RICARD PREDICTS GENEROUS RAINS Several Storms Scheduled for Southland This Month Father Ricard of Santa Clara college, "padre of the rains," last Saturday issued his weather bulletin for the month of January. Here as his predictions, dating from yesterday to the end of the month: January 5, 6, 7, 8—A rather consequential disturbance entering by South Alaska and Vancouver, causing general rains over the coast and far into the interior; snow over the mountains and gentle to brisk south and southeast winds over the land and the ocean. January 9—Breaking away. January 10—Fair or nearly so over the general coast. January 11—A disturbance of some note entering by the northern route, yielding general rains over the coast, waking up fast winds and delivering mantles of snow over the Sierra and the Cascades and nearer our domiciles. January 12—Same storm in operation. January 13—Clearings, scattering of sprinkles. January 14—Generally cloudy and somewhat threatening, on account of a new storm. January 15—Rain over northern California and at the northward and eastward. January 16—Clearing in these parts; rain in Southern California. January 17—New storms entering by north, with general rains from Alaska to Point Arguello. January 18—Same conditions here. The rains pushing further down south, even as far as San Diego and Arizona. January 19—Rain from Point Arguello to Port Angeles and Seattle; fair in Southern California. January 20—Fair from San Luis Obispo to Marshfield; rain from Oregon to the Northward and in Southern California. January 21—Generally fair. January 22—Another disturbance entering by north, expected to run eastward, without much ado in these sections. JOHN BULL PAYS HIS DEBTS Old John Bull pays his debts. He may grumble a bit and speak out in meeting, but when the time comes he reaches in his pocket. He has paid $642,830,000 of the $4,600,000,000 indebtedness to the United States and only a few days ago handed over sixty-seven millions in interest and twenty-five millions more to apply on the principal. Moreover, John Bull wishes it understood that as a government he does not share in the opinion which some of his citizens have been airing for a banquet-hall reception. With the resume which accompanies the latest debt payment is a declaration of policies in which the anti-American attitude in certain quarters is deplored. Then are stressed these three points: First—That the United States government has a legal right to ask for just payment of money borrowed from her. Second—That the British government is firmly resolved to meet the obligation. Third—That there is no intention whatsoever on the part of the British government to ask either cancellation or reduction of the debt. John Bull is angry at the home folks who have posed as interpreters of his thoughts or motives. In a business-like manner he has accompanied a substantial payment with an emphatic declaration. He is going to pay and asks no favors. Horses Slipping Although horse breeders are maintaining and improving their stock year after year, the horse population of the nation is on a gradual decline, says the Uited States department of agriculture. In only five states—Nevada, Arizona, Wyoming, Montana and New Mexico—are enough foals born every year to maintain their own horse population. In order to keep up the present number of horses in the United States it is necessary to increase the annual foal crop by 85 per cent over the entire country. In some states this figure runs much higher. In Illinois, for instance, 120 per cent more foals are needed annually; in Ohio, 185 per cent; in Indiana, 215 per cent, and in Connecticut, 1190 per cent. In Santa Fe Tract, Lo Automobile Notes Southern California national forests suffered less by fire in 1926 than the remainder of the timber area of the state, according to the California district forest service report just issued. Apparently this is due to the prohibition of smoking through the fire season in these areas, as it is shown that of the 427 fires in the state caused by smokers, there were but 46 in the Southland. Although the government and the Automobile Club of Southern California, with other agencies, gave wide publicity to the "no smoking" rule, there were many violations. In the San Bernardino forest alone there were 108 convictions for violation of the smoking regulations. The "no smoking" rule was not extended to the northern forests until September 1. After this date more than 15,000,000 acres of national forests in California were closed to smoking except in the inhabited areas. The state forests show a total of 1662 fires during 1926, which burned over 584,601 acres. They cost half a million dollars to suppress. The classification of causes show that 68 per cent of the total were due to human carelessness. Smokers led the list with 427 fires; incendiaries started 178; railroads, 170; campers, 137; lumbering operations, 52, and brush burners, 50. Lightning is credited with starting 24 blazes. The total loss in timber destroyed, cut logs and young growth is conservatively estimated at nearly $1,000. No figures are available on additional losses of forage, wild life, water conservation and recreational regions, but it is pointed out by the outing bureau of the Automobile Club of Southern California that this amounts to a considerable item, and if for no other reason campers should be careful in the forests because of the disastrous effects upon game and fish. Motorists who will keep in mind the following 10 rules for driving are most likely to go safely through the wet weather season, it is believed by the public safety department of the club: 1. Put on skid chains when it starts to rain. 2. O nwet roads do not release the clutch when applying the brake until the car has been slowed considerably. This decreases the chance of skidding. 3. Be sure your brakes are equalized with the same pressure at all points. 4. A chain on one wheel is worse than none at all. 5. Straddling car tracks on slippery roads might cause the wheels to jump. 6. Beware of skidding when trying to get out of ruts on dirt roads. 7. In turning corners don't speed up too soon, as a bad skid might result. 8. Beware of depressions in driving through apparently shallow puddles of water. 9. Don't rely on skid chains too greatly and take reckless chances. 10. Report accidents to the police at once. Manager Bucky Harris of the Washington American league baseball team has been admitted to the Washington social register. But it is to be doubted whether this will help much in getting Washington another pennant.
