FISH LADDERS AT ELECTRIC PLANTS How Steelhead and Rainbow Trout Are Being Protected California Fish and Game Commission, the United States Bureau of Fisheries, representatives of California's largest hydro-electric power interests, and of the Associated Sportsmen's Clubs of California are shortly to join in a reconnaissance of state waters with a view to establishing, for the first time, the exact facts with regard to the necessity for fish ladders in streams above power plants inhabited by rainbow and eastern brook trout. This reconnaissance party, called together by President I. Zellerbach of the California Fish and Game Commission, on recommendation of B. D. Marx Greene, its executive officer, will begin its labors in the shortest possible time. It will be headed by Dr. George A. Coleman of the department of fish culture, fish and game commission; Kelly Hancock of the United States salmon hatchery at Baird, California, will represent the federal government. Representatives of the power interests and sportsmen's clubs will be named shortly. The unusual development of hydroelectric power in California in the past decade is the motive back of the investigation. In practically every instance where a new power project is located the water therefor is carried in flumes, ditches and tunnels through the mountains to be dropped at a precipitous angle into the turbines operating the generators. It is the content of many that the fish in streams above these intakes are drawn into the ditches and tunnels, and eventually into the turbines, where they are either beaten to death by the whirling wheel or drowned in the dashing waters. Officials of the power companies declare (and in this they are supported by many prominent fish culturists) that the particular species of fish inhabiting the upper reaches of the stream, such as rainbow and eastern brook trout, are non-migratory, rarely ever moving. The investigation, quite naturally, covers only certain species of fish, and does not apply to either salmon or steelhead, both of which are migratory and, after spawning above power plants, seek to run to sea. The initial investigation will be made at Hat Creek plant No. 1 of the Pacific Gas and Electric Company. Racks will be installed below the outlet, where any fish, dead or alive, will be caught after passing through the turbines. On the results of this investigation the future policy of the commission, with reference to installation of fish screens in waters above similar power plants and inhabited by rainbow and eastern brook trout only will be based. It will be the first time in the history of wild life conservation that an effort has been made to establish definitely the facts in such cases. New Fish Hatcheries Being Constructed Plans for two new fish hatcheries to be constructed by the Pacific Gas and Electric Company, under direction of the California fish and game commission, having been completed, a party of commission officials joined those of the public utilities corporation last week in a trip to Pit river, Fall river and Hat creek sections of Shasta county for the purpose of locating sites for same. The more important of these hatcheries will be built upon a bench, five acres in extent, bordering Lake Britton and a short distance below Burney Falls. This site lies about six miles from the village of Burney, one-half mile from Burney Creek State park and about the same distance from the main highway leading to the head of Lake Britton, where is located the intake of Pit River power plant No. 3 of the Pacific Gas and Electric Company. The hatchery will be equally as large as most of the units in the standard hatcheries of the state, containing 100 troughs. For the present it will be used solely for the propagation of trout. The second site selected was at Hagan's Flats, near where the proposed Pit River project No. 4 will stand when forest fire sustained by the timber in California at $21,700. FOREST FIRES CAUSE LOSSES The state forester gives the loss from fire sustained by privately owned timber in California during 1925 to be $21,700. The general public in California and in the East are misled as to the damage done to mature timber by reason of the common practice of calling brush fires "forest fires." This results in injuring the sale of timber bonds, lessens the market for California timber, and has seriously retarded development of fire insurance for standing timber. A movement is now under way whereby some large companies may issue fire insurance on timber. This movement will be facilitated by distinguishing between "forest" and "brush" fires. Most of our brush areas are important as watersheds and need protection from fire, but the average person in reading of a "forest fire," which is really a "brush fire," rarely realizes the damage done to watersheds and the fact that no damage is being done to timber. As a result most people are apt to be careless with fire when in watershed cover of the state. By calling timber fires "forest fires," and calling "brush fires," "watershed fires or brush fires," both the timber regions and watershed districts will be benefited. With these objectives in mind, the following resolution was passed at a recent joint meeting of the California State Board of Forestry and the organizations of the state which are actively engaged in forest and watershed protection: Whereas, much injury is directly and indirectly caused by the careless use of the term 'forest fire' in designating 'brush fires,' and Whereas, it is essential that the public realize the importance of protecting the brush areas of the south for watershed protection, and Whereas, the term 'forest fire' is misleading when applied to fires in such brush cover, to the extent that the average person does not recognize the necessity of being careful with fire in such brush cover, therefore be it "Resolved that this group urges the need for distinguishing between timber and brush."
