November Ballot to Be Blanket Sheet Electors Asked to Pass Judgment on 28 Propositions The November ballot will again be a blanket sheet, as there are 28 propositions—initiative, referendum and amendments to confront the voters. Some of them are important and will probably poll a large vote, while many of them will no doubt be ignored by a majority of the electors. Two measures that will get much publicity are the Farm Bureau's reapportionment bill, which is last on the list, and the initiative proposition repealing the Wright prohibition law, which is No. 9. The following list shows the order in which Secretary of State Frank C. Jordan will place the 28 propositions on the ballot: 1—Veterans' welfare bond act, providing for issuance of $20,000,000 worth of bonds to complete farm and home purchase program for war veterans. 2—Measure fixing tax on highway transportation companies at 4½ per cent of gross receipts on passenger carriers and 5¼ per cent on freight carriers. 3—Referendum on bill passed by last legislature placing tax of 2 cents a pound on oleomargarine manufactured in California. 4—Gasoline tax initiative, increasing levy to 3 cents a gallon, new revenue to go for new roads. 5—Act increasing salaries of state elective officials. 6—Horse racing initiative, legalizing pari-mutual betting system. 7—Measure reducing state tax rate on short-line steam railroads. 8—Measure appropriating $5,000,000 annually from state general fund for new road building. 9—Initiative repealing the Wright act. 10—Bond issue of $8,500,000 for state buildings and University of California buildings until it reaches a marketable stage. 23—Amendment permitting election of non-partisan officers at primary election. 24—Act regulating irrigation districts with regard to transfers of funds. 25—Taxation and local assessment exemption act. 26—Act allowing appellate courts to hear additional evidence and make additional findings of fact in cases brought up from trial courts. 27—Act creating judicial council to consider rules of court procedure for improving administration of justice. 28—Legislative reapportionment measure—farm bureau plan. The bridge between Anaheim and Santa Ana is being torn out and a new bridge built. According to recent information, a permanent detour is built across the dry bed of the river, parallel to the bridge, and is made of rock, gravel and oil. It is practically as good as pavement and is wide enough at all points for machines to pass without difficulty. This work will be in progress for several months.
