Organize Army to Fight Forest Fires
Drilled Men to Act as Reserves in Protecting Forests
American Legion executives, directors of the Chamber of Commerce and officials of the Conservation Association of Southern California at a meeting held on Tuesday at the University Club, perfected the details of the organization of the Forest Fire Fighters’ Reserve. Paul H. Gray was chosen chief of staff. It was agreed that the following personnel shall compose the entire staff. An adjutant, his assistants, a complete advisory board, a finance officer, and an officer of public relations, with all of the petty officers necessary for such an organization.
The plan agreed upon calls for an advisory board composed of men of experience in forest fire fighting. These men, with the staff officers, shall be empowered to direct the operations of a third line of defense composed of the Forest Fire Fighters’ Reserve, which is only to be called into action when a dangerous fire of major proportions occurs.
Actual organization is to consist of a series of units of ten men each, with a sergeant in command. There shall be patrols of four units each, with a captain in command. These shall operate along the usual lines of military procedure. It was explained that four or more units, up to a limit of ten units, are about all the men that can be used to advantage on a fire fighting front.
Fire fighting appartus, consisting of shovels, pumps, mattocks, axes, grub hooks, together with camp kitchen and complete cooking outfits, has been supplied by the United States government. These will be taken to the mountain camps that already have been turned over to the conservation association for use as recreation and training camps. Here the men will be trained and each unit will be prepared to do effective fire fighting whenever occasion demands. The lines of communication are to be kept intact by the staff officers during a fire, and every possible protection and aid to successfully fight a blaze will be given Stephens, et al., was continued to June 28, 1927, at 10 a.m.
The chairman was authorized to approve the bond on map tract No. 849, and map tract No. 849 was accepted as the official plotting of said tract, but not accepted on behalf of the public lots designated by letters, for highway purposes.
The assessment for county improvement No. 8 was confirmed.
William T. Carpenter & Company was given an extension of time of 30 days in which to complete their contract in the matter of county improvement No. 8.
The United Concrete Pipe and Construction Company was given an extension of time of 60 days from June 24, 1927, in which to complete their contract in the matter of county improvement No. 5.
The chairman was authorized to approve the bond on map tract No. 823, and map tract No. 823 was accepted as the official plotting of said tract. No new streets accepted. Lots 1 and 2, Block H, not accepted as public highways.
The chairman was authorized to approve the bond on map tract No. 839.
The contract in the matter of road district improvement No. 49 was awarded to Griffith Company.
Supervisor Smith was granted a 10 days' leave of absence from the state, commencing June 24, 1927.
Spraying licenses were ordered issued to W. W. Nordheim, F. W. Ovelman and Walter Kempin.
It was ordered that the apportionment of Auto License fund be divided in four ways; that is, to the Second, Third, Fourth and Fifth supervisorial districts in equal portions.
Specifications, plans and profiles for the repaving and widening of Palmia avenue, a distance of approximately drive from Placentia avenue to Valenone and one-eighth (1½) miles, in the Third road district, Orange county, California, were presented and filed. The lines of communication are to be kept intact by the staff officers during a fire, and every possible protection and aid to successfully fight a blaze will be given the men on the firing line.
These men are to be paid at the rate of 35 cents an hour. This is a government law. There will be need for timekeepers and clerks and men in the commissary department. However, only young and active able-bodied men are to be used at the front, and the staff officer is empowered to draft these, though the quotas are to be obtained without draft from the corporations, it is believed, because of the enthusiasm that has been aroused for the reserve.
Co-ordinate with the regular activities of the reserve, a bureau of information has been established in the office of the adjutant, for the purpose of continually acquainting the public with the purposes and work of the reserve. A program of education has been arranged to bring home to the public the necessary information regarding forest fire prevention and the work in connection with the conservation of our watersheds. This constitutes the adequate protection of brush cover and undergrowth in our foothills and forests.
Federal, state, county and city fire chiefs, forest officers and their duly appointed agents are empowered to draft physically fit men whenever and wherever necessary to fight a forest fire. The Forest Fire Fighters' Reserve is to work with the constituted authorities in order to provide a force of at least 2500 men thoroughly trained and ready for work this summer.
