THE REAL ISSUE
THE New York World, in summing up a lengthy editorial which depicts the history of the development of the Monroe Doctrine, declares that the present difficulty with Mexico on the oil issue has brought us face to face with this question:
"Will the United States government take the position that vested rights acquired under an old regime can never under any circumstances be revised or amended?"
The editorial goes on to declare that if this is the proper interpretation of our present policy with Latin America, then we are turning the Monroe Doctrine into a financial holy alliance.
"Have we become the opponents of nationalism in this hemisphere wherever it touches the sacred rights of property?" the World asks, and then concludes "if we have become that, then we are an empire and the Monroe Doctrine has become an assertion of the rights of aliens to dominate the national life of weaker peoples. If that is the course we are to take, then we have decided to use our immense power to resist the ultimately irresistible force of national feeling."
The World is getting unduly excited about the Mexican situation. In fact, it may be said that it is difficult to plumb the depths of the feeling which certain opponents of our national administration seem to have at this time. As one of the outstanding exponents of internationalism, it is strange but at the same time consoling to one of nationalistic tendencies to hear the World talking about the "ultimately irresistible force of national feeling." It is this force, which the World now admits to be irresistible which has made impracticable the attempt to internationalize the universe through organizations like the League of Nations. Far be it from President Coolidge to try to strangle any force like this. It couldn't be done.
But what the administration really is seeking to do in Mexico is to look after legitimate American rights. As President Coolidge calmly sums up the issue, it is "shall Americans' property be taken without pay?"

There is nothing in such an issue which even smells of strangling national rights or national tendencies. Of course Mexico had the right to adopt a new constitution, if it desired to do so, but it has no right under international custom or moral law to take any man's property, if honestly acquired, without paying for it. That is the issue in Mexico, and it is an issue which can and will be settled without war and without strangling anybody's nationalism. The only country which has sought to get away with confiscation is Red Russia, and it is the belief that Mexico is trying to follow the footsteps of Russia which has caused all the misgivings.
THE MONROE DOCTRINE
CRITICS of the present policy of the administration in some instances seem to have a mistaken idea of the purpose and application of the Monroe doctrine. This doctrine was not promulgated and has not been used solely for the protection of the United States, and it has never been used to promote American commercial interests in the western hemisphere.
The Monroe doctrine has been of considerably more benefit to the people of the other American republics than to the citizens of the United States. This republic would have grown and developed along its present line whether there had been a Monroe doctrine or not. But the case of other American republics might have been different.
For instance, if Mexico had been left open to exploitation by the more progressive nations of Europe, the native Mexican would not be the sovereign Mexico of today. Lt will not be seriously denied that the average inhabitant of the principal countries of Europe is more enterprising, more efficient and better educated, if not more intelligent naturally than the average Mexican.
Without the Monroe doctrine there is little doubt that Mexico would have been colonized by enterprising nations of Europe in such force that Mexico, as such, would have lost its sovereignty. Indeed, while the United States was occupied with its Civil war, Europe succeeded in forcing on the Mexicans an Austrian emperor, who might have stuck had it not been for the application of the Monroe doctrine. Without the Monroe doctrine Mexico would doubtless be today a European controlled country, either divided into European colonies or ruled by an European monarch.
Of course it may be argued by some that the Mexican would be better off had he benefitted by European control and the influx of enterprising European stock. But this is besides the question. The Mexican believes in Mexico such as it is and he wants to retain his sovereignty, and develop or fail to develop the country in accordance with his own inclinations. IN SPITE of many gloomy predictions about the farmer, made in some instances by professional political reformers, there is an apparent trend toward return to the farm on the part of country folks who have been drawn toward the city during the depression in the farming industry. This is the information which reaches us through the National Association of Real Estate Boards which recently completed its fourth annual survey of farm market conditions in the United States. The results of the survey are based on reports of 127 communities in the United States and Canada. The report shows, among other things, that prices of farm lands though having a tendency to advance, are fairly stable at a level below 1920, but above the farm price level of 1914. It is stated that there is a greater optimism among the farmers than was evidenced at this time last year, with a corresponding increase in credit facilities.
Of the 127 communities which replied, according to the farm report, 56 per cent reported the farm real estate market more active than last year; 28 per cent reported the market about the same, and only 16 per cent reported that the market was not so good as a year ago. The best farm markets were reported in the north central and central eastern sections of the country, and the mountain and Pacific states.
The report adds that the greatest reason given by the purchasers for buying farms was the purchase for a home and the carrying on of the farming business, while the second most numerous reason was the expectation that farm land values are going to increase and that the purchase of farm lands now is a good investment.
We have had all sorts of opinions on how the farmer is getting along and whether his condition is improving or declining. This report on the sale of farm lands ought to furnish pretty good evidence. If the buying of farm lands is on the upgrade, as the report seems to find, then there is good basis for the reports that the condition of the farmer generally is improving.
Orange County Has Excellent Showing
Stands Eleventh Among Counties of U. S. in Soil Products
It is interesting to note, says H. E. Wahlberg, Orange county farm adviser, that of the fifty leading agricultural counties of the United States in 1920, 25 per cent of them were in California, and that Orange county ranked eleventh in total value of agricultural crops, in competition with over 2000 counties.
There are 508,000 acres of land in Orange county. Over 300,000 of them are devoted to farming, and 90,000 acres are in the forest reserve. The largest part of the county lies in the Santa Ana valley, where the soils are chiefly of the sandy loam and silt loam types. There are 4466 farms in the county and about 90 per cent of these farms are irrigation water, which comes chiefly through the medium of the Santa Ana river. The rainfall averages 12 inches per annum. Approximately 2500 wells draw on the underground water supply.
Oranges bring in the largest returns to the county and occupy the largest area. There are about 35,000 acres in bearing orange groves, and they returned approximately $14,000,000 in 1925. Walnuts came second as income makers that year, with returns estimated at $4,000,000. Lima beans were third, with an estimated income of $2,225,000, and lemons brought returns of about $2,000,000. The dairy industry brought about $1,309,000. Truck crops, including peppers, tomatoes, sweet potatoes and miscellaneous vegetables, were worth approximately $1,820,000. Field crops, including sugar beets, wheat, alfalfa, barley and black-eye beans, mounted to $1,155,000. Poultry was estimated at $525,000, persimmons at $140,000, deciduous fruits at $70,000, and avocados at $35,000, making a total of $27,279,000.

