HIGHWAY BOARD PRESENTS BUDGET
Asks Appropriation of Ten Millions for Southern Counties
Ten million dollars, one-half the total proposed for the entire state, would be expended for new construction in the 13 southern counties of California. If the highway program for the coming blennium is carried out as proposed by the California Highway Commission.
This announcement was made here today by Chairman Harvey M. Toy who made public a list of the 79 projects included in the budget request submitted to Governor-elect C. C. Young.
The proposed budget, which will require new revenue before it can be carried out, proposes an expenditure of $10,000,000 a year for new construction of highways, or $20,000,000 for the blennium ending June 30, 1922, divided equally between the northern and southern sections of the state. Such a division is in accordance with the policy of the present commission, Toy said.
Projects proposed for Southern California would complete paving of gaps in the trunk highways in the Imperial valley and would provide for grading, surfacing and paving on the interstate connections across the deserts and on the Borderland highway. Also included is a large program on the Oxnard-Capistrano route along the coast and construction on the major recreational highways in the mountain sections of San Bernardino and Los Angeles counties.
The list of projects for Southern California included in the budget request were announced by Chairman Toy as follows:
Ventura, Los Angeles and Orange Counties — Oxnard-Capistrano route, grading, surfacing and paving, $1,750,-006; Oxnard to El Rio, including subway, $150,000.
Los Angeles County—La Canada to Pasadena, grading, surfacing and paving, $400,000; Pasadena to Monrovia, $250,000; San Gabriel canyon, grading and surfacing, $200,000; Arroyo Seco, grading and surfacing, $200,000.
San Diego County—Viegas valley, easterly paving, $600,000.
Imperial County—Brawley canal to El Centro, paving, $250,derepass, $20,000; Sandyville paving, $300,000; Elville paving, $200,000; Highline canal, paving; Riverside County—Maryland canal, paving; San Bernardino County bridge at Victorville, to Nevada line, near Junction Route 4, gating, $750,000; Dairy grading and surfacing route, grading and suturing Kern County—Mojave Inyo county, grading; Owens valley route, field to Kern canyon, to Junction Route 4, gating, $200,000; Westerly junction pumping to Maricopa to Junction Route 4, grading and surfacing.
Tulare County—Three-quarter national park; San Luis Obispo river to Shandon pond (Cholame lateral); Shandon pumping station boundary, grading and suturing.

Boy Scouts Will Contest for Prizes
Contest to Be Held in City Park of Anaheim, Saturday
All troops in Anaheim and the Cypress troop are invited to enter. Contest to start at 2 p.m. Saturday, January 8. The events which will be contested are as follows:
1. First aid race—Fireman's carry.
2. Stretcher carry—Coats and staves to be used in making stretcher.
3. Signaling contest—Two boys to the team, a sender and a receiver; 60 letters in four minutes.
4. Fire building—Burn a string. Each troop will be allowed one team of three boys.
5. Flapjack contest. Each troop will be allowed one team, consisting of four boys. Scouts to furnish cooking utensils and ingredients of cakes.
The first of these contests, which was held some time ago, encountered bad weather, but attracted several scouts at that. A series of these contests is planned, and the boys hope to have a large number of spectators. No admission is charged and every one is invited to come out and see just what the Scouts are learning to do.
Lumber States
The forests of California, the largest user of lumber in the Union, yield a total of about two billion feet (board measure) of lumber annually, according to the forest service of the United States department of agriculture. The annual lumber requirements of the state are about four billion feet. There is enough timber in this state, it is estimated, to build forty million five-room bungalows, or to furnish all the wood for building and fuel that would be required by this country for nearly eight years. Only four other states produce more lumber than California. These in the order of their output are Washington, Oregon, Louisiana, and Mississippi.
Heavy Increase in Tax Payments
Southland's Contribution 36 Pct. Greater Than Year Ago
Income taxpayers in the Southern California district paid into Uncle Sam's treasury the immense sum of $8,237,661.28 as their fourth and final payment on 1925 income taxes between December 1 to December 15, inclusive.
Collector of Internal Revenue Galen H. Welch announced that the fourth payment this year was $2,196,054.64 greater than the final payment made in 1925, an increase of 36.3 per cent.
The total income tax collections for the calendar year 1926 for the Southern California collection district will exceed $52,000,000, an increase of over $7,500,000 collected in the calendar year 1925.
"This is indeed a record to feel proud of," said Mr. Welch, especially when it is remembered that the 1926 tax law eliminated about 100,000 persons, or 34