Endorsed by the federal officers and sponsored by the state officials, the Forest Fire Fighters' Reserve comes into being with the best of backing. The Southland is ready for just such an organization, say those who are behind the movement, and it is proposed to draft all of the available man-power that can be put to work at once to form this body of well trained men who will fight fires at the lowest possible cost and yet do the greatest amount of good in the shortest possible time.
Information can be secured at the conservation association headquarters, 504 Bradbury building, or by calling on the telephone FAber 1289. This is to be the recruiting station, and the units are to be mobilized at once and prepared for the work that is at hand.

FISHING IS GOOD IN INYO COUNTY
Located so near to the base of the high Sierras that the highest peaks seem but a stone's throw from the courthouse steps. Independence, county seat of Inyo county, is a favorite starting point for sportsmen and vacationists who wish to visit the "high countries," according to a report received from the touring department of the National Autobloque Club. A good automobile road, built on easy grades, has been completed within a short distance of Onion valley, at an elevation of 8000 feet. From this point elevations, passing many trout-filled lakes and crossing Kearnsage pass at an elevation of 11,823 feet. The water is still quite high in this district and general fishing conditions are good on the lakes, but only fair on the streams. Gilbert and Flower lakes, reached by pack trains, now offer splendid fishing. The best bait is worms or ant eggs, and best fly is brown hackle.
After leaving Kearsage pass, the trail passes Bullfrog lake and other well-known fishing waters and reaches Vidette Meadows. Here it branches, a trail leading southeastward to the Upper Kern river, and another following Bubb's creek to the south fork of the Kings river. An alternative at Bullfrog is to follow a trail over Glenn pass to the Rae lake region and the Sixty Lake basin. Spendid fishing is to be had in this section. From Rae lake the Woods lake section and Sawmill pass is reached, a convenient way of returning to the Owens valley. The following species of trout are found in the Independence area: Golden, steelhead, rainbow, eastern brook and Loch-leven.

More gold remains hidden in the mountains of the west than has been mined, if saga is true, says O. A. Fitzgerald in an article entitled "Myths—or Millions," appearing in the July issue of Touring Topics. In reviewing the lost mine legends that have been given currency during the past three-quarters of a century, Mr. Fitzgerald points out that there is hardly a region on the Pacific slope that hasn't been made the locale of one of these fabulously rich storehouses.
The lure of the Blue Bucket, the Canyon of Gold, the Lost Soldier and the Mother Lode, still actuates prospectors who wander through the mountains and across the deserts of the great west. Mr. Fitzgerald asserts in giving the details of the origin of these phantom mines.
Restricting Seed From South America
The secretary of agriculture, having determined that alfalfa seed grown in South America is not adapted for agricultural use in the western states, has ordered that after July 2, 1927, such alfalfa seed will be permitted entry into the United States only if at least 10 per cent of it is stained an orange color.
By arrangement with the bureau of plant industry, a sample of alfalfa seed, 10 per cent of which is stained with the color adapted for the identification of South America alfalfa seed, has been received by the farm advisor's office, which is available for inspection by anyone interested.
Taking Census of Seals and Sea Lions
Will Patrol Coast Line of State From Oregon to Mexico
Working out of the office of the department of commercial fisheries of the California Fish and Game Commission and using the patrol boat Albacore, attached to the southern district, Deputy Paul Bonnot is making an extensive survey preliminary to the taking of a census of the seals and sea lions on the coast of California.
Bonnot will cover the haunts of the seals and sea lions from the coast that borders on Mexico to the line of Oregon, and has already discovered a number of new rookeries never before checked on.
In addition to locating the rookeries, and making a check on the number of seals and lions, Bonnot is studying the habits and the food of these denizens of the coastal waters and hopes to submit a report soon that will be invaluable to the commission. The information gathered will show whether or not the seals and sea lions are becoming too abundant, and if so, measures to reduce the ranks of these great fish consumers will be considered. N.B. Scofield, head of the commercial fisheries department, explains. In case it becomes necessary to control the size of the rookeries, this will be done with the co-operation of the federal government, as many of the rookeries are located on United States lighthouse reservations, and the seals and sea lions may be killed only with the permission of the department of commerce.
