest fires. While this is his main duty, he also compiles weather statistics and keeps accurate records of temperature, humidity, wind direction and velocity, precipitation, and other information pertaining to the weather bureau service.
The coast highway is under construction about three miles north of Ventura, one-way traffic at this point is under control and handled in relays, necessitating some delay when the traffic is heavy. The entire balance of the highway to Santa Barbara is open, with the exception of a short parallel detour through Summerland over the old road.
Recent cloudbursts near Goffs have badly cross-washed, the National Old Trail, but road crews are rapidly making repairs. The section leading to Kingman via the Yucca or valley road was also badly cross-washed, but is passable, and a small crew of men is repairing the damaged points.
The city of Los Angeles had an increase of 28.7 per cent in number of automobile fatalities for the first six months of 1927. The most satisfactory record of any large city in the country was that of St. Louis, based on a comparison of this year with the same period in 1926. The largest rate of increase was in Milwaukee, while Chicago shows the largest number of fatalities.

Spotlights, sidelights and auxiliary lights are not prohibited by the laws as amended. Auxiliary lights are defined as any combination of reflector, or lens and lamp bulb designed to illuminate the roadway close to the vehicle and used in connection with approved headlights.
Not more than two of them are to be used, and these are to be mounted below the level of the center of the headlights, or between, or attached to the spring horns. If the division sees fit to refuse approval of any device as unsafe or impractical, it may do so.
As for sidelights, the lamps and bulbs used in them are not to exceed four candle power. Sidelights include any lights the rays of which shine ahead, except headlights, spotlights and auxiliary lights.
Two clearance lamps, and it is exceedingly important that this section of the la wbe complied with, must be carried on the left side of every automobile or truck which has a body width or load width of more than 80 inches. Attach one of these lights, a white one, at the front, and a green or red one at the rear of the load or body of the car.
They should be visible under normal atmosphere conditions, from a distance of 500 feet. Trailers must also have clearance lamps, a red or green light at the rear if the width is in excess of 80 inches.
Regarding spotlights, the law has been amended so that motorists must not carry more than two spotlights on their cars. These may be in addition to the headlights already referred to, but are not to be substituted for headlights.
Section 104, governing the use of acetylene headlights has been amended to permit the use of burners of three-quarters of a foot.
The city of Los Angeles had an increase of 28.7 per cent in number of automobile fatalities for the first six months of 1927. SET YOUR BRAKES
Set the brakes when leaving a motor vehicle standing. Many careless motorists are violating the state law intentionally. Under the Motor Vehicle Act of 1927-28, which became effective July 29 last, every motorist is required to apply the brakes to parked cars. It is also mandatory to stop the engine in standing cars when they are left unattended. The state law on the subject says:
"No person having control or charge of a motor vehicle shall allow such vehicle to stand on any public highway unattended without first effectively setting the brakes thereon and stopping the motor of said vehicle."
This provision in the new state law, it is said, is largely a safety measure. Many accidents have been caused by cars parked on declines and were set in action through some slight disturbance. Merely putting the car in gear is not enough, according to the law, which demands that the brakes be set wherever the car may be standing.
POSTOFFICE INCREASE
Placentia postoffice receipts for the month of August revealed a gain of $150 over the same month of last year, Mrs. Lula D. Abbott, postmistress, announces. This makes a gain for the year of over $600.

Big Money Made By Citrus Growers
Total returns to the citrus grower from Orange county ranchers marketing through the Citrus Fruit Exchange has exceeded the $14,000,000 mark for this season, and predictions are that the year will see growers recompensed to the extent of $20,000,000, according to figures given out.
The Northern Orange County Exchange has paid its members $7,750,000, Dale R. King, manager, reported. Mr. King said that there is every prospect that the $10,000,000 mark will be gained.
This year the Southern Orange County Exchange has taken the lead in the county exchange field, according to figures given out by L. D. Palmer, manager, who says $7,759,326 already has been paid to growers. Mr. Palmer expects to see $10,000,000 paid to exchange members in his district this year. The district has a considerable acreage of new groves coming into bearing.
In the southern district it is estimated that approximately 73 per cent of the Valencia crop has been shipped.
The figures revealed by the exchange do not account for citrus fruit shipped by other associations and independent buyers, who it is believed, will handle 45 per cent of the total crop. In other words, the $20,000,000 total expected to pass through exchange houses of the county is but 55 per cent of the total crop.
Total returns for the county will show an increase of about 20 per cent over the previous high year in the district.
Rescind Closure of Happy Camp District
As a result of the mass meeting held recently in Happy Camp, at which the citizens of the district pledged themselves to stamp out incendiary in the region, District Forester Show has rescinded, effective September 2, the closing order which was put into effect on August 30.
"The Happy Camp district embraces some of the finest recreation country in the state," said Mr. Show, "and it was with regret that we found it necessary five hundred dollars ($3500.00), with interest thereon at the rate of eight per cent per annum, principal and interest payable in monthly installments of $40.85 each, on the 1st day of each and every month, beginning February 1, 1924, and in compliance with a notice of default and demand for sale of the property in the said deed of trust and hereinafter described, recorded on the 27th day of April, 1927, in Book 40, page 259 of Official Records of Orange County, California, executed by the owner and holder of said note on account of the default in the payment of the principal and interest due on the 1st day of October, 1925, and all payments due subsequently thereto, there being a total sum of principal, interest and advancements to protect the title to said property of $4,569.02 due on March 14th, 1927, and all payments which have matured subsequently thereto, upon which has been paid the sum of $855.05, leaving a balance due of $3,713.97 on said 14th day of March, 1927, and all payments which have matured subsequently thereto, will sell at public auction for cash, lawful money of the United States, and to the highest bidder, subject to liens or incumbrances prior to said deed of trust, the following described property, to-wit:

Many people have wondered just what the cost of fumigating and spraying orchards amounts to and because of lack of information they greatly underestimate the amount of work done and the cost of this work to the growers in order to protect fruit from the attacks of scale and insects. In order to show the magnitude of the industry in Orange county, figures, which have been given out by Anson A. Brock, Orange county horticultural commissioner, show that nearly a million dollars a year are spent by ranchers of the county on fumigation and spraying.
The actual cost of treating citrus and walnut groves of this county amounted to $868,542.15 last year. This sum is divided into three divisions, fumigating, spraying and dusting. The amount of money used in fumigating was the largest, $610,058.14. The amount on spraying totaled $245,143.09, and dusting walnut trees cost $13,340.92. These sums represent the actual cost of the work to the rancher.
According to records of the county, 32 fumigating operators' licenses have been issued to Orange county firms and 50 spraying licenses have been issued. These all are issued through the state horticultural commissioner's office in Sacramento and are on record in the county office in Santa Ana. Under these licenses 126 foremen are employed in fumigating and 62 foremen by the spraying outfits. Each foreman has under him from three to six men, making in all about a thousand men who are employed in the pest control business. Adding to this, the many ranchers who do their own work and those who dust the walnut orchards, Brock estimates that many more than a thousand men are employed in this business in the county.

The work was not completed soon enough last year and many of the orchards did not receive the full benefit of the fumigation. Brock stated that there were 15 more fumigating outfits engaged in fumigating and spraying this year than there were last year.
Britishers Want New Speed Limit
The speed limit problem is at present causing a great deal of discussion in England. The present limit is 20 miles an hour. Many English motorists believe that the maximum speed should be at least 30 or 35 miles, while still others think that a set speed limit should be abolished altogether, and the law against "driving to the public danger" be restored. Proponents of this law point to the fact that five miles per hour is dangerous under some circumstances, while 50 miles is safe under different conditions.
