Heavy Increase in Gas Consumption Southern Counties Gas Company Makes Big Gains in Year President and General Manager Ferdinand R. Balm of the Southern Counties Gas Company, which distributes gas locally and to more than seventy communities of Southern California, was host last week at his fifteenth annual dinner to more than 1000 directors, officers, guests and employees of the organization. The annual gas company party was held in the banquet room of the Blitmore hotel, Los Angeles, and a number of local gas company representatives were in attendance. At the dinner the history of the Southern Counties Gas Company's activities for the past twelve months were told and plans outlined for the year 1927. The fifteenth annual dinner, according to Mr. Balm, was the largest gathering in the history of his organization. The original banquet was given in 1912 to four executives of the organization, all of these men being present at this meeting. They were Vice-President and Manager F. S. Wade, Secretary W. S. McFarland, General Agent F. H. Bivens, and Chief Engineer M. R. Thompson. It was pointed out that the company added 7500 new consumers during the closing year, bringing the corporation's total number of meters as of December 31, 1926, to 111,945. Gross expenditures during the past year totalled approximately $1,750,000, and officials of the corporation estimated that the 1927 expenditures for betterments and improvements to the system would reach the same figure. One important project now under way is that of extending the company's transmission system south from Newport Beach, a distance of nine miles, to Laguna Beach. This improvement, now under way, will cost $135,000, and will make natural gas service available to the public of Laguna Beach early in February of this year. Several new high pressure gas holders were completed at Santa Ana and Orange during the forepart of last year at a cost of $75,000. More than $161,000 went into new gas mains ahead of paving on various parts of the company's system, Los Angeles recently, motorists of the state lost an earnest and insistent advocate of good roads, sane legislation and safety. For fourteen years prior to 1920, Mr. Baker was president of the Automobile Club of Southern California. During this period the club made an unprecedented growth, becoming the largest in point of membership in the world, which position it still maintains. Mr. Baker was an active, constructive force in bringing California to leadership in its highway system and in number of autos per capita, and devoted himself unselfishly to his community and state during the 50 years of his life in California. "Hear Ye Heavy Traffic Prohibited!" Such might have been the opening sentence of the proclamation issued on August 6, 1622, by King James I. for the avowed purpose of saving the wear and tear on roads. His proclamation ruled that any vehicles of not more than two wheels drawn by not more than five horses were to be allowed on certain roads in England, and all loads were not to exceed 2000 pounds, or one ton, in weight. Today's "Heavy Traffic Prohibited" signs which have been posted on many highways of Southern California call attention to state law or local ordinances which generally place maximum loads allowed at 22,000 pounds on improved highways, and 30,000 pounds on city streets and county roads. Of the 19 national parks with a total area of 11,710 square miles, California has four having a total of nearly 2000 square miles. Not only is the Golden State fortunate in the number and area of these great national playgrounds but, it is pointed out by the touring bureau of the Automobile Club of Southern California, each of these parks is unique and distinctive. Sequoia, more commonly known as the Big Trees national park, embraces the oldest of living things in the world. Yosemite national park is a valley of world famed beauty, having not only three groves of big trees, but magnificent water falls. The smallest of California parks is General Grant, created chiefly to preserve the General Grant tree, 35 feet in diameter and more than 100 feet in circumference. The only active volcano in the United States is found in Lassen park, in the northern part of the state. Lassen peak, 10,460 feet above sea level, has become an observatory for volcanic action and is an interesting sight when it rumbles and emits smoke. California's four national parks were visited last year by 432,949 persons. Yosemite led all of the 19 national parks with 274,209 visitors. California's national monument, Muir woods, headed the list in number of visitors of any monument in the nation with 97,426 visitors. It is noted in the government report that 1926 was a record year with a total of 2,287,828 visitors in all the national parks and monuments of the country. It is expected that with the growing love of the people for the outdoors and the improved facilities for motoring in comfort, 1927 will establish a new record for visitors. In the death of Fred L. Baker in BUREAU MEMBERSHIP "Rural residents are warned against paying farm bureau dues to strangers who are without proper identification cards," A. M. Stanley, manager of the local farm bureau, stated today. "Last year we learned that a 'city alocker' was posing as a membership solicitor for the farm bureau and possibly collected several memberships, putting the money in his pocket. We were unable to secure any evidences to effect an arrest. In order to avoid such a situation this year, we have issued cards to identify our solicitors this year. These cards are all signed with my recognizable but unreadable signature, and we ask all residents to ask to see the cards when approached for membership by a stranger." GOLD AND SILVER LODES The most notable accomplishment in the gold lode mines during the year was the mining and milling of a very large amount of ore by the Alaska Juneau Gold Mining Company in the Juneau district, southeastern Alaska. This company maintained an average production throughout the year in excess of 10,000 tons a day, and during one month averaged more than 12,000 tons a day. Work on the addition to the company's mill has been practically completed, and underground development and prospecting was actively carried on in one of the adjacent properties, whose ore is handled by this company, as well as in the company's own mine, so as to increase the tenor of the ore milled. When asked what she thinks of the flapper, Lady Astor replied: "I don't quite know what the flapper is." Neither do the rest of us, lady. That the work of constructing, renewing, repairing or removing all pipe line, traps, manholes, attachments and appliances shall be conducted with the least possible hindrance to the use of the highways for purposes of travel, and as soon as the constructing, renewing, repairing or removing of any