The investigation will take at least two years, but Bonnot, in addition to locating many new rookeries, has located a number of harbor seals with young pups still nursing, which is an unusual find for this time of the year. Bonnot reports that he has found many of the bull seals with his harem of cows fighting for places on the rookeries. The seals are hair seals, whose skins make good leather and whose oil is also used extensively. The whiskers are also used a great deal by the Chinese in making various articles for their own use.

Recorder of Orange County, California, did grant and convey the property therein and hereinafter described to PACIFIC-SOUTHWEST TRUST & SAVINGS BANK, a corporation, as Trustee, with power of sale, to secure the payment of one certain promissory note in favor of H. A. KRAUSE and LILA G. KRAUSE, his wife, as joint tenants, an undivided one-half interest, and LLOYD HULBERT and ANNA HULBERT, his wife, as joint tenants, an undivided one-half interest, and to secure the payment and/or performance of every obligation, covenant, promise, or agreement therein contained; and
WHEREAS, said Deed of Trust provides that should breach or default be made in the payment of any indebtedness and/or in the performance of any obligation, covenant, promise or agreement therein mentioned, then the owner and holder of said note may declare all sums secured thereby immediately due, and may require the Trustee to sell the property thereby granted; and
WHEREAS, default has been made in the payment of sald promissory note and a breach has been made in the obligations for which said Deed of Trust is a security. In this, that the installment of interest due on said note on October 20, 1926, was not paid when due; and
WHEREAS, said H. A. Krause and Lila G. Krause, Lloyd Hulbert and Anna Hulbert did elect to and did declare all sums secured by said Deed of Trust immediately due and payable, and did demand that said Trustee sell the property granted thereby, to accomplish the objects of the trusts therein expressed, and thereafter on March 8, 1927, there was recorded in Book 26, Page 77, of Official Records, in the Office of the Recorder of Orange County, California, a notice of said breach and default and of election to cause said Trustee to sell said property to satisfy said obligations.
NOW, THEREFORE, notice is hereby given that by virtue of the authority in it vested, the undersigned, as Trustee, will sell at public auction, to the highest bidder for cash, in United States Gold Colon, on Friday, the 15th day of July, 1927, at 11:00 o'clock A. Fur seals are practically exterminated on the Pacific coast, Mr. Scoffield declares, and only the harbor or leopard seal remains. Two species of sea lions are to be found, the stellar and the California black sea lion. The California sea lion is rather rare and is protected by law, while the stellar lion is not protected and may be killed at any time under the new law.
The work being done under Scoffield's direction is the first research work on seals and sea lions on the Pacific coast, with the exception of a survey of fur seals made some years ago by the federal government.
Seals and sea lions are found largely on the Faralone islands and New Year's Island. Killing was not permitted until 1898, when an effort to reduce the number was started, but never finished.
Persimmon Growers Talk Co-operation
A strong delegation of Orange county persimmon growers will attend the semi-annual meeting of the persimmon department of the Southern Counties Farm Bureau, Wednesday, June 29, at Los Angeles. The meeting will be held at the farm bureau office, 230 Court street, at 1:30 p.m., for the purpose of hearing a report of the marketing committee, headed by A. J. McFadden of Santa Ana.
The marketing committee was appointed by Earl Goodall, president of the Southern California persimmon growers' department, to formulate definite plans for orderly and systematic distribution of the fruit in order to avoid the glutting of the local markets as experienced last year.
Steps have already been taken by the southern Orange county and northern Orange county growers to form local units to dispose of their production, which will reach a combined total of about 500 tons, according to reports from the farm advisor's office. The marketing committee is now negotiating with the transcontinental railroads for better rates on persimmons. A report on rates will be presented by Mr. McFadden.
Prof. A. W. Christie of the by-product division of the University of California, will report on persimmon by-products.
The question of cold storage has been investigated thoroughly by a special committee for that purpose, and also by the University of California. Professor Overholmer's extensive work on this problem will be reported on.
