More than 106,364 STOCKHOUSE benefitted by the upward trend of EDISON SOUTHERN CALIFORNIA EDISON COMPANY Owned by Those it Serves Finances of State Highest in History Treasury Has Balance of $49,-717,989.27 This Year With a balance of $49,717,989.27 in the state treasury as of closing hour June 30, California opened its seventy-ninth fiscal year in the best financial condition it has been in the history of the state. The balance represents an increase of $7,015,437 over the total of the funds on hand as of July 1, 1926, that total having been $42,702,562.05. The state's receipts for last year aggregated $58,500,947.43. At the same time Governor Young's budget for the coming blennium became effective and the state began paying claims contracted from the funds appropriated by it. The budget total calls for a maximum expenditure for state government of $193,770,465.99 during the two years, but to which the legislature added $2,184,781.54 by special appropriations and as a result of which the final total expenditures by the state between now and July 1, 1929, will approximate $195,951,246.63. Of the balance, $26,217,281.19 remained in the general fund, from which the majority of the state's expenses are met. This fund balance was an increase of $2,791,579.19 over the $23,425,702 balance on June 30., last year. The general fund balance, however, is not entirely a surplus, although there is a surplus in excess of $20,000,000 anticipated by various state authorities. From the present balance must be met a large amount in June bills and salary claims. The increase in the total balance is represented principally by proceeds from the sale of bonds. There is $1,-250,000 received from the sale of the Sacramento state building bonds a few weeks ago. In addition to a balance of $2,300,000 remaining from the proceeds of the last veterans' bond sale. The motor vehicle and the gasoline tax proceeds increases represented the largest individual gains, aggregating in the same time Governor Young's budget for the coming blennium became effective and the state began paying claims contracted from the funds appropriated by it. anticipated by various state authorities. From the present balance must be met a large amount in June bills and salary claims. The increase in the total balance is represented principally by proceeds from the sale of bonds. There is $1,250,000 received from the sale of the Sacramento state building bonds a few weeks ago. In addition to a balance of $2,300,000 remaining from the proceeds of the last veterans' bond sale. The motor vehicle and the gasoline tax proceeds increases represented the largest individual gains, aggregating in excess of $700,000 and which is included in the $7,015,437 general increase. The state last year entered the seventy-eighth fiscal year with a gasoline tax balance of $365,080.52, but this has been increased to $612,061.62. The total gasoline tax collections for the year, which was the full 2-cent tax and from which the counties later were apportioned half, were $18,459,145.96. The balance in the motor vehicle fund today was $7,042,282.12 against a balance of $6,786,821 last year. The receipts from this source last year totaled President Coolidge has probably found that the Black Hills are a great deal quieter than they were when he saw them in the movies. "It will be apparent, therefore," Acting Secretary Mills declared, "that without these special and non-recurring items, which aggregate $370,000,000, the surplus would have been about $265,000,000, of which a considerable part is to be attributed to decreases in expenditures, some of which represent a postponement rather than actual savings." Retirement of the second Liberty loan issues in November will be one of the important features of refinancing during the coming year.