pipe line, trap, manhole, attachment or appliance is completed, all portions of the highway which have been excavated or otherwise injured thereby shall be placed in as good condition as the same was before the constructing, renewing, repairing or removing of any pipe line, trap, manhole, attachment or appliance to the satisfaction of the Board of Supervisors of said county, and save harmless the County and its Officials from any claim for damage made by any member of the traveling public by reason of the construction, maintenance, operation, renewal, repair or removal of said pipe line, trap, manhole, attachment or appliance. Section 8. That the County of Orange reserves the right to change the grade of any highway over which the franchise is granted, and the grantee of said franchise shall within a reasonable time change the location of all pipe, traps, manholes, appliances and attachments laid or constructed hereunder so as to conform to such change of grade. The Board of Supervisors of the County of Orange do ordain as follows: Section 1. That the right, privilege and franchise is hereby granted to Union Oil Company of California, a corporation, to construct, and, for a period forty (40) years from and after the date of the granting of such franchise, to maintain, operate, renov, repair and remove one (1) pipe line for the transportation of oil, water, gasoline and other like substances in, under, along and across any or all of the hereafter described public highways and portions of highways in the County of Orange. State of California described as follows: Ocean Avenue from the westerly boundary of the County of Orange easterly to Berry Street; West Cedar Street from the westerly boundary of the County of Orange easterly to Berry Street; that certain unnamed road lying east of and adjacent to the west line of Section 7, Township 3 South, Range 10 West, S. That if said grantee shall fail to comply with any instructions of said Board of Supervisors with respect to the location of any of said pipe line, traps, manholes, appliances or attachments or the repair of any damage to highways within ten days after the service of written notice upon said grantee, requiring compliance therewith, then said Board of Supervisors may immediately do whatever work is necessary to carry out said instructions at the cost and expense of said grantee which cost, by the acceptance of this franchise, said grantee agrees to pay upon demand. Section 11. The grantee shall not commence the construction of any pipe line under the provisions of this franchise until it shall first have obtained a permit from the Board of Supervisors so do. Such permit shall be granted upon application of the grantee, which application shall show the following facts: The highway upon which it is proposed to construct or lay the pipe, the length of pipe line proposed to be constructed or laid on the highway, the size and description of the pipe intended to be used in the construction of the pipe line, and such other facts as the Board of Supervisors may require, and such application shall be accompanied by a payment in cash or certified check in an amount of one dollar ($1.00) per rod of length of line applied for. Section 12. On the first day of July and January of each year after the date of the granting of the franchise the grantee shall render a statement to the County of Orange showing in detail the permits issued and the total length of pipe line for the construction of which, under the terms of this franchise, permits have been taken out during the preceding six (6) months; and if the total length of pipe line actually laid during the said six months is less than that permitted under the permits issued, such statement shall in addition to the above show in detail the total length of pipe line actually laid under said permits. Section 13. That the grantee of the said franchise shall have the right during the period for which said franchise is granted, to transport oil, water, gasoline and other like substances, or either of them, through said pipe line. Section 17. That said grantee shall not sell, transfer, or assign said franchise or rights or privileges granted thereby, without the consent of the Board of Supervisors, nor shall said franchise or rights or privileges be sold, transferred or assigned except by a duly executed instrument in writing filed in the office of the Board of Supervisors of the County of Orange, and nothing in said franchise contained shall be construed to grant to said grantee any right to sell, transfer or assign said franchise or any of the rights or privileges thereby granted, except in the manner aforesaid. Section 18. That in the event of any neglect; failure or refusal to comply with any of the conditions of said franchise she said County, by its Board of Supervisors may thereupon declare said franchise forfeited and may exclude said grantee from further use of the highways of said County, under said franchise; and said grantee shall thereupon and immediately surrender all rights in and to the same, and said franchise shall be deemed and shall remain null, void and no effect. Section 19. That whenever any portion of the territory covered by said franchise shall be included within any municipal corporation, the rights reserved under said franchise to the County of Orange or any officer thereof shall incur to the benefit of such municipal corporation, and its appropriate officers. Section 20. That the grantor may exercise right of eminent domain in respect to any works or properties constructed, acquired or operated under terms of this franchise. Section 21. The granting of this franchise is effective only upon further condition that the grantee has now, and shall at all times during the life of this franchise keep on file with said Board of Supervisors, a bond running to said County in the penal sum of one thousand dollars ($1,000.00), to be approved by said Board of Supervisors conditioned that said Grantee shall well and truly observe, fulfill and perform each and every term and condition of this franchise and that in case of any breach of condition said bond, the whole amount of the penal sum therein named, shall be taken and deemed to be liquidated damages and shall be recoverable from the principal and surety upon such bond. If said bond be not filed and kept on file this franchise shall be void and no effect and any money paid therefor or thereunder will be forfeited. Section 22. This Ordinance shall take effect thirty days after the date of its adoption and prior to the expiration of fifteen days from the passage hereof, shall be published for at least one week in the Anaheim Gazette, a newspaper printed and published in the County of Orange, State of California, together with names of the members of the Board of Supervisors voting for and against same.
