SIDELIGHTS ON RICHARDSON'S RECORD OPPONENTS' ACCUSATIONS DISPROVED BY INDISPUTABLE FACTS Economical Policy Has Not Interfered With Efficient Management of State Institutions, and Is Meeting With Approval of the People; Here Are a Few Pertinent Facts for Your Consideration WITH state expenditures for education increasing $42,000,00 in the last four years, it is scarcely becoming to allege that Governor Richardson has "starved the schools." If Governor Richardson had not vetoed appropriation bills totaling $40,000,000, there would not be a surplus of over $10,000,000 in the state treasury today. While C. C. Young was going up and down the state denouncing Governor Richardson for "inactivity" in connection with the Boulder Dam, the governor was smiling up his sleeve. Young did not know that the state engineering department, under Governor Richardson's orders, was actually at work on the practical end of that project, so that when congress finally appropriates the money for the dam, the state will be ready to proceed immediately to make available water from the river throughout the south. "By their works (not words) ye shall know them." The $10,000,000 surplus in the state his walking orders from the people of California. How do the people of California like the prospect of turning over the state highway system to the grafters who put over the Adams street paving job in Los Angeles? It is said that William R. Hearst is moving to California and transferring his citizenship to this state. Naturally Willia mRandolph would like to have a state administration to boss, and C. C. Young is his candidate. Hearst does not support a candidate for office without a quid pro quo. Every political manipulator and grafter in California is against Governor Richardson, and this is the sanest argument of all why the people should stand by the governor. The Young managers should prepare a list of the schools Governor Richardson has closed and the schoolhouses he has burned. Hiram Johnson is out for Young. Naturally he would not favor a governor who has been so indiscreet as to pile up a $10,000,000 surplus. Think of the potential jobholders this surplus would finance. John R. Quinn, former national commander of the American Legion, is chairman of the Southern California Richardson committee, and hundreds of prominent Legionnaires are warm supporters of the Richardson cause. And they should be, for the Legion is patriotically interested in safe and economical government. State Library Has Cost Less Money During the past three fiscal years of the administration of Governor Friend W. Richardson, the state library has cost $326,768.01 as against $439,478.91 during the preceding three years. Notwithstanding the decreased cost, circulation of books from the state library during the fiscal year July 1, 1925, to June 30, 1926, reached the highest point in the history of the state, a total of 46,800 volumes being circulated throughout the state. The total expenditure for salaries during the last three years has been While C. C. "By their works (not words) ye shall know them." The $10,000,000 surplus in the state treasury stands as irrefutable and convincing evidence that Governor Richardson has given the state an economical administration. Al McCabe, political boss of the Stephens administration, made his headquarters in the office of Lieutenant-Governor Young during the last session of the legislature. Dray your own conclusions. Hearst, McCabe, Parrot and Tom Finn are the real managers of the Young campaign for governor. The taxpayers of California are not ready to turn over the state government to that bunch of political manipulators. Hearst has been kicked out of political control in New York and Chicago. August 31 is the date he will receive During the past three fiscal years of the administration of Governor Friend W. Richardson, the state library has cost $326,768.01 as against $439,478.91 during the preceding three years. The total expenditure for salaries during the last three years has been $215,337.33 as against $280,084.87 for the preceding three-year period. With the reduction of cost, the state library has maintained a high level of efficiency and has greatly increased its supply of books and scientific data. The work of the state library is to supplement the other libraries of the state. It does not circulate juvenile books or fiction. It answers serious questions which are frequently too much for the local libraries. The cooperation of the state library is especially effective in rural districts. The total appropriations for the state library during Governor Richardson's administration for the four fiscal years ending June 30, 1927, were $456,700 as compared with $565,900 for the preceding four years. This is the selection of a better strain of lima bean seed, which should produce more beans per acre than just the ordinary run of seed. Some three years ago the farm advisor, in co-operation with several growers in the Greenville section, made some selections of individual lima bean plants with the idea in mind of developing a supply of seed from the best of these. The seed from these plants was planted in individual rows, well marked. These different rows were watched very carefully, and the outstanding ones selected and threshed separately. These latter selections have been planted in small plots and will be ready for harvest this coming fall. There should be enough seed from the best of these selections to plant considerable acreage this coming year. The selection of bean seed has been carried on in Ventura county for a number of years and each year our growers go there to purchase seed. There is no reason why Orange county growers cannot grow seed just as good as anyone else, provided they are willing to spend a little time in making and caring for their selections and then sacrifice a small plot of ground for planting.
