About Your Health
Things You Should Know
by John Joseph Gaines, M.D.
MY LADY NICOTINE.
Cancer, one of the most dreaded conditions, may be aroused into activity by excessive smoking; ulcer of the stomach in aggravated if not caused by excessive chewing; high blood-pressure, paralysis, formidable diseases of the heart, palsied nerves—even insanity—are often attributed to the wiles of my lady Nicotine.
Chewing tobacco drains the salivary glands, causes "acid indigestion" and invites ulceration of the stomach. If you have sour stomach, quit chewing. The saliva is a valuable corrective of acidity, and should not be wasted. Smoking poisons the olfactory, cardiac, and respiratory nerves. Nicotine is a subtle drug, and will enter the system from any point of contact. A wet tobacco-leaf, laid on the surface of the body, exerts profound effects upon the nerves beneath. Some of our useful ointments contain oil of tobacco, and their use must be practiced with great caution.
Growth in our young people is interfered with, and mentality is
Work Recommends Boulder Dam
Suggests Bond Issue of $125,-000,000 for the Project
Construction of a great dam at Boulder Canyon, of an all-American canal and of a giant water power electric plant for protection and development of the Colorado river, all at an estimated cost of $125,000,000, to be defrayed by a federal bond issue, was recommended by Secretary of Interior Work in a report to the Senate committee on irrigation and reclamation.
Work's demand for this construction and development are understood to represent the unanimous opinion of President Coolidge, Secretary of Commerce Hoover, Secretary of War Davis and Attorney General Sargent. There have been frequent conferences among the cabinet officers on the project. It has cabinet approval.
Work proposed that the $125,000,000 be spent as follows:
Forty-one million five hundred thousand dollars for a 25,000,000-acre-foot reservoir.
Thirty-one million six hundred thousand dollars for production of a million horsepower of electricity.
Thirty-one million dollars for the all-American canal.
Twenty-one million dollars for interest charges on these developments for five years during construction at 4 per cent.
Attorney General Sargent is understood to have reported that upper basin state rights are protected.
Secretary Work, to whom was referred the Swing-Johnson bill for study, reported, in part, as follows:
"It is my understanding that the primary purpose of this scheme is to regulate and control the flow of the river below the dam, so as to lessen the menace from floods to low-lying land below, to increase the water supply for irrigation in season of drought and provide an adequate water supply at all seasons of the year for household and industrial uses in growing cities and towns and to gen-making this project a financially solvent rate electric energy both as a means of undermaking and contributing to the general prosperity of the Southwestern part of the country."
The general plan and purpose of this measure has my support, and I own it sold to cities requiring it for domestic purposes and other municipal uses and to irrigation districts, like that of the Imperial Valley, desiring a complete or supplemental water supply under the provisions of the Warren act, payment to be made for a definite volume of water each year.
"The electric energy generated should be sold to the highest and best bidders, with due regard to public interest, at the switchboard of the power plant. Contracts should not exceed 50 years in duration. Transmission of power and its distribution to be provided by the purchasers.
"Water supplied for domestic, industrial or irrigation uses should be delivered at the dam, at points along the river agreed upon and at the terminal of the all-American canal."
RESTLESS BLOOD OF THE RACE
Seated here by civilization's fireside we need must shiver a bit at this news that another of our disturbing fellow creatures is going to reach the North Pole in an airplane. What a race we are! And why can't all members of it be content to remain quiet and let our nerves have a rest? Captain Wilkins, knowing perfectly well how cold it is at the North Pole, how much wind and water and ice there are on the way there, nevertheless proposes to forsake these warm and comfortable cities we have built to go where there are no drug stores, movies, vaudeville theaters or hot air furnaces.
And the man evidently likes that sort of thing, likes danger and privation and the prospect of walking back. Whereas we—we merely like to read about his doing it.
It seems conclusive that the race is realless and can't be happy unless it is doing something. A little while ago the population of this country lived on the Atlantic seaboard. You would think that what with fish and the quantity of huckleberries there is in New England it would have been content to stay there. But it wasn't. It hadn't got all the Indians in New England shot before it began to move west. What for? Well, certainly not to settle there, because about as soon as it had cut paths through the forests it picked up and went on to the Pacific Coast. Populations have continued those quater anties ever since. As soon as they get one city built they go somewhere and build another. It seems as though civilization can't bear to look at its own handwork.
mary purpose of this scheme is to regulate and control the flow of the river below the dam, so as to lessen the menace from floods to low-lying land below, to increase the water supply for irrigation in season of drought and provide an adequate water supply at all seasons of the year for household and industrial uses in growing cities and towns and to genetaking this project a financially solvent rate electric energy both as a means of undertaking and contributing to the general prosperity of the Southwestern part of the country.
"The general plan and purpose of this measure has my support, and I favor it being made a national undertaking, to be carried out and administered by the federal government.
"Interstate and international rights and interests involve the diversified benefits from the construction of these for increased water supplies, the large works, and waiting necessities of cities development of latent agricultural resources, the protection of those already developed and the immense industrial benefits which may come from the production of cheap power, which together appear to render the construction and subsequent control of these works as a measure of such economic and social importance, that no agency but the federal government should be entrusted with the protection of rights or distribution of its opportunities.
"All uses can be co-ordinated and the fullest benefits realized by their centralized control.
"I shall therefore consider this definition as including three features: high creating a reservoir holding 26,000,000 acre-feet of water.
"2.—Works for the generation of electric power.
"3.—An all-American canal starting at Laguna dam and delivering water to the Imperial and Coachella Valley canals."
"The reservoir should be regulated, primarily to safeguard the valleys of Arizona and California, including Imperial Valley with its present extensive development from the destructive effect of large floods. Water levels in the reservoir would be raised during flood periods and lowered at other times, thus equalizing the discharge of the river below and securing a regulated flow for irrigation and power.
"The water so impounded should be

We've got right here in continental America some of the coldest spots to be found on the surface of the earth. Plenty of ice and snow and storms. Captain Wilkins probably knows that, and may have visited them to see if they would do. Anyway he's not satisfied with them and is going to push on in search of a place colder, cooler and less crowded. Just like those New Englanders who pushed out to Ohio, and like their sons who pushed from there out to Oregon. Always trying to get away from a grocery store.
Captain Wilkins will go up to the polar ice pack and perhaps have to land where there isn't any newspaper. He won't know what congress is doing or whether Rudolph Valentino got married again. His life will be an intellectual blank. He will have no telephone to get him out of bed at night and no letter can reach him from his maiden aunt relating how the choir is having an awful time getting a new tenor. The rush man is leaving all these advantages of civilization behind him and imagines he is going to have a good time.
We suppose there must be people of that sort. It's in the blood of the race. They go to the Arctic circle and to the middle of Africa and the top of the Tibetan mountains, and get their cars frozen off and lose their legs to lions and fall into avalanches, and come jumping back to organize an expedition to dig up the tomb of an Egyptian king who died so long ago we don't even know whether the doctors operated on him at once or decided to wait till he got better. Whatever happens these people insist on keeping just so far ahead of civilization, and sometimes we wonder if there can be something about civilization they don't like. An absurd thought, of

All of us like to think of a reserve to fall back upon in the hour of trouble. In the last analysis, reserve is thrift. Thrift is the opposite of improvidence and waste.
This means better homes, better food and clothes; more comfort and enjoyment; less waste and anxiety. Money is the insignia of labor. It represents an investment in brawn and brain. It is the most elastic reserve.
MONEY IS POWER. IT MEANS LIBERTY AND A FREEDOM FROM THE CURSE OF POVERTY.
