Need Tri-Counties Hospital for T. B. Efforts Being Made to Establish One Near Banning For the past three years the Bureau of Tuberculosis has been working with the supervisors of Orange, Riverside and Imperial counties in an effort to have them join in the establishment of a tuberculosis hospital near Banning. The reason for so doing is that while the death rate in each of the counties is very much higher than it is in other sections of the state, at the same time it was felt that because of the extreme heat in Riverside and Imperial, and a good deal of dampness in certain sections of Orange county, that it would be very much cheaper for the counties and much better for the patients if the policy adopted by other counties was followed and a hospital established away from the center of population, where both first and second stage cases of tuberculosis in adults could be cared for, with a separate division for children. The various meetings were held at Riverside by members appointed from the three boards. One of the most beautiful sites for hospital purposes in the United States was chosen by the three boards and purchased two years ago, and Stanley Wilson, an architect at Riverside, was authorized to draw the plans. He was, likewise, instructed by the three boards to economize as much as possible, but to present to them in the plans and specifications buildings of a type that would last for many years. It was felt that because of the fact that the hospital was in the mountains and that there might be some danger from fire, that tile roofs should be used, and naturally, because of the fact that tile roofs were specified, it meant heavier construction for the rest of the buildings. The architect was instructed to have the plans and specifications ready so that bids could be called for in the three counties and be opened at Riverside on the sixth or seventh of July last. From the very beginning of the hospital plan, wherever counties have beginning that Orange county would put in the largest amount. On the other hand, Orange county has a great many patients in excess of the other counties. The death rate for the three counties for the past five years has been nearly 3000, and this does not include the number of patients who have left these counties and who have died in private institutions in other counties of the state. I wish to say that from the beginning of this proposed plan in Orange county, we had the hearty co-operation, apparently, of the board of supervisors in Orange county, particularly Mr. Schumacher, and also the very splendid co-operation and assistance of Dr. Harry Zaiser, medical director of the Orange County hospital. On the day appointed when the bids were to be opened, Mr. Talbert of the Orange county board and a man who was not a member of the board, but whom I judge to be the county auditor, came into the meeting and, to the surprise of everybody there, made the announcement that Orange county intended to withdraw. Because of the fact that I was taken suddenly ill and had to go to the hospital, I was not present at the second meeting, when I understand from the Riverside board, that these same two persons came to the meeting and that Mr. Talbert made the motion, and the other person from Orange county seconded it, that the proposed plan be dropped, the excuse being that Orange county did not wish to stand the expense. It does not seem possible, in view of the fact that it was understood from the very beginning that Orange county because of their assessed valuation would stand their share of the expense, that these men could have come into the meeting realizing that even if everything had gone on as it should and the bids had been accepted, it would have taken at least two years for the hospital to have been constructed, and all of the boards would have had two years in which to pay for the cost of construction, as the maintenance appropriation would not have been made until the buildings were complete. This has left the Imperial and Riverside board in a very embarrassing position. The fact that tuberculosis is curable and that there are many people in California who now are back at their regular occupations, after having taken the cure in a public institution, makes us urge the counties to accept this plan now in operation all over the state, and we feel that the grand jury and the people in Orange county, through the service clubs, the women’s clubs, and other organizations and individuals, are willing to stand the very small tax that would be necessary to save the lives of the hundreds of people in the county who are suffering with tuberculosis, and will realize that as long as these people are not provided with a chance to make a recovery that they are a constant menace to the remainder of the community. We believe that if small counties like Madera, Merced, Sutter and Colusa in the north, San Joaquin, Fresno and Kern, and all the other counties who are operating these hospitals can do so and receive only the commendation of the taxpayers, that Orange county should put itself in the same position.
