Trying To Solve Alien Problems
State has Too Many Mexicans—Too Few Portuguese
California still is having its immigration troubles. Last year it was a case of too many Japanese, an agitation that stirred up an international fuss before Congress finally enacted the exclusion law.
This year it's a twofold problem—too many Mexicans and not enough Portuguese. The state wants the bars put up against Mexico, whose nationals are not included in the quota provisions of the law and can come to this country in unlimited numbers. And it wants the bars lowered for the Portuguese whose annual quota of 500 is said not to be sufficiently large to take care of the California dairy industry.
At least, there are factions in the state that would like to have these amendments written into the law. There is another faction, and is has a particularly large following in official Washington, that doesn't want the immigration law tampered with in any way.
This faction has 'in mind' the drive that is being waged to have Japan taken from under the exclusion section and placed upon a quota basis, and fears that if Congress starts reconsideration of the status of other nations, the Japanese quota proponents will leap to the front and start the exclusion fight all over again. And the Coolidge administration is on record as regarding this issue as a "closed incident."
Representative Lawrence J. Flaherty, upon his arrival from San Francisco, announced that there are entirely too many Mexicans in California and said he proposed to look into the legislative situation to see if this influx can be curbed. Flaherty's district is a labor district, and as many Mexicans come here in the capacity of laborers, particularly railroad section hands, it is assumed that the stand he has taken is the stand of California labor.
The Portuguese in California who are said to number in the neighborhood of 200,000, engaged largely in dairying and agriculture, complain that the annual quota of 500 is not sufficient to assure

The Portuguese in California who are said to number in the neighborhood of 200,000, engaged largely in dairying and agriculture, complain that the annual quota of 500 is not sufficient to assure an adequate supply on the dairies. In a petition sent to Senator Hiram W. Johnson, chairman of the Senate immigration committee, it is said that there are "approximately 3500 Portuguese dairies in California and the labor involved is in large measure performed by the families of the owners."
Americans of other racial extraction, it is added, cannot be induced to follow this line of work. They maintain the Portuguese are particularly adapted to dairying.
Senator Samuel M. Shortridge, taking cognizance of the agitation to place Japan on the quota basis, says he will oppose vigorously any efforts to change the exclusion section.
WET-DRY CONTROVERSY
One of the controversies that will be carried on at this session of Congress will be that between the "wets" and the "drys." Each side is determined to force some action. During the past week many reform organizations interested in prohibition have been meeting in Washington. They are preparing to make a concerted drive for the rigid enforcement of the prohibition amendment. On the other hand the "wets" are marshaling their forces with a determination to secure a modification, at least, of the Volstead law.
