200 Killed, 700 Hurt Annually in State
Deadly Grade Crossing Must Go, It Has Been Declared
Two hundred lives are snuffed out annually in California in grade crossing accidents, while 700 persons are malmed or more or less seriously injured. The only way to eliminate these accidents, William J. Locke, secretary of the California Municipal Traffic League, asserts, is to eliminate grade crossings throughout the state. Then grade crossing collisions would not occur and it would not be a question of whether the motorist was trying to beat the train to the crossing, or the pedestrian didn't see the train coming. The motorist and the pedestrian simply wouldn't cross the train tracks.
There is a bill before the legislature looking to the elimination of grade crossings—Senate bill No. 18, introduced by Senator Roy Fellom of San Francisco—which provides for a $25,000,000 bond issue for the separation of grade crossings.
"The Fellom bill offers the solution," Locke said, "because it provides a definite amount with which to accomplish a desired end and is sufficiently large to begin at once the elimination of the most dangerous grade crossings in California. It is estimated by competent highway authorities that $25,000,000 would be sufficient to eliminate the dangerous grade crossing on all the trunk line railroads in the state and most of the secondary railroad line grade crossings."

"California's highway system is one of the greatest 'selling points' we have. It is a splendid highway system so far as the construction of the roads is concerned, but much remains to be done east and best minds of the state, in order that the legislation may be directed along right lines—lines that will stand future tests at law, which will surely come—and which at the same time do substantial justice to all. If the legislative committee, for instance, would go outside of its own personnel and seek advice from a man like Howard Surr of San Bernardino, it might save people from endless litigation in the future and the effort to clarify the water laws reach the desired end much more quickly.
The program suggested reaches to the very foundation of the water rights of the state, for it opens with a constitutional amendment reciting that all waters in the state are declared a public utility and are made available to public use. A second constitutional amendment would define and limit the doctrine of riparian rights, would declare surplus waters to be the property of the state and would define what constitutes a surplus. The third move would vest in the legislature plenary power to create a water commission for the purpose of determining claims of right to the use of water and to determine proceedings in eminent domain, which means the right to condemn.
Southern California needs to be very careful as to this water legislation. In this part of the state water is more valuable than gold. Our very life depends upon it. The problems are different from those of the central and northern part of the state. For instance, the crisis which has brought about the present proposed legislation is the decision in what is known as the Herminghaus case in the San Joaquin valley, which sets up the ownership through the doctrine of riparian rights of certain individuals to a large amount of water, to the detriment of certain public or semi-public interests. But down around here, we know little about riparian rights; for we do not have permanent streams flowing through our back yards. Our problems are those which arise out of the claims to water originating in the mountains or made available from aesthetic beds.
It is manifestly possible for the legislature to work out a program which shall be to the very great benefit of the state—or the reverse. We must be careful that the latter end is not secured.

The organization of which Locke is executive secretary is composed of representatives from all parts of the state, including all counties, municipalities and the automobile clubs. Supervisor Clarence Todd of San Francisco is president. This organization is deeply interested in cutting down the number of grade crossing fatalities, which have practically doubled in California in the past five years, while the number of persons injured in grade crossing accidents has increased three-fold.

Cooking does not destroy the valuable mineral salts found in many fresh vegetables but some of the minerals are dissolved in the water in which the vegetables are cooked. This liquid should therefore be served or utilized in some way. It may be saved for soup or used in gravies or sauces.
Cooking a merlingue in too hot an oven makes it tough and watery. Use a slow oven with meringues. Then they will set all the way through, brown delicately on top, and remain puffy after they are taken from the oven.
The body must have mineral matter to build and repair bones, teeth and other tissues, and keep if in good running order. Calcium is found in dried beans, cauliflower, Swiss chard, peas, turnips, carrots, parsnips, oranges, and certain other fruits and vegetables. Milk used in cooking any of these foods or served with them increases the amount of calcium taken. Iron is supplied by fruits in general and by green-leaf vegetables, such as lettuce and dandelion green, and particularly by spinach. As a source of iron, spinach is in a class by itself. Egg yolk is another good source of iron.
Even at ordinary temperatures gasoline gives off a very explosive vapor; the vapor from a single pint rendering the air in an ordinary-sized room explosive. When it is used indoors for cleaning, it is important that there be no fire in the room and that the doors and windows be open so the vapor may escape. Often some cleaning agent that will not take fire can be used as satisfactorily as gasoline.
When proportions are given in terms of sweet milk and baking powder, an equal quantity of sour milk may be substituted and enough soda used approximately to neutralize the acid, or a scant half teaspoon for each cup of sour milk. In the case of thin batters the soda and sour milk generally furnish enough leavening, but for thick batters or doughs baking powder is usually needed in addition. When sweet milk is to be used in place of sour baking powder is substituted for all of the soda, in the proportion of four teaspoons of baking powder for one teaspoon of soda if no other acid ingredients such as molasses is used. A resolution was regularly adopted appointing an engineer of work in the matter of County Improvement No. 10.
A resolution was regularly adopted directing the county surveyor to furnish the said Board of Supervisors, plans, profiles, specifications and estimates of cost of certain improvement work at Costa Mesa, all in the County of Orange, and to be known as County Improvement No. 9.
A resolution was regularly adopted in the matter of County Improvement No. 9, adopting plans and specifications.
A resolution was regularly adopted declaring its intention to pave and otherwise improve Eighteenth Street from Tustin Avenue and Harper Street, from Newport Avenue to Fullerton Avenue, in the matter of County Improvement No. 9.
Ordinance No. 233 was ordered transferred from the Standard Oil Company of California to the Midway Gas Company, as per petition on file.
All applications for a plea at Laguna Beach were denied, and it will be the policy of the board to deny all subsequent applications.
A branch of the County Library was established at Wintersburg.
The county auditor was directed to draw a warrant for $200 on the Third Road District fund, in favor of John Cook, to be used for river protection.
WATER LEGISLATION
The most important subject before the California legislature this session is the conservation of water and forests—the latter chiefly because of their influence upon the storage of water. The question is to come up, however, not only from the standpoint of making plans whereby this can be done, for instance with the amendment to the present conservancy act, and a plan for storage in the Santa Ana and other watersheds, but the legislative program includes a revision of the general water laws of the state, to the extent that some present rights would be overthrown and entirely new principles of law set up.
Such a program must of necessity be entered upon with the utmost care, and should have the advice of the keen-