Tree Seeds Last For Twenty Years
How long seeds remain capable of growing is a subject around which much argument has centered. Some kinds, like the small seeds of the poplar, are known to remain good only a few days at the most, says the forestry division of the University of California, while on the other hand, it is claimed that seeds buried with the ancient Egyptians have been made to grow. Monterey cypress, while it does not approach anything like the record of some seeds, is interesting in maintaining its quality for an extraordinarily long period of time.
A series of experiments made this fall by C. R. Clar, a forestry student at the University of California, showed that out of 100 Monterey cypress seeds extracted from cones about twenty years old, 15 germinated. This is exactly the same number as germinated from 100 seeds extracted from cones which matured last year. How much longer the seed might remain fertile could not be determined, as after about 20 years the tightly closed knob-like cones of the Monterey cypress tend to open and release the seed.

When any type of gasoline is used in an automobile engine, a certain amount of carbon is deposited on the piston head and combustion chamber. This carbon deposit gradually increases until the smaller "carbon shock" or ignition chamber 1.8 cu. in., and the compression ratio will increase to 8.15 to 1.

When any type of gasoline is used in an automobile engine, a certain amount of carbon is deposited on the piston head and combustion chamber. This carbon deposit gradually increases until the furnace "carbon shock" or "ignition shock" becomes apparent. Many forms of so-called boom wrist pin, piston stop, over main bearings, etc., do not really nothing but this carbon shock.
Carbon shocks are in reality detention, the most harmful destructive force known to explosive engineers.
When detention is taking place, it causes an increase in the rate of carbon formation.
As the detention becomes more severe, more carbon will be deposited with a consequent greater detention, etc., until it is practically impossible to run the motor without having the carbon removed.
When using Ethyl gasoline, however, detention does not occur because Ethyl gasoline completely eliminates detention. A more powerful explosion usually also, because the compression ratio of the motor is raised by 2:1:1 ignition of carbons.
As a practical example, consider the following: A popular medium-fired car has a designad compression ratio of 4.5 to 1. The piston displacement of each cylinder is 68.3 cm³. The capacity of its combustion chamber is 11.8 cm³. If a carbon deposit one-third of its lock thick is formed in the combustion chamber, this carbon will decrease the volume of the combustion chamber 1.8 cm³.
With ordinary gasoline under a heavy load, detention will take place and this theoretical increase in efficiency will not be realized in fact; there will be a decreased efficiency.
However, with Ethyl gasoline, the full theoretical efficiency is immediately realized. The motorist will notice increased power on his and under heavy loads, greater maximum speed and quicker acceleration in traffic.
Thus with Ethyl carbon is actually utilized in developing more power and smoother engine performance.
Only two points of caution would I advise:
First. Be sure that you are using gasoline Ethyl gasoline in your car. Many imitations of Ethyl are on the market. But not one of these imitations will suppress detention. By 4 reasons why tests have proved this fact.
Second. When you fill with Ethyl gasoline make a slight adjustment of your carburetor. Proper attention to this one point alone will ensure you of getting the maximum benefit from the Ethyl fuel.*
State Lion Hunter
Procures Good Bag
California's legitimate gunman, Jay Bruce, the state lion hunter for the California Fish and Game Commission, reports four more notches in his gun barrel as the result of recent activities in the game refuges of San Diego county. On January 17, after moving his camp into Noble canyon, in the northern part of the refuge, Bruce bagged a lioness and a half-grown kitten. The following day his dogs trailed down the other kitten. Another grown lion, a day later, completed his kill for that section.
Bruce later removed his base to Pine canyon, where his dogs ran down several trails, but rainy weather came on and he removed his operations to the Sespe river country, in Ventura county.
"I will probably be in the Sespe river country until February 15," writes Bruce in a recent litter to headquarters of the commission in this city. "I am handicapped at the present by injuries to two of my best dogs, which will keep them from hunting effectively for a month or two."
The California Fishand Game Com-
mission announces that in event the proposed increased license tax becomes a law, there will be increased activity in the problem of predatory animal control, with the addition of several new hunters to the present force engaged in this work. It is estimated that California has about 600 mountain lions at present, each of which will kill one deer weekly. Bruce's "kill" of lions has been continuous for several years past, and it is believed that the additional hunters will provide a force that will eliminate much of the danger to California's wild life from this source.
A New York biologist announces that the super-oyster has been produced. Doubtless the super-oyster will go good in the oyster soup.
Nebraska and Iowa are having some dispute over a boundary question. But they won't settle this the way it is done in the Balkans.
