California’s Great Electrical Progress
Total of 65 Electric Utilities Operating Within State
California electric utilities under the jurisdiction of the railroad commission generated approximately 6,500,000 kilowatt hours of electric energy during 1926, and transmitted 72,000,000 kilowatt hours across the state line for use in adjoining states, or in Mexico.
These staggering figures have just been developed by A. V. Guillou, assistant chief engineer of the railroad commission, in a report prepared for the bureau of business research of Harvard university. It is also an important fact that on the average California electric rates are the lowest in the United States. These rates are fixed by the railroad commission.
The total amount of power sent out by the 14 major power companies of California exceeds the figure given, being 6,908,921,778 kilowatt hours. Deducing from the larger figure the power purchased by various companies from some other company, which had already been credited with the generation of the amount sold, reduces the net figure to approximately six and one-half billions of kilowatt hours. It is now known that California leads all states in the Union in the development of hydro-electric power, even New York, with 1,930,000 horsepower already developed, as against 1,757,335 horsepower in the empire state.

What is more striking in connection with the California hydroelectric development, is that public utility hydro-electric plants under the jurisdiction of the railroad commission sent out approximately 5,000,000 kilowatts of electric energy in 1926, exclusive of several large municipally owned plants. Steam generated power sent out by plants under the commission's jurisdiction totaled approximately 1,183,000,000 kilowatt hours of electricity.
That California has power to aid in the development of other states and even foreign countries is evidenced by the fact that during 1926 the California-Oregon Power Company transmitted 15,000,000 kilowatt hours to Oregon; Southern Sierra River Power Company sent 8,224,280 kilowatt hours into Mexico; 5,888,545 kilowatt hours into Arizona; 2,583,500 kilowatt hours into Nevada; Nevada California Power Company sent 15,795,140 kilowatt hours into Nevada, and the Truckee River Power Company transmitted 24,360,015 kilowatt hours of California developed power into Nevada, or a grand total transmitted outside of the state of approximately 72,000,000 kilowatt hours.
There are a total of 65 electric utilities operating in California under the jurisdiction of the railroad commission. Many of these are small, however, and the five largest companies do more than 80 per cent of the business.

Revive Sea-Island Cotton Industry
Low prices for short cotton which followed the record-breaking crop of the past season, and recent tendencies toward higher prices for long cotton have stimulated interest in the possibility of reviving the production of seasand cotton in the coastal plains districts of the southeastern states.
It is possible to revive the production of long cotton in this region, says the United States department of agriculture, but not successfully unless the planters gain a thorough understanding of the problems involved. The great difficulty at present is the lack of a sufficient seed supply. Another is that continuous good prices for long cotton depend on the continuous and regular
State First in Future Highway Development
With the enactment of the two Breed highway measures into laws, California assumes first place in the nation in future road development, according to an official analysis.
The concurrent bills establishing a new road program provides for an additional one-cent gasoline tax, the funds from which will be devoted to new construction on the state highway system, and the allocation of road funds so that every section of the state will receive a fair share.
Under the new laws made effective by the signature of Governor Young a few days ago, a 12-year program is contemplated, during which period more than a billion dollars will be expended on highway development in California by the cities, counties, state and national government. According to estimate already made, the total expenditure from all sources for highways during the next year in the state will approximate $75,000,000. Figuring an increase of $5,000,000 annually in this sum for the next 12 years, it is indicated that the estimate of a billion dollars for highways during that period is conservative.
Under the new highway policy the state is obligated to complete the 6628 miles included in the state highway system before additional roads are added. In Southern California there are 886 miles of unimproved roads in the state system that will be improved under the new law. The total mileage of primary and secondary state highways in Southern California is 2522.
Not only will the new highway measure provide an average of nearly a million dollars a month for new work on the state highway system, but through guaranteeing funds ahead will enable the commission to systematize this development in a more satisfactory manner than ever before in history.
New Course in Child Training at U. S. C.
So there will be no "neglected age" of education, a new college course in "preschool education," covering child training from 2 to 5 years, is announced for the 1937 summer quarter of university college (Metropolitan) of the University of Southern California.
Planned to be of special interest to teachers, parents, nurses, and social workers, the Monday-and-Wednesday 4 p.m. lectures, headed by Miss Rebekah K. Earle, will be given at the downtown branch of the Trojan university, in the Transportation building, Seventh and Los Angeles streets, beginning June 13 and ending August 3.
"When a child enters the first grade he is already well on the way to a definite character," states Dr. T. W. MacQuarrie, director of University College, Southern California. "The adult world conducts the education of children from infancy, deciding the physical and emotional assets and liabilities of children. The university course is designed to eliminate hit-or-miss methods of early child training."
Eighty summer evening courses are offered at the college from June 13 to August 6, including Spanish, modern drama, political science, accounting, short story writing, psychology, French, sociology, public speaking, business organization, German, science, American literature, mental hygiene, child psychology, home nursing, millinery, Russian literature, eugenics, and engineering.