Flood conditions in Buena Park were serious during the rain, bowing to the fact that the water from the barrancas of western Fullerton were deflected from their natural course by new streets and grading in the various subdivisions and found outlet down Whitacker avenue, where the water poured into Grand avenue like a river and soon backed up against the curb on the opposite side of the street in front of the Golden Trapp Schumacher building, and in a short time overflowed the sidewalk and entered the store buildings. A stream several inches deep flowed through these stores until about Monday, when sandbags, etc., placed at doors, checked the flood.
The various merchants were busy moving merchandise from floors, so not much real damage was done. Those occupying this building are: Mennes, real estate; Milo Candee, Jeweler; Chamber of Commerce, L. E. Berkeley, grocery; A. L. Tilton, drugs; Jack Came, pool hall; J. A. Finney, dry goods; W. L. Palmer, furniture.
During the night, Sunday, the roof of the warehouse at the rear of S. W. Robison's general store collapsed, and a large amount of stored goods were damaged.
Mrs. T. R. Payton and son, Donald, of Brawley are visiting her parents, Mr. and Mrs. J. B. Robison of Ninth street.
The Ladies' Aid and Missionary Society enjoyed a very pleasant union meeting Thursday, beginning with a "pot luck" dinner at noon, followed by a business meeting of the Ladies' Aid and a missionary program with "China" as the subject of study. Mrs. W. H. Henderson resigned as president of the Ladies' Aid, and Mrs. W. W. Strain was elected in her place.
Mr. and Mrs. Edmund Gralewski (nee Miss Eunice Mann) and friends, Mr. and Mrs. McDowell and children, Dorothy and Donald, were week-end guests of Mrs. Gralewski's parents, Mr. and Mrs. E. P. Mann, Mrs. Davia's Sunday school class of young ladies, of which Mrs. Gralewski was a former member, took advantage of her presence here in Buena Park to give her a surprise shower of pretty gifts.
Bulk Handling Of Coast Crops
An office for the purpose of studying and promoting the bulk handling and cleaning of grain in California is soon to be opened in the Appraisers building, at San Francisco, by the Federal Bureau of Agricultural Economics. George P. Bodnar of the grain investigations office at Portland, Ore., who has been assisting in bulk handling investigation in the Pacific Northwest, will be in charge of the San Francisco office. The department will work in co-operation with the University of California in the bulk handling studies now being conducted by Prof. E. J. Stirnman of Davis.
Establishment of the grain investigations office at San Francisco is in response to numerous requests to the department of agriculture for information on the economics made possible by handling grain in bulk against grain in sacks. It has been estimated that, including the cost of sacks, farmers on the Pacific coast lose upwards of 411,-655,000 on the 111,000,000 bushels of grain now handled annually in sacks because of added expense of sacks, twine, and labor when the grain is handled in sacks. This amount of money would build 465 elevators of 50,-000 bushels capacity at shipping points, atthe high cost of 50 cents per bushel capacity. Elevators can be built much cheaper than 50 cents a bushel.

Mexican Justice Too Swift for Auto Thief
A motorist in the border town of California may now leave his motor car unlocked without worrying about finding it on his return.
The recent wave of automobile theft which resulted in the loss of a number of automobiles in Calexico and neighboring towns along the Mexican border, has been effectually quieted by the execution of nine automobile thieves by the authorities in Mexico, according to reports received by the theft bureau of the National Automobile Club. The agents of the club report that the automobile thieves have left for parts unknown; where justice is not so swift and where the penalties are not so severe.

C. A. Salzman, who was badly injured in an automobile accident several weeks ago, has been brought home from the Fullerton hospital and is recovering at his home on Orangentheppe. His father and sister and Mrs. Salzman's brother from Oklahoma are here at present from Oklahoma.
Arthur Thurman arrived from Ventura Tuesday afternoon. He reported the rain storm heavy all along the way. A meeting of the legal voters of Buena Park has been called at the school auditorium for February 23 to discuss the question of new school facilities. There is no dispute that Buena Park needs more room—the question is whether new rooms shall be added to the present school building, or whether a new building be built in another part of town.
Mrs. Kerr Shiplar, who has spent several months in California, most of the time at the home of her uncle, H. H. Haggarty, left Tuesday for her home in Cleveland, Ohio.
School has been closed Monday and Tuesday afternoons on account of high water.
Mrs. L. T. Wilsey and daughter Ruth, attended the mothers' and daughters' banquet at the: Fullerton high school Friday.
Mr. and Mrs. Emanuel Bastady and family visited relatives in Pasadena Sunday.
Mrs. R. D. Bacon, Robert James and Miss Mildred Bacon attended "The Miracle" play at Los Angeles Saturday.